Elizabeth I’s Spy Network and the Babington Plot: How the Conspiracy Was Exposed

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Elizabeth I’s government uncovered the 1586 Babington Plot through an intelligence network that combined informers, couriers, intercepted letters and codebreaking. Francis Walsingham organized much of the operation, but he did not run a modern centralized spy agency. Ministers, personal agents and specialist decipherers worked through channels that could be manipulated as well as monitored.

The decisive evidence was a letter from Mary, Queen of Scots, to Anthony Babington. Government agents intercepted it, deciphered it, resealed it and allowed the correspondence to continue. They also added a postscript asking Babington to identify the men who would assassinate Elizabeth. That intervention helped expose the conspiracy and strengthened the prosecution case, but it means the episode cannot be described simply as neutral observation.

What the Babington Plot was trying to achieve

The Babington Plot was a Catholic conspiracy formed in 1586 against Elizabeth I. Its central aims were to assassinate the Protestant queen, release Mary, Queen of Scots, and place Mary on the English throne. Plans also contemplated a Catholic rising and assistance from abroad.

Mary had fled Scotland in 1568 and sought refuge in England. Refuge became a form of captivity: she was moved between English residences and kept under supervision because her dynastic claim and Catholic identity made her a focus for opposition to Elizabeth. Babington and his associates hoped that a successful attack on Elizabeth would remove the main obstacle to Mary’s accession.

The surviving record does not provide a dependable total for the number of spies, messages or plots handled by the network. What it does preserve is a chain of state papers, ciphers, seized correspondence and treason-trial records. Those documents show both the conspiracy and the government’s effort to turn intercepted communications into a legally usable case.

How did Walsingham uncover the Babington Plot?

Walsingham was Elizabeth’s principal secretary and the central organizer of the operation, working within a wider intelligence service shaped by William Cecil. The National Archives describes Cecil as having created an effective service under Walsingham’s direction. In practice, the system depended on people with different jobs rather than on a single office with a fixed staff.

A double-agent channel

Gilbert Gifford served as a double agent and courier. He helped create a communication route between Mary and Babington that English officials could supervise. The route was concealed in an unusual way: letters were hidden in a cork tube placed in the cork of a beer or wine cask. This detail belongs to the Babington operation and should not be treated as evidence that every Elizabethan message used the same method.

Interception, deciphering and resealing

When a letter entered the channel, agents opened it without making the interference obvious, copied or deciphered its contents, then resealed it and passed it onward. Thomas Phelippes, a skilled cryptographer, deciphered the messages for Walsingham’s office. The procedure gave officials knowledge of what the conspirators believed was a private exchange while preserving the appearance that the channel still worked.

This sequence mattered politically. An intercepted letter could reveal suspicion; a continuing exchange could produce names, commitments and details that prosecutors might present as proof of treason. The operation therefore combined intelligence collection with deliberate management of the evidence stream.

What did Mary, Queen of Scots write to Babington?

Mary’s letter of 17 July 1586 is now commonly called the Gallows Letter. In the surviving transcription published by the British Library, she responded to Babington’s proposal for action against Elizabeth and discussed the need to advance the enterprise. One passage directs him to “sett the six gentlemen to woork”. Another warns that Elizabeth might be “catching mee againe, enclose mee for ever in some hole, forth of the which I should never escape, yf shee did vse mee no worse”. The original spelling is retained in those quotations.

The wording is important because it appears to acknowledge the proposed assassination team and to discuss the practical danger Mary faced if Elizabeth discovered the correspondence. It is not, however, a document that can be read without considering how it reached us. The letter was intercepted in a channel controlled by a double agent, and the government altered it before it continued to Babington.

Did Walsingham trap Mary, Queen of Scots?

He deliberately created a trap-like evidentiary situation, although the surviving sources do not justify saying that the entire conspiracy was invented by the government. Walsingham’s agents learned of a genuine Catholic plot, opened a channel between Mary and Babington, and continued to transmit letters after reading them. Before Mary’s 17 July letter was sent onward, they added a postscript requesting the names of the six assassins and further information about how the plan was progressing.

The postscript was designed to elicit the information officials needed. It changed the operation from passive interception into an intervention in the conversation. The National Archives account says the government held back from arresting the conspirators so that it could build evidence implicating Mary, whom Elizabeth had previously been reluctant to execute.

Walsingham later worried that the alteration had been too obvious. In a letter to Phelippes dated 3 August 1586, he wrote: “you wyll not beleve howe mych I am greved with the event of this cavse and feare the addytyon of the postscrypt hathe bread the iealousie [suspicion]”. He ordered Babington’s arrest at that point. His concern shows the operational risk: if Babington suspected that his letters had been opened or altered, the channel could collapse before the government had secured the evidence it wanted.

The operation in sequence

Date Event Why it mattered
1568 Mary fled Scotland and took refuge in England. Her presence created a long-term security and succession problem for Elizabeth’s government.
Spring 1586 Babington became involved in a Catholic conspiracy against Elizabeth. The scheme joined assassination, a bid to place Mary on the throne and plans for wider support.
17 July 1586 Mary wrote the letter later known as the Gallows Letter. The intercepted text became the central documentary evidence connecting Mary to the proposed action.
3 August 1586 Walsingham wrote to Phelippes, feared the postscript had aroused suspicion and ordered Babington’s arrest. The government moved from controlled collection to arrests once the channel had yielded names and details.
1586–87 Babington and the other conspirators were tried and executed. The treason proceedings turned intelligence material into public legal and political evidence.
February 1587 Mary was tried and executed. Her death removed the most prominent dynastic focus for Catholic opposition to Elizabeth.

Why the government allowed the letters to continue

Arresting Babington as soon as officials learned of the plot might have stopped an immediate danger, but it would have left important questions unanswered. Who else was involved? What did Mary know? Were the conspirators merely fantasists, or did they have a workable plan, foreign support and an assassination team?

The National Archives’ account emphasizes that officials allowed the plot to progress in order to implicate Mary. That decision reflects the political problem Elizabeth faced. Executing a fellow anointed monarch and close relative was an extraordinary step, and the queen had previously been reluctant to take it. A stronger documentary case could make action against Mary more defensible to ministers, judges and foreign observers.

Letting the correspondence run also created danger. Every additional message gave conspirators time to act, and every alteration risked discovery. The operation’s success depended on keeping the channel credible while extracting enough information to identify participants.

What the surviving records can—and cannot—prove

Evidence that supports Mary’s involvement

  • Mary’s 17 July letter discusses the proposed enterprise and includes the instruction to “sett the six gentlemen to woork”.
  • The letter’s language addresses the practical danger of renewed confinement if Elizabeth discovered the exchange.
  • The correspondence was part of a sustained channel rather than an isolated document, allowing officials to connect messages, couriers and named conspirators.

Reasons the evidence remains contested

  • The government intercepted the letter through a channel managed by its own agent.
  • Officials added the postscript that requested names and operational details.
  • The government delayed arrests while building a case, so the surviving record is also a record of prosecutorial strategy.
  • The National Security Agency’s historical account raises the possibility that agents acted as provocateurs and notes continuing uncertainty about the extent of Mary’s guilt.

The evidence therefore supports a more precise conclusion than either extreme. The Babington Plot was not simply a government fabrication: the sources describe a real Catholic conspiracy with an assassination objective. Nor was the government a detached observer. Its agents opened the correspondence, shaped at least one message and chose when to end the operation. The surviving documents reveal the conspiracy through a state-controlled evidentiary process.

How cryptography made the operation possible

Mary and Babington relied on coded writing to protect their communications. Phelippes deciphered the messages for Walsingham’s office, converting encrypted text into information that investigators could interpret and preserve. In an age without rapid electronic communication, physical access to a letter was often as valuable as the code itself. The government needed both a way to obtain the document and a specialist who could read it.

The operation also illustrates the limits of cryptography. A cipher could conceal meaning from an ordinary courier or household servant, but it could not protect a message once an opposing service had the document and the expertise to analyze it. The double-agent route, hidden container and resealing process were therefore as important as the cipher system.

Who else belonged to Elizabeth’s intelligence network?

Walsingham’s prominence should not obscure the network’s distributed character. William Cecil helped establish the wider intelligence service; Walsingham coordinated operations and political decisions; Gifford handled the double-agent courier role; Phelippes deciphered messages; and local agents, informers and officials supplied movement, observation and custody of documents.

Calling this a “spy network” is accurate if the phrase means a set of people and channels connected to the government. It is misleading if it suggests a modern, centralized agency with a permanent hierarchy, standardized recruitment and quantified global coverage. The sources do not provide a reliable network size or an interception total, so no such statistic should be inferred.

How the trials used intelligence material

After the arrests in 1586, Babington and his co-conspirators were tried and executed. The correspondence helped establish a narrative of intention, communication and planned action. Mary was subsequently tried and executed in February 1587. State papers and trial records preserve the government’s version of events, including the documents it selected and the way officials interpreted them.

That documentary survival creates an unavoidable imbalance. We possess extensive material because the government seized, copied, deciphered and filed it. The records are indispensable, but they are not a complete transcript of every conversation or motive. They show what officials could collect and present, as well as what the conspirators wrote.

Why the Babington Plot still matters

The episode is a case study in the power and danger of intelligence-led government. Interception exposed a plan that threatened the monarch. Codebreaking turned secret writing into actionable information. A controlled courier channel allowed investigators to observe a conspiracy over time rather than react to a single rumor.

At the same time, the operation demonstrates that intelligence is never only discovery. Decisions about whether to intervene, what to alter, when to arrest and how to present the resulting documents shape the historical record. Walsingham’s network found the plot, but it also helped produce the form in which the plot became legally and politically decisive.

A practical way to read the evidence

  1. Separate the original exchange from the government’s intervention. Identify what Mary or Babington wrote before considering the added postscript.
  2. Track the route of transmission. Ask who carried the letter, where it was hidden, who opened it and who resealed it.
  3. Compare operational records with trial records. A private intelligence memorandum and a public treason case serve different purposes.
  4. Look for uncertainty rather than forcing a verdict. The sources establish a conspiracy and a managed communication channel, but they do not answer every question about Mary’s knowledge or intent.
  5. Keep the chronology intact. The July letter, the August concern about suspicion and the later arrests belong to a sequence in which evidence was gathered over time.

Read this way, the Babington Plot is neither a simple detective story nor proof that every charge against Mary was manufactured. It is a documented conspiracy uncovered through an intelligence operation that simultaneously monitored, manipulated and prosecuted its targets.
