What does “weaponized migration” mean in academic writing?
In political-science literature, “weapons of mass migration” does not mean that migrants are weapons or inherently dangerous. Kelly M. Greenhill uses the term for coercion involving the intentional creation, manipulation or exploitation of real or threatened population movements. - Is there evidence of deliberate coercion? A claim of weaponization needs an identifiable actor, intentional manipulation and a target whose behavior the actor seeks to change.
