There is no single answer without more context. If you mean the small floating companion who guides you through the game, that is Paimon. If you mean the “white-haired adeptus,” that phrase most often points to Shenhe. Cyno, Razor, and Pulcinella are also described with white hair, so the best way to pin down the character you saw is to match a role, outfit, or scene.
The two most likely answers
Paimon: the floating mascot
If the character you remember is a small, hovering figure who follows the player and comments on events, you are almost certainly thinking of Paimon. The Genshin Impact Wiki’s Paimon page describes her as the game’s mascot and gives her hair as shoulder-length white. Because she is a companion rather than a playable character, she is usually the first answer people reach for when they remember a white-haired figure with no particular fighting style or costume attached.
Shenhe: the white-haired adeptus
If the clue is a tall, graceful woman in traditional-looking clothing, the phrase “white-haired adeptus” leads to Shenhe. HoYoWiki’s Shenhe character entry includes an illustration note that reads: “Speaking of which, the white-haired adeptus that I saw last time…” The phrase is tied directly to her in that entry.
Her hair is also distinctive. The Genshin Impact Wiki’s Shenhe profile describes it as silvery white at the roots, fading to inky black at the ends. If the character you saw had pale hair that darkened toward the tips, Shenhe is the stronger match.

Why the answer can change
The Genshin Impact roster grows with each update, and new characters may share visual traits with those listed here. The profile descriptions above reflect the wiki pages as they stood when this guide was written. If a character you have in mind is not on this list, check the current wiki entry before assuming it is one of these five.
Note that the wiki entries describe characters in the game’s own terms, not in terms of hair dye or art style. A character’s appearance in fan art, promotional material, or a different costume may look different from their default in-game model.
