America’s Propaganda Posters: How to Verify the Stories Behind 33 Wartime Images

America’s wartime propaganda posters were made to persuade people to enlist, support the war effort, or remain alert to perceived threats. But the title alone does not identify which 33 posters it means, and no single authoritative list of those 33 works is established by the available collection records. Naming images or assigning them creators, sponsors, dates, and purposes without checking their individual records would risk giving readers the wrong history.

What the archives do establish is the wider context: the Library of Congress holds over 800 World War I posters created by American artists in support of the war effort, while the National Archives documents the broader government persuasion campaign during World War II. Those collections offer a way to investigate specific posters—and to understand why their messages could be unsettling in their own time and remain so today.

What can we say about America’s wartime propaganda posters?

They were not just illustrations of a war. Posters were part of campaigns that asked people to act, feel, or believe something: enlist, contribute to the war effort, watch for danger, or support government policy. To understand any one poster, readers need more than a striking image or a familiar slogan. Its date, creator, issuing body, intended audience, and campaign purpose all matter.

The Library of Congress says its Prints and Photographs Division holds over 800 World War I posters created by American artists in support of the war effort. That is a count of the Library’s holdings, not an estimate of every poster produced in the United States. The Library also identifies the Division of Pictorial Publicity as part of the Committee on Public Information, America’s central propaganda agency during World War I. That connection is relevant when an individual poster’s record links it to the division; it should not be presumed for every wartime image.

For World War II, the National Archives places posters within a wider government campaign to galvanize public support. Its Powers of Persuasion resource describes the recruitment of intellectuals, artists, and filmmakers and treats posters as one part of a larger media effort. The Archives captures the scale of that persuasion in this sentence: “Words, posters, and films waged a constant battle for the hearts and minds of the American citizenry just as surely as military weapons engaged the enemy.”

Why does the historical period change how a poster should be read?

A poster’s influence depends partly on what other sources of information people had at the time. The Library of Congress characterizes posters as having an especially strong communication impact during World War I. Its comparison notes that more posters were printed during World War II, but that posters were no longer the primary source of information. This is the Library’s historical characterization—not a universal measure of how much every poster affected its audience.

World War II posters also belonged to a broad government messaging effort. The National Archives’ exhibit discusses warnings about enemy spies and saboteurs, alongside posters recognized in national competitions. Those are features of the campaign and exhibit, not proof that every poster used the same message or reached the same audience. A poster’s own record and setting are necessary to say what it was asking viewers to do.

How can you identify the story behind an individual poster?

Start with the object record, then interpret the image. A reliable record can distinguish what is documented from what a viewer might infer from the design.

  1. Confirm the title and wording. Use the collection’s transcription or title rather than relying on a partial slogan remembered from a reproduction.
  2. Check the date and creator. Records may identify an artist or designer, but some works have no credited creator. Do not fill that gap by guesswork.
  3. Find the issuing or sponsoring body. A government agency, committee, or other organization may be named in the record. Do not assume a poster was issued by a particular wartime agency just because its message sounds official.
  4. Establish the intended audience and purpose. Look for evidence about whom the poster addressed and what campaign it served. A recruitment appeal, a call for public support, and a warning about espionage are different kinds of persuasion.
  5. Separate the documented message from interpretation. Describe what the image and text ask viewers to think or do. Then explain why the appeal may be troubling in context, making clear which points are recorded facts and which are interpretation.
  6. Keep the collection identifier with your notes. Titles and slogans can be similar. An archival identifier helps readers return to the exact item and check its record.

This approach also prevents a familiar image from standing in for an entire campaign. For example, the Smithsonian National Museum of American History’s record for a World War II poster says it appeared as a billboard in 1941 and attributes to the design the description that it was said to be the war’s most popular. That is a characterization reported in the museum’s object record; it should not be generalized to other posters or treated as an independently established measure of popularity.

Where can readers explore the collections?

Several official institutions provide useful starting points, but a collection overview is not a substitute for an item-level record:

What makes these posters historically unsettling?

The answer depends on the specific work. A poster may use fear, urgency, patriotism, or a simplified image of danger to move its intended audience. But those are analytical lenses, not facts that can be assigned to every poster in advance. The source, campaign, wording, and historical moment are what allow a reader to judge how a particular design worked—and what assumptions or exclusions it carried.

That distinction matters especially when writing about persuasion. A message warning of spies or saboteurs, for instance, belongs to a documented wartime campaign; it does not establish that every warning was accurate, that every viewer accepted it, or that a single poster changed public opinion. The surviving records help establish what an institution preserved and described. Claims about reception or impact need evidence beyond the image alone.

So the responsible way to approach a group of “33” posters is to begin with the exact works, not with a number or a theme. Once each item is identified, its own record can support a history of who made or issued it, whom it addressed, and what was happening when it appeared. Without that identification, the broader archival context is meaningful—but it cannot supply the missing histories of specific images.

Frequently Asked Questions

Can I reuse a wartime poster image in a documentary or classroom presentation?

Do not assume that an image is free to reuse because it is old or held by an archive. Check the institution’s rights and permissions information for the exact item and the intended use; the collection record and the image’s legal status are separate questions.

Why might a Smithsonian poster record have no image online?

The National Museum of American History says digitization of its War Posters collection is ongoing, so some objects may not yet have an online image. The lack of a digitized image does not by itself mean the museum does not hold the object.

Does the Library of Congress figure of over 800 mean the United States made only 800 World War I posters?

No. The figure describes the Library of Congress’s holdings of World War I posters created by American artists in support of the war effort. It is not a national production total.
