In March 2004, NHK and five major Tokyo commercial broadcasters chose AVC/H.264 for Japan’s planned mobile and portable terrestrial digital-TV service, known as 1seg. It was a targeted decision for a limited-bandwidth mobile service—not a switch of all Japanese television to H.264.
What the broadcasters announced
On March 24, 2004, Japanese coverage reported that NHK and five commercial broadcasters had selected AVC/H.264, formally MPEG-4 Part 10 AVC, for the mobile-reception segment of terrestrial digital broadcasting. An English report appeared March 25. The six organizations were NHK, TBS, Nippon Television Network (NTV), TV Asahi, Fuji Television and TV Tokyo. ITmedia’s March 24 account and EDN’s report describe the decision and its scope.
The plan was to make mobile television practical once receiver specifications, equipment and licensing were in place. Contemporary reports anticipated a service launch in 2005–2006; that was a forecast, not an immediate consequence of the announcement. The decision established a codec direction, while the rest of the service ecosystem still had to be built.

Japan’s ISDB-T terrestrial system divides its transmission structure into segments. One segment could be used for a lower-bandwidth service aimed at mobile phones, PDAs and other portable receivers. This service became known as 1seg. The 2004 H.264 decision concerned that mobile or portable use—not the main fixed-reception high-definition television service.

That distinction matters because a portable receiver faced a different capacity and viewing context from a living-room HDTV. A codec that could deliver useful video within a constrained mobile bitrate was valuable even if it was not the codec used for the main fixed broadcast. Contemporary Japanese coverage described the planned mobile service as including simplified video and data broadcasting.
Why H.264 suited the mobile service
H.264 offered better compression efficiency than the conventional MPEG-4 option being considered at the time. In a channel with limited bitrate, more efficient compression can support better picture quality at a given bitrate or leave more capacity available for other service needs. The broadcasters cited the technology’s advantages; the decision was not simply a response to cheaper royalties. EDN and Phileweb reported the technical rationale and the separate licensing negotiations.

Codec choice alone could not define the service. Broadcasters and manufacturers still needed encoders, compatible decoding in consumer receivers, agreed terminal specifications and testing of transmission, data services and interoperability. Mobile operators also had to coordinate with the broadcast ecosystem. The announcement therefore marked an important standards and procurement decision, not a ready-to-use nationwide product.
How patent licensing affected the timetable
Licensing negotiations had been a practical obstacle to the mobile-TV rollout. The broadcasters reached a basic agreement with MPEG LA on AVC licensing terms for free-to-air services. Contemporary reports described an optional one-time payment of $2,500 per encoder instead of annual fees, with coverage described as including free terrestrial, satellite and cable television. That amount is a historical 2004 figure, not a current price, and the reports describe the basic agreement rather than every later implementation detail. What the decision did—and did not—change
It did not replace MPEG-2 across Japanese television. The decision applied principally to mobile and portable terrestrial broadcasting through 1seg. The main fixed-reception digital terrestrial service had a different codec context, historically associated with MPEG-2. H.264’s adoption for one service cannot be generalized to every broadcaster, transmission type or household TV signal.
Nor are all uses of H.264 equivalent. A codec in a professional contribution link carries programming between production or broadcast facilities; it does not necessarily describe the signal delivered to viewers. Japan’s broadcast systems have also changed by generation: later 4K/8K satellite broadcasting uses HEVC/H.265 rather than making H.264 a permanent, universal standard. The ITU’s 2025 report covers later UHD broadcasting, while NTT Electronics’ account of TBS’s system illustrates a separate professional use.

A later professional H.264 deployment at TBS
In 2008, TBS selected NTT Electronics AVC/H.264 encoders and decoders for an HD/SD satellite-news-gathering (SNG) system. This was a contribution workflow: it compressed program material for transport over satellite links, rather than defining the codec used for household terrestrial reception. The equipment supported HD and SD, 4:2:2 chroma, DVB-S2 and approximately 200 ms latency, according to the vendor. Operation was scheduled to begin in December 2008, with wider conversion among affiliates targeted for September 2009. Those plans show H.264’s reach into professional broadcasting, not universal adoption across Japanese television.

The 2004 decision is best understood as an early, specific application of AVC: H.264 addressed the bitrate constraints of portable terrestrial reception, while other broadcast services followed their own requirements and timelines. Fixed digital terrestrial television remained a distinct case, professional contribution links adopted H.264 for their own transport needs, and later 4K/8K services moved to HEVC/H.265. Codec adoption is service-specific, not a single national switch.
