Paramount+ and HBO Max Could Become One Service—But the WBD Deal Is Still Uncertain

Paramount has announced plans to combine Paramount+ and HBO Max if its acquisition of Warner Bros. Discovery (WBD) closes. As of August 18, 2026, that acquisition has not closed. The two apps remain separate, and Paramount has announced no unified-service launch date, final name, price, or subscriber-migration rules.

What Paramount actually announced

On February 27, 2026, Paramount Skydance agreed to acquire WBD in a transaction valued at approximately $110 billion in enterprise value, including consideration of $31 per WBD share in cash. The original announcement targeted closing in the third quarter of 2026, subject to regulatory, shareholder and other closing conditions. Paramount’s transaction announcement is available at Paramount’s investor site.

WBD owns HBO Max, HBO, Warner Bros., DC, Discovery programming and related television and film assets. Paramount owns Paramount+, Pluto TV, Paramount Pictures, CBS, Nickelodeon, MTV, Comedy Central and other brands.

In a March 2 Form 8-K, Paramount said that after closing it planned to combine Paramount+ and HBO Max as part of a broader direct-to-consumer operation that also includes Pluto TV. The companies have discussed consolidating streaming technology stacks. That describes a corporate integration plan, not an app that subscribers can use today.

Are Paramount+ and HBO Max merged already?

No. As of August 18, 2026:

  • The Paramount-WBD acquisition has not closed.
  • Paramount+ and HBO Max remain separate consumer services.
  • No unified app or migration date has been announced.
  • No final brand name for a combined service has been disclosed.

Buying one service does not currently provide access to the other. Corporate ownership, if it is completed, would not by itself instantly turn two apps, account systems and catalogs into one product.

When could one service launch?

There is no verified launch date. The original third-quarter 2026 closing target is no longer a reliable consumer timetable because litigation has delayed the transaction. Reports from The Associated Press and Axios describe a federal court intervention and an agreed postponement while a state antitrust case proceeds. Closing could move into 2027, but no future year is official.

Why the deal is still uncertain

U.S. federal review

On June 12, 2026, the U.S. Department of Justice Antitrust Division said it had closed its investigation without finding that the transaction was likely to harm competition in the reviewed areas, including subscription streaming, linear television and film production and distribution. That is a closed DOJ investigation, not a guarantee that the merger will close. Read the DOJ statement.

State attorneys general lawsuit

A coalition of state attorneys general is challenging the transaction in federal court. The court temporarily blocked completion, and Paramount and WBD postponed closing while the challenge continues. A state lawsuit can proceed even after the DOJ ends its own investigation.

Overseas clearances

The European Commission approved the transaction under the European Union’s Foreign Subsidies Regulation process, according to Paramount. The United Kingdom cleared it on August 6, 2026, as reported by AP. Those decisions remove particular foreign hurdles but do not resolve the U.S. court case.

What content could be brought together?

If the acquisition closes and the plan is implemented, a combined catalog could draw from both companies’ libraries. Paramount has highlighted franchises such as Mission: Impossible, Top Gun and SpongeBob SquarePants; WBD brings HBO, Warner Bros., DC and Harry Potter, among others. Possible categories include:

Source today Examples of content and brands Important limitation
Paramount+ Paramount Pictures films, Paramount+ originals, CBS, Nickelodeon, MTV, Comedy Central, Showtime-related programming and selected sports Plan, market and sports-rights restrictions may apply
HBO Max HBO originals, Warner Bros. films and television, DC, Harry Potter, Discovery programming and HBO Max originals Licensing and regional rights determine availability
Pluto TV Free, ad-supported channels and on-demand programming Its role in a combined paid product has not been announced

“Combined” does not mean every title will appear in every country or on every tier. Existing licensing contracts, territorial rights, sports agreements, blackouts and plan restrictions could produce different catalogs.

What subscribers know—and what they do not

Question Confirmed position as of August 18, 2026
Will there be one app? Paramount intends to combine the services after closing; no finished app has been announced.
What will it be called? No final name has been announced. It is not safe to assume Paramount+ or HBO Max will be retained.
When will it launch? No date has been announced.
What will it cost? No unified-service price or tier structure has been announced.
Will current subscribers keep their prices? No grandfathering policy has been announced.
Will subscribers be migrated automatically? No migration, billing-transfer or cancellation procedure has been announced.
What happens to annual plans and promotions? Transfer, refund and promotional treatment have not been announced.
Will profiles, watchlists, downloads and parental controls transfer? No consumer policy has been published.
Will sports and premium add-ons cost extra? No future treatment has been announced.

Direct-billed customers and people billed through Apple, Google, Roku, Amazon, cable or telecom providers may ultimately receive different instructions. International customers could see different names, catalogs, prices and launch dates. Until official guidance appears, those are unresolved account questions rather than settled features.

Why combine the services?

Paramount says the transaction would create more scale against Netflix, Amazon, Disney and other large platforms; combine libraries; reduce duplicated technology and operating costs; improve subscriber acquisition and retention; expand advertising opportunities; and support further content investment. Paramount has estimated more than $6 billion in synergies, including technology and operating efficiencies. That is a company projection, not an independently verified result.

What could improve—or get worse—for viewers?

Potential benefits

  • One subscription could cover major Paramount and Warner Bros. franchises.
  • Fewer apps could simplify billing, profiles and discovery.
  • A larger catalog could improve perceived value and recommendation options.
  • Shared technology might eventually improve search, playback and account tools.

Potential drawbacks

  • A larger catalog could come with a higher price or removal of cheaper standalone plans.
  • Ad-free viewing, sports and premium channels might be limited to expensive tiers.
  • Migration could cause temporary app bugs, missing titles or account problems.
  • Regional rights could make the supposedly combined service substantially different by country.
  • Eliminating two competing services could reduce consumer choice, a central concern in the state case.

What if the acquisition does not close?

If the transaction is blocked, abandoned or materially delayed, Paramount+ and HBO Max would remain separate unless the companies make another agreement. The announced app combination, technology integration and content-sharing strategy could be canceled or redesigned. A merger announcement alone does not change an existing subscription.

Paramount’s risk disclosures discuss litigation, regulatory action, closing conditions and integration risks that could delay or prevent completion; see its Form 10-Q.

What should subscribers do now?

  1. Subscribe for current needs, not a promised future bundle. Use Paramount+ for Paramount, CBS, Nickelodeon and current Paramount+ programming, or HBO Max for HBO, Warner Bros., DC and current HBO Max programming.
  2. Avoid long commitments based solely on the announcement. Future annual-plan transfers, refunds and grandfathered prices have not been disclosed.
  3. Check how you are billed. Third-party bundles and app-store subscriptions may have their own cancellation and migration rules.
  4. Watch the official help pages for instructions. Paramount’s support site is help.paramountplus.com; HBO Max’s is help.max.com.
  5. Treat Pluto TV separately. Pluto TV is a free, ad-supported service, not a replacement for either paid catalog, and its future relationship to the combined product is unknown.

The Bottom Line

Paramount plans to combine Paramount+ and HBO Max only if its Warner Bros. Discovery acquisition closes. The deal remains tied up in U.S. litigation, and no launch date, service name, price or migration policy exists yet. Keep choosing services for the content you need now and wait for formal subscriber instructions before changing a plan.
