Spotify and Google’s 2022 User Choice Billing pilot let some eligible Android users choose between paying Spotify through Google Play or paying through Spotify’s own billing system. The choice changed who processed the payment and handled related support—not necessarily the price. Google’s billing programs have since expanded and vary by market, so the original two-option Spotify checkout should not be assumed to be available everywhere today.
What Spotify and Google announced
On March 23, 2022, Google named Spotify its first “innovation partner” for a pilot called User Choice Billing. It allowed participating developers to offer an alternative billing option alongside Google Play Billing, rather than replacing Google’s system. Google described the pilot as a way to explore billing choice while retaining Play’s role in app distribution and its broader ecosystem. Google’s announcement presented Spotify as the first partner, not as the start of a universal change to Android payments.

On November 10, 2022, rollout coverage reported that some Spotify Android users could choose “Spotify” or “Google Play” when subscribing to Premium. The Google Play option opened Google’s familiar payment flow; the Spotify option led to a Spotify-controlled payment form, including card-entry fields. Those labels and screens describe the reported 2022 rollout, not verified current Android screens. Droid Life’s rollout report documents that experience.
What the payment choice changed
| Question | Google Play Billing | Spotify or alternative billing |
|---|---|---|
| Who processes the payment? | Google Play processes the transaction. | Spotify or its payment provider processes it. |
| Where is the purchase managed? | Through Google Play’s purchase and subscription tools. | Through Spotify or the alternative provider’s account and support tools. |
| Who handles purchase support? | Google Play is the relevant transaction provider for the Play purchase. | The alternative billing provider is responsible for supplying and supporting the purchase. |
| Does the route guarantee a lower price? | No; the billing route alone does not establish a lower price. | No; direct billing does not require Spotify to pass any platform-fee savings to subscribers. |
Google says Play Billing can connect a purchase to features such as subscription management, family payment methods, parental controls, Play gift cards and Play Points, depending on market and eligibility. For purchases made through an alternative billing provider, Google warns that it does not secure payment details submitted to that provider and may not handle refunds or disputes. These are Google’s descriptions of the routes, not an independent security assessment. Google’s consumer guidance explains which provider is responsible.

- No returns and no refunds on gift cards. Good for use on the US Google Play Store only. Terms apply - see below.
- Google Play gift codes can be used on the Google Play Store, the official app store for Android, to purchase apps, games, and more.
- New finds, old favorites, one card. Choose a unique gift card design featuring your favorite games or apps. This card can also be used for anything else on Google Play. There’s something for everyone, so find what’s yours. Go Play.
- To redeem, enter code in the Play Store app or play.google.com.
- Easy to use: With a Google Play gift code, you never have to worry about expiration dates or fees.
In practical terms, check the confirmation email, subscription page and payment statement to identify the merchant. Cancel through the service that is charging you: a Google Play purchase belongs in Google Play’s subscription controls, while a Spotify-billed purchase must be handled through Spotify or its provider. Contacting the other company may not resolve a refund or billing dispute.
Why Spotify and Google agreed to test it
Spotify’s business rationale
A direct billing route can give Spotify more control over payment methods, promotions, account relationships and subscription management. It may also make a subscription less dependent on a particular mobile platform’s billing system. Contemporary coverage noted that an account-based Spotify subscription could be easier to retain when changing platforms, but moving a subscription does not automatically move the payment agreement: users still need to manage it with the merchant currently charging them. Contemporary discussion of direct billing and cross-platform subscriptions describes these potential advantages.

Google’s rationale and the fee question
Google framed User Choice Billing as a response to developer feedback and debate about app-store payment rules. It kept Play Billing available alongside the alternative and continued to charge applicable service fees. Under relevant alternative-billing rules, Google documentation has described a four-percentage-point reduction from the applicable standard service fee; that is a reduction, not elimination of the fee. The precise treatment depends on the program and its rules. Google’s payments policy describes the adjustment, while its enrollment and fee guidance sets out program conditions.
It is therefore misleading to say simply that Spotify “avoided Google’s 30% cut.” Fees can depend on the market, transaction type, user and developer program, and applicable rollout schedule. The dispute over app-store commissions and control of customer relationships formed important context for the pilot, but Google presented this arrangement as its own pilot and partnership—not as a legal requirement imposed on Spotify.

What subscribers should weigh before choosing
- Choose Google Play Billing if centralized Play subscription management or an eligible Play feature—such as gift cards, family payment methods, parental controls or Play Points—matters to you.
- Choose Spotify billing if Spotify offers a payment method or promotion you prefer, or you want the billing relationship managed directly with Spotify. Verify the offer and price shown in your country; direct billing does not itself promise a discount.
- Avoid duplicate subscriptions. If you already pay through one route, confirm its status before subscribing through another.
- When changing phones or platforms, distinguish the Spotify account from the payment agreement. Your account may remain usable, but the subscription still needs to be changed or canceled through the current merchant.
How Google Play billing choice has evolved
The 2022 Spotify pilot is not a complete description of Google Play billing in 2026. Google now documents several alternative-billing and user-choice programs, with different eligibility, requirements and fee structures by region. Its overview lists markets including the United States, United Kingdom, European Economic Area, Australia, Brazil, India, Indonesia, Japan, South Africa and South Korea; the available program is not identical in each. Google’s program overview explains the regional variations and API requirements, including a March 13, 2024 migration deadline for developers in relevant pilot markets.
The European Economic Area also has a distinct option allowing alternative billing without Google Play Billing alongside it, separate from user-choice billing. Google’s EEA guidance describes that distinction. In 2026, Google announced lower service fees and billing-choice changes with a staggered rollout and different treatment for new and existing installs. Google’s 2026 announcement sets out those changes. For the United States, Google’s documentation says developers enrolled in the relevant alternative-billing program must begin reporting transactions and paying the relevant Play service fee on October 1, 2026, following a July 22, 2026 update. The US program page provides that date.
