Add the rules as a persistent graphic in the video layout your encoder sends to YouTube. That makes them visible in the stream itself, but it does not make viewers read or accept them before chatting. Keep the graphic, YouTube’s chat settings, and human moderation as separate parts of the plan.
Put the rules in the outgoing video
For a rules screen that remains visible in the encoded program, add a concise text panel or designed graphic to the scene or layout used for the livestream. In OBS, a text source or image can be part of the scene; if you use an overlay supplied by a third party, OBS documents embedding it with a Browser Source. The rules graphic and a chat overlay are different things: the rules communicate expectations, while the chat overlay displays messages. Neither one enforces the rules.
Design a screen viewers can actually read
There is no font size, safe-area measurement, or ideal rule count established in the cited guidance, so treat these as design choices and verify them in your own output. Keep the wording brief, use strong contrast, and place the panel where it does not cover a lecturer, captions, diagrams, or other essential teaching content. Check it at the size viewers are likely to watch, including a phone-sized preview.

A useful panel might state the few expectations that matter most to your class, such as staying on topic, treating others respectfully, and not posting personal information. Make it a reminder rather than a dense policy document; put fuller community guidance somewhere viewers can consult separately if needed.
Plan how chat will be managed
A visible rules panel is not a substitute for moderation. Google’s Live Streaming Guide recommends planning for live chat, using YouTube’s chat tools and having moderators available, or turning chat off when that better fits available resources. Decide who will monitor messages during the educational stream and what they can do when a message breaks the rules.

- Use moderators and available chat controls if the stream’s format and staffing support active participation.
- Turn chat off if you cannot manage it safely or consistently.
- Do not promise that viewers must acknowledge the graphic before chatting: the cited official pages do not establish a rules-acceptance gate triggered by an on-screen panel.

Check whether live chat is available
Do not assume chat is open just because a rules graphic is visible. YouTube says live chat is disabled when a stream or channel is set as made for kids, and its help guidance also describes age-related restrictions. Review the current eligibility and audience settings for your channel and stream before planning an interactive lesson. The platform’s rules and controls can change, so use the current YouTube Help pages when configuring a stream.

Rehearse the complete stream before launch
- Add the panel to the scene or layout sent to YouTube. Confirm that it is part of the outgoing video, not just a note visible to the producer.
- Check the complete encoded image. Make sure the rules appear, remain readable at the intended viewing size, and do not obstruct lesson material.
- Test privately or unlisted. Google’s Live Streaming Guide recommends a full setup test on a private or unlisted stream. Use that rehearsal to verify both the graphic and the lesson layout.
- Test the chat plan separately. Confirm that chat is available for the selected audience setting and that moderators or chat controls are ready—or confirm that chat is off.
A test of the outgoing image confirms what viewers can see; it does not prove that viewers have read or agreed to the rules.
Troubleshoot common problems
- The panel is missing from the live video: Check that the source is in the active scene or layout being sent to YouTube, then repeat the private or unlisted rehearsal.
- The panel covers the lesson: Move or resize it and check the full frame again, including on a small-screen preview.
- The rules are hard to read: Shorten the text, improve contrast, or adjust its placement and size; the cited platform guidance does not prescribe a particular font size.
- Viewers cannot chat: Check the stream and channel audience settings and YouTube’s current live-chat eligibility guidance. A rules graphic cannot enable chat when platform restrictions disable it.
- Chat is open but rule-breaking messages continue: The graphic is not an enforcement control. Use moderators and YouTube’s available chat tools, or turn chat off if staffing is insufficient.
