Who first sang “New York, New York”?
Minnelli performed the song in the film New York, New York and made its initial recording. Smithsonian Magazine describes it as the theme of Scorsese’s 1977 film, starring Minnelli and Robert De Niro, and identifies her as the singer of the first recording: Smithsonian Magazine’s account of the song.
How Sinatra’s recording came later
Sinatra recorded his version in Los Angeles on September 19, 1979, according to MLB’s history of the song. It appeared on his 1980 album Trilogy: Past Present Future, as Smithsonian and MLB report. That later recording helped make the song closely identified with Sinatra, but it was not the original.
Who wrote the film theme?
John Kander wrote the music and Fred Ebb wrote the lyrics. The Library of Congress catalog record documents their authorship: Library of Congress record for “Theme from New York, New York”.

Don’t confuse it with the earlier “New York, New York”
The Kander and Ebb theme is distinct from a separate song titled “New York, New York” in the 1949 film On the Town. The two songs have different writers and lyrics; the Sinatra question usually refers to the 1977 film theme that Minnelli introduced.
