YouTube RTMP Stream Gets Error 403 from FFmpeg: Causes and Fixes

A YouTube 403 from FFmpeg can come from different layers. Identify whether an API request or RTMP(S) publishing failed, then follow the matching checks.

A “403” means a request was rejected, but it does not identify one universal cause. First establish whether the response came from a YouTube API request or from FFmpeg’s RTMP(S) publishing connection. Then check channel eligibility and permissions, the current stream key and destination, RTMPS settings, and finally encoder health. A resolution or bitrate change will not fix an account-permission rejection.

First determine which connection failed

FFmpeg can interact with YouTube through more than one layer. A YouTube Live API operation may return an HTTP 403 with a specific API error reason. A separate failure can occur while FFmpeg connects to YouTube’s ingest server and publishes media over RTMP or RTMPS. The number 403 by itself does not establish which happened or why.

  1. Save the exact command and complete verbose output. Redact the stream key before sharing logs or screenshots. Keep the surrounding lines, since they help distinguish an HTTP API response from a publish or handshake rejection.
  2. Identify the operation that failed. If the log names an API request or includes a structured API error reason, troubleshoot that operation. If FFmpeg is opening a publishing connection or sending media, check the ingest URL, key and transport.
  3. Use the error details, not just the status number. Google’s YouTube Live API error reference documents several different 403 conditions, including insufficient permissions, live streaming not enabled, rate limits, and restrictions on modifying or binding stream resources.

Do not post an unredacted command: an RTMP(S) publishing URL may contain the stream key.

Check channel eligibility and account permissions

If a YouTube API operation returned the error, start with the account and channel rather than changing FFmpeg’s video settings. Google documents liveStreamingNotEnabled for a user who is not enabled to stream live video on YouTube, and also documents insufficient live permissions. Check the channel’s live-stream eligibility and restrictions in YouTube Studio, and verify that the Google account authorizing the API request has permission for that specific action. YouTube’s live streaming requirements and restrictions explain channel eligibility.

These causes have different remedies from a stale encoder key. If the API says a broadcast or stream cannot be modified or bound, inspect its current state and the constraints for the API method you called. Some stream properties cannot be changed after stream creation, and some operations are unavailable in particular resource states. Resetting a key is not a general fix for API authorization or resource-state errors.

Refresh and verify the stream key and destination

When a third-party encoder cannot start, YouTube’s recommended troubleshooting includes getting a new stream key in Live Control Room and updating the encoder. YouTube’s instruction is: “You’ll create a stream key in YouTube, and then enter it into your encoder.” See YouTube’s encoder setup and troubleshooting help and its stream settings instructions. A channel owner or manager is needed to reset the key.

  1. Open the intended live stream in YouTube Studio’s Live Control Room and copy its current stream URL and key from the stream settings.
  2. If startup continues to fail, reset the key there, then replace the old value in FFmpeg or the configuration that supplies it. A reset makes the previous key stale.
  3. Check how your FFmpeg setup expects the destination. Some setups take the stream URL and key in separate fields; others use a combined destination in the form STREAM_URL/STREAM_NAME. Google’s LiveStreams reference describes ingestion addresses and the streamName.
  4. Check for an endpoint copied from a different scheduled stream, URL/key field reversal, accidental whitespace, or a key that was reset but not updated everywhere.

Never paste a real key into a public post, a screenshot, or an example command. If it has been exposed, reset it and update the encoder with the replacement.

Validate RTMPS when using a secure ingest endpoint

RTMPS is RTMP carried over TLS. If the failure involves TLS, SSL, or a connection timeout, confirm that FFmpeg is using the correct secure hostname and protocol. Google’s RTMPS guide specifies port 443 and requires the server hostname for authentication through SNI. Check for a wrong hostname, wrong port, missing SNI, incorrect SSL handling, or cleartext RTMP where RTMPS is expected.

These are transport checks, not proof that TLS caused every 403. If the log instead identifies an API authorization error, resolve that at the API/account layer.

Check encoder format and stream health after connection

If FFmpeg connects but the stream fails to start properly or YouTube reports health warnings, inspect the media configuration separately from the 403 diagnosis. YouTube’s encoder settings guidance lists RTMP/RTMPS, H.264, H.265/HEVC and AV1 video, constant bitrate (CBR), and AAC or MP3 audio. YouTube recommends a 2-second keyframe interval and says not to exceed 4 seconds.

Use YouTube’s stream health guidance to interpret warnings such as unsupported audio codec, keyframes too far apart, open GOP, or insufficient incoming video. Test with representative movement and audio, and monitor health in Live Control Room. These adjustments can address stream-quality or compatibility issues; they do not repair an account permission rejection.

Match the evidence to the likely fix

Common troubleshooting mistakes

  • Changing bitrate or resolution before identifying the failure layer: media settings are not a remedy for a rejected API permission or an invalid key.
  • Assuming every 403 means the stream key is wrong: YouTube’s API reference lists distinct permission, eligibility, rate-limit, and resource-operation conditions.
  • Updating the key but leaving an old destination: verify both the current stream URL and the key, including the encoder’s expected field arrangement.
  • Switching to RTMPS without checking the hostname and SNI: the secure transport needs the correct hostname and port; an incorrect TLS setup can prevent a connection.
  • Treating a health warning as the original rejection: once publishing connects, codec or keyframe warnings are a separate troubleshooting layer.
