If you want a movie at no subscription cost, start with free ad-supported services or a library platform. If you specifically want a file to watch offline, the options are narrower: Hoopla documents downloads inside its app for eligible library users, while a stream being playable does not mean you may copy it. The 20 services and service categories below cover both meanings of “movie download website,” with availability depending on country, title, device, and—in library services—your institution.
Streaming a free movie is not the same as downloading one
Most services described as “free movie sites” let you stream titles without a subscription. Their costs are commonly covered by advertising or by a participating library or university. That does not give you an unrestricted video file to keep.
An offline download is a feature that lets an eligible user save a title for playback under the service’s rules, usually inside its app. Hoopla explicitly documents this kind of download. By contrast, a public-domain or rights-cleared item in an archive may have a downloadable file, but the rights statement for that individual item matters. Do not use a stream-ripping tool or treat the ability to play a title as permission to copy it.
20 services and places to check
The table distinguishes established details from features that need checking on the current service or title page. Catalogs, names, territories, and apps change. For entries marked “check,” confirm that the service is operating where you live and that the specific film is available before relying on it.

Where can you download movies legally for free?
For app-controlled offline viewing
Hoopla is the clearest documented option in this list: eligible users can download supported movies to Apple, Android, or Kindle Fire mobile devices for viewing through Hoopla. The app download is not a general-purpose file. Hoopla’s terms prohibit extracting or reproducing its content outside the service.
For downloadable archive files
The Internet Archive may offer downloadable items, but the fact that a film appears there is not enough to establish that every file is free of copyright restrictions. Check the rights statement attached to the specific item. A download option is not, by itself, proof that a film is public domain or that every reuse is permitted.

For everything else
For the other services, the information here does not establish a general right to download movies for offline playback. Check the current app and title listing. If a service offers an offline feature, follow its terms rather than trying to extract a file from a stream.

Which free movie sites are safe and legal?
Prefer a service’s official website or app, an authorized listing from a recognized platform, or a library portal reached through your library. Tubi says its service is free and legal, and library platforms such as Hoopla and Kanopy make access conditional on participating institutions. For an archive item, inspect its rights statement rather than assuming every upload has the same status.

The U.S. Copyright Office explains that copyright owners hold exclusive rights, subject to statutory limits. A website advertising recent copyrighted releases as unrestricted downloads should not be treated as authorized unless it clearly establishes permission. Avoid installers, browser extensions, or “download” buttons from unrelated pages that promise to save films from streaming services.
- Check that the service is the official one, not a lookalike page.
- Confirm that the movie itself is offered in your country and through an authorized listing.
- For library services, enter through your participating library or university.
- For archive downloads, read the individual item’s rights statement.
- Do not equate a playable stream with permission to make a copy.
Do you need a library card for Kanopy or Hoopla?
For Hoopla, you need a card from a participating library and must meet that institution’s borrowing requirements. Kanopy also relies on access through participating public libraries or universities; the exact sign-in and eligibility rules depend on the institution. If you do not see your library or school in the service’s sign-in options, check its digital-services page or ask the library whether it licenses the platform.

Are Tubi and Pluto TV legal?
Tubi describes itself as a free, legal streaming service, with ads supporting viewing. Pluto TV is listed as a free ad-supported service for live channels and on-demand movies, with availability dependent on country. Use their official services and confirm that the title is offered in your location; neither point turns streaming access into permission to copy a movie.

How to choose the right option
- If you want a film offline: start with Hoopla if you have an eligible participating-library card, then check whether the specific title supports an in-app download.
- If you want a free stream without a library login: check an ad-supported service such as Tubi or Pluto TV for your country and the movie you want.
- If you have a library or university login: check Hoopla and Kanopy, plus any additional video services listed by your institution.
- If you want an actual file: look only for an item with a clear rights statement, such as a verified public-domain or rights-cleared archive entry.
- If a service’s name or status seems uncertain: verify the current official site, region, and title listing before creating an account or installing an app.
