Jennifer Msumba says her seven years at the Judge Rotenberg Center (JRC) in Canton, Massachusetts, included repeated shocks from the center’s Graduated Electronic Decelerator, loss of food as a behavioral consequence, and a humiliating bathing procedure while restrained. Her account is central to the documentary The Fish Don’t Care When It Rains. JRC disputes the documentary’s framing, saying the food and restraint-board programs were safe, effective and discontinued more than 15 years ago.
What happened to Jennifer Msumba at the Judge Rotenberg Center?
Msumba says she lived at JRC from March 2002 through April 2009 and wore the facility’s Graduated Electronic Decelerator (GED) devices during that period. In testimony, she described severe muscle cramps that lasted one to two days, burn marks, accidental device misfires, nightmares and temporary numbness in the lower half of her left leg after repeated shocks.
The report on The Fish Don’t Care When It Rains says she was shocked twice on her first day: once after declining medication and again after getting out of bed to use the bathroom. Msumba’s account is that shocks continued during her residence and that the devices could be activated in response to behavior staff considered dangerous or unacceptable.
“It’s not safe. It doesn’t feel safe,” Msumba told the Food and Drug Administration in testimony about the shocks. Her description is a personal account; the documentary report presents it alongside JRC’s response rather than as a finding independently adjudicated in the film.

Did JRC withhold food as punishment?
The documentary report says Msumba was placed on a contingent-food system in which meals were divided into portions that had to be earned by avoiding designated behaviors. She said talking to herself could cause her to lose food and that she often threw away portions. “Most days I didn’t earn my food,” she said.
Contingent food is different from an ordinary meal schedule: access to portions is made conditional on behavior. The report does not provide a complete menu, caloric record or medical assessment of Msumba’s nutrition, so the account should not be read as a quantified measure of how much she ate on any particular day.
What was the restraint-board bathing procedure?
According to the report, during her first year Msumba was not allowed to shower. Staff instead restrained her naked on a four-point board while two employees washed her with buckets of water and soap. She called it “a bath from hell.”
The report says a camera enabled male staff to observe the washing and that Msumba was shocked after screaming “rape” during one session. She said she had not previously discussed this part of her experience because she was trying to protect herself: “I couldn’t get away.” These are allegations in her testimony and the documentary account, not a finding that every detail has been independently verified.

What is the Judge Rotenberg Center?
JRC is a residential and educational facility in Canton that has served people with intellectual, developmental, autistic and psychosocial disabilities. Historical records describe its former name as the Behavior Research Institute and identify the GED as an in-house device designed to deliver contingent electrical stimulation.
An archive documenting the center lists prolonged restraint, food deprivation, deep muscle pinching, forced ammonia inhalation and other sensory-assault techniques among practices reported over the institution’s history. The archive says six people died while at BRI or JRC over five decades, including Lydia X. Z. Brown in 2021, and records condemnation of JRC practices by United Nations Special Rapporteurs on Torture Manfred Nowak and Juan E. Méndez.
One separately documented case concerns Andre McCollins, who was shocked 31 times in seven hours in 2002 while held in four-point restraints. The archive says all but two of those shocks were attributed to tensing or screaming.

JRC told the report that the contingent-food program and restraint-board procedures “were safe and effective.” The center said both programs “were discontinued over 15 years ago when JRC developed alternatives.” JRC also said the documentary lacked context and pointed to positive comments Msumba made after leaving.

Those statements are JRC’s position. They do not resolve the conflict between the center’s description of the programs and Msumba’s account of their effects, and the available material does not establish an independent review of every disputed incident.
What happened to the FDA ban on JRC shock devices?
The Food and Drug Administration announced a final ban on electrical-stimulation devices used for aggressive or self-injurious behavior in March 2020. A court filing dated March 27, 2020, states that the FDA issued a partial administrative stay while judicial review proceeded.
A JRC archive updated in 2021 says the D.C. Circuit ruled for JRC and describes that decision as overturning the FDA ban for the 55 people then approved to receive shocks. That description is historical. It should not be treated as a complete statement of the center’s legal authority or operating practices in 2026.

The material available for this article does not establish JRC’s exact legal or operating status on October 27, 2026. The FDA litigation record and the archive provide a documented history through the 2021 appellate ruling, but a current status requires checking up-to-date Massachusetts records, federal court dockets and any current regulatory notices.

What is The Fish Don’t Care When It Rains about?
The documentary examines Msumba’s account of life inside JRC, including the shocks, contingent food and restraint-board bathing she says she experienced. Its focus is the gap between institutional descriptions of aversive programs and the lived experience described by a former resident.
Current streaming, rental and purchase availability has not been confirmed here. Viewers should consult the documentary’s current distributor or official listing rather than rely on an outdated platform reference.
How should families evaluate claims about residential disability programs?
There is no balanced comparative dataset in the available material that ranks JRC against other facilities. Families comparing programs should ask for specific, reviewable evidence rather than rely only on promotional descriptions.

Frequently Asked Questions
Can I watch the documentary online right now?
A current streaming, rental or purchase outlet has not been verified. Check the film’s official distributor or filmmaker listing for the latest availability and region restrictions.
What records can confirm the FDA timeline?
The key starting points are the FDA’s March 2020 final-ban announcement, the March 27, 2020 court filing describing a partial administrative stay, and the D.C. Circuit litigation reported in a JRC archive updated in 2021. These records establish the sequence of events but do not by themselves state JRC’s complete status in 2026.
What does independent oversight look like in a residential program?
It means complaints and serious incidents can be reviewed by an outside authority with access to records, residents and staff. Families should also ask whether findings are published, whether retaliation protections exist and whether advocates can participate in investigations.

Why do former-resident accounts matter in evaluating disability services?
Residents experience rules, restraints and daily care that may not appear in a program’s policy documents. Their accounts can identify coercion, gaps in consent or unreported harms that require corroboration through records and independent investigations.
