Google states that uploaded songs are playable only by the uploader and are not shared with other users. Uploading a lawful personal copy is therefore a personal-library workaround, not a way to restore a missing public catalog entry.
Does YouTube Music Premium restore SESAC-blocked songs?
No. YouTube Music Premium does not override a territory restriction or create a license for a song that YouTube cannot currently offer. If a song plays normally, a Premium member can use the documented download feature where eligible. If the song displays the SESAC availability message before download, Premium should not be treated as a promise that the track will become playable.

For a single missing track, check another official version and confirm the country before contacting support. For lawful music already in your possession, a personal upload can provide access for the uploader.
