Microsoft Teams is a strong shortlist candidate when structured events need to fit an organization’s Microsoft environment; Zoom documents recurring employee training and on-demand learning; ON24 focuses on employee communications, content hubs, analytics, and features such as automated captions. Choose by the job to be done, audience and access requirements, interaction, accessibility, reporting, integrations, and the licenses your organization already has—not by an unverified universal ranking.
Start with the HR program, not the software name
A platform that works for a leadership broadcast may be a poor fit for a course that depends on learner participation or a benefits session that employees need to revisit. Define the program and its audience before comparing vendors. The following are selection criteria inferred from the vendors’ documented features, not independently measured outcomes.
- Training and onboarding: Decide whether learners need polls, breakout discussions, attendance or engagement reporting, and a recording or on-demand library for later hires.
- Leadership town halls: Determine whether attendees should be able to speak or appear on camera, whether questions need moderation, and whether the event is internal-only or open to a broader audience.
- Benefits and policy education: Consider registration and reminders, captioning, mobile or browser access, and whether employees need a replay or searchable resource hub.
- Recurring programs: Check how recurring events, registration, replay access, and reports work for the specific license and configuration—not just whether the vendor advertises the capability.
Write down expected attendance, employee locations and time zones, who can register, who can present, how questions are handled, and what evidence HR needs after the event. Those requirements make the platform comparison more meaningful.
Compare the three candidates by documented fit
This is a shortlist based on each vendor’s published materials, not a neutral head-to-head test. Feature availability can depend on license, event type, administrator settings, or vendor packaging.

How to shortlist a platform for your team
1. Set the audience and event format
Distinguish an interactive webinar from a one-to-many broadcast, a town hall, a recurring course, or a simulive/on-demand program. Estimate attendance and decide whether all attendees should be able to use a microphone or camera, or whether participation should be limited to presenters with moderated questions. Check that the candidate supports the intended format and scale under your organization’s actual license.
2. Specify registration and access rules
Decide whether events are internal-only, require registration, need organizer approval, or should use a waitlist or capacity limit. Establish how employees receive event information and reminders, and what happens when someone joins through a forwarded link. Test the intended access flow with the administrator; do not assume that a private event, a public registration page, or a particular control is available under every plan.

3. Match interaction to the learning design
List the interactions the session genuinely needs: moderated Q&A, chat, polls, reactions, breakout rooms, or attendee audio and video. For training, also decide what constitutes participation or completion and whether the platform can provide the report or certificate workflow you require. Zoom documents polls, breakout rooms, Q&A, engagement metrics, and certificates tied to defined criteria; confirm how each works in the proposed configuration.
4. Plan the replay and learning-library workflow
Decide whether recordings are optional, required, or unsuitable for a particular session, who can access them, how long they should remain available, and how employees will find them later. Zoom documents an on-demand webinar workflow, with requirements including automatic cloud recording, registration, and a licensed user with the Webinars add-on. ON24 describes content hubs and on-demand resources. Confirm the controls, access model, retention, and any approvals your HR and privacy teams require.

5. Check accessibility and global reach
Ask which captioning options are available in the specific plan and event setup, what languages are supported, and whether attendees can participate through the browsers and devices they use. ON24 describes automated captioning; verify the exact availability and language coverage for your intended audience rather than assuming it meets every accessibility or localization need. Schedule recurring sessions with employee time zones in mind, and decide how a replay will serve employees who cannot attend live.
6. Define reports and integrations before procurement
Identify the information HR needs after each event: registration, attendance, engagement, Q&A, or completion. Ask whether reports can be exported, how long they are retained, and whether the platform integrates with the organization’s HR, learning-management, or analytics systems. The reviewed vendor pages describe some analytics and metrics, but they do not establish that a particular integration or report is included for every plan.

7. Compare the complete operating and contract fit
Have the platform owner or vendor confirm current plans, add-ons, attendee limits, administrator workload, support, privacy and security controls, data retention, regional availability, and contract requirements. The cited materials do not provide a comparable current price schedule or contract terms, so they cannot support a reliable price ranking. Compare quotes and existing licenses against the same event scenario and requirements.
