The workflow uses video files uploaded to IBM as VODs—not a YouTube playlist URL pasted into IBM. If the channel has never broadcast live, IBM first requires a genuine live broadcast lasting more than two minutes.
What IBM’s 24/7 playlist feature does
IBM Video Streaming’s Live Playlist plays videos from the channel’s IBM VOD library in a scheduled sequence. With looping enabled, the playlist restarts repeatedly until its configured stop time. The video is prerecorded, though live features such as chat and Q&A can remain live. IBM describes this as simulated-live programming, not a camera or encoder feed. IBM’s reviewed documentation does not describe importing a YouTube playlist by URL or using that URL as a live input. Treat the YouTube playlist as your source collection: obtain the source files you are authorized to use, upload them to IBM as VODs, then build the IBM Live Playlist from those uploaded videos.
Before you set up the playlist
Confirm content rights and source files
Use original files or files whose rights holder has authorized the intended rebroadcast. YouTube’s livestream terms require providers to have the necessary rights for livestream exploitation, including music rights; the license needed depends on the work, territories, and use. Read YouTube’s livestream terms and conditions and check permissions before scheduling the stream.

YouTube documents downloading your own uploaded videos through its creator tools. Its Premium offline feature is for playback within supported YouTube app or browser experiences; it is not a documented export route into IBM. For details, see YouTube’s instructions for downloading your uploaded videos. For someone else’s video, obtain the source file and permission from the rights holder rather than relying on an in-app offline copy.
Check durations and prepare transitions
- Every video in the IBM Live Playlist must be longer than two minutes.
- IBM says a scheduled playlist can take up to two minutes after its scheduled start to begin. Put a countdown, holding slide, or music buffer at the beginning, and place the main program at least two minutes into the first item.
- Consider adding a closing buffer to make the end of the scheduled run less abrupt or to lead into a genuine live broadcast.
- IBM recommends matching video resolution and caption languages across playlist items. If you want prerecorded VOD captions to display, turn off IBM Live Captioning for this simulated-live channel.

Set up a 24/7 simulated-live playlist
- Upload authorized videos to IBM. Add each usable source file to the target channel’s VOD library. The playlist workflow uses IBM VODs, not a YouTube playlist link.
- Initialize a channel that has never broadcast live. Send a genuine live broadcast from an encoder or streaming app for more than two minutes. IBM’s best-practices guidance says this establishes the channel’s first true live broadcast. If the channel has already had a true live broadcast, proceed to the playlist setup.
- Create a manual Live Playlist. In the channel’s playlist controls, create a manual playlist and add the uploaded VODs in the order you want them to play. Manual ordering suits a fixed program sequence; IBM also documents dynamic playlists. A playlist can contain up to 200 videos, according to IBM’s playlist overview.
- Check item compatibility and captions. Make sure each clip exceeds two minutes, keep resolutions and caption languages consistent, and disable IBM Live Captioning if the VOD captions should appear.
- Schedule the playlist and enable looping. Set the broadcast schedule, enable loop broadcast, and choose the looping stop time. IBM defines looping as restarting the playlist videos repeatedly until that stop time. The channel manager displays scheduled time in its local timezone; check the displayed timezone before saving.
- Resolve schedule conflicts and verify the handoff. Clear conflicting scheduled broadcasts, account for the possible two-minute startup delay with your opening buffer, and confirm the closing behavior fits the stop time or next scheduled program.
- Share the IBM viewing experience. IBM documents embedding its player and playlist on a website. That is an IBM viewing experience, not a feed that imports or rebroadcasts a YouTube playlist. See the IBM playlist overview.
When an encoder is needed
An encoder is needed for the initial genuine live broadcast on a channel that has never gone live, or for actual live programming—not for the later repeating VOD playlist. IBM documents software and hardware encoder options, including OBS, Wirecast, and NewTek TriCaster, as well as RTMPS support in its encoder materials.
- In IBM Video Streaming, open the target channel’s Broadcast Settings → Encoder Settings.
- Reveal the RTMP address and stream key. Keep the key private; anyone with access to it may be able to send a stream to your channel.
- In your encoder, enter IBM’s address in the server or URL field and the key in the stream-key or name field, using the corresponding fields in that encoder.
- Start a real live broadcast for more than two minutes if you are initializing the channel, then stop it and use the Live Playlist workflow for the repeating prerecorded program.

The playlist will not start on a channel
If the channel has never had a true live broadcast, first send a genuine live stream for more than two minutes. The simulated-live VOD playlist does not replace that initialization step.

A video is rejected or does not play in the playlist
Check that it is uploaded as an IBM VOD and that its duration is longer than two minutes. IBM’s documented playlist workflow is based on IBM library videos, not a YouTube playlist URL.
The scheduled start looks late
IBM says playlist startup can occur up to two minutes after the scheduled time. Use a suitable opening buffer and verify the schedule in the channel manager’s local timezone.

The playlist stops or another broadcast takes over
Check the configured looping stop time and clear conflicting scheduled broadcasts. Looping continues only until its stop time.
Captions or picture changes are inconsistent
Match resolution and caption languages across playlist items. If prerecorded VOD captions should display, turn off IBM Live Captioning on the simulated-live channel.
The encoder cannot connect for the initial live broadcast
Recheck the RTMP address and stream key in the IBM channel’s Broadcast Settings → Encoder Settings, then verify that the encoder’s server/URL and key/name fields contain the matching values. Do not publish or share the key.
