Short answer: Pornhub has withdrawn from, or restricted access in, several states after lawmakers required covered adult websites to verify that visitors are at least 18. That result is usually a company’s decision to stop serving a state rather than an internet-service-provider block ordered by the government. Indiana’s 2024 withdrawal is now part of a newer legal fight over whether access can return. Kentucky has an age-verification law, but a current, first-party confirmation of Pornhub’s exact availability there is not established by the public material cited here.
“Blocked” can mean several different things
When users say a state “banned Pornhub,” they may be describing four different events:
- Statutory liability: a law makes a covered website liable unless it uses a reasonable age-verification method.
- Voluntary withdrawal: Pornhub or another Aylo service stops serving users in that state instead of adopting the required process.
- Court intervention: a judge temporarily blocks enforcement, or later permits enforcement after reviewing the law.
- Technical blocking: an internet provider or network blocks a domain, which is a different mechanism from a site’s own geographic restriction.
Indiana’s episode is best described as a withdrawal in response to an age-verification law, not a criminal statute naming Pornhub or a confirmed statewide ISP block. Users can still see different results by state, network, domain and date.
Indiana: from the 2024 withdrawal to a possible return
The law and Pornhub’s decision
Indiana enacted a requirement covering commercial websites whose material meets the state’s “harmful to minors” standard. The law was scheduled to take effect July 1, 2024. Pornhub announced in June that it would stop serving Indiana users rather than implement the state’s preferred verification approach. Contemporary reporting described potential civil exposure that could reach $250,000 in the litigation record.

The statute did not order an ISP to remove Pornhub. It created potential enforcement by the attorney general and private parties against covered sites that failed to comply. The Free Speech Coalition and adult-industry plaintiffs challenged the law in federal court (lawsuit announcement).
What happened in court
Early proceedings included a challenge and a court order affecting enforcement (litigation update). The complaint and subsequent filings discuss the statute’s coverage, enforcement authority and penalties (case record). A court order in one state does not automatically decide the legality of every other state’s law.
Why Indiana may not remain a permanent withdrawal
After the Supreme Court’s 2025 decision on Texas’s law, Pornhub began pursuing a return to Indiana, according to August 2026 reporting (Axios). That means a statement that Pornhub is simply “blocked in Indiana” is outdated. The company’s access policy and the remaining Indiana litigation can change without a new law being passed.
Kentucky and the wider state campaign
Kentucky is among the states identified by the Free Speech Coalition as having an age-verification requirement. Kentucky’s framework generally applies when at least one-third of a website’s content is classified as material harmful to minors. Its statutory details and enforcement posture are not identical to Indiana’s.
The material available for this article does not independently establish a current Pornhub access screen, a definitive withdrawal date, or a present technical block in Kentucky. It is therefore more accurate to say that Kentucky has enacted an applicable age-verification law than to state without qualification that Pornhub is currently blocked there.
The Free Speech Coalition says in its FAQ that 27 states had enacted adult-site age-verification requirements since 2022. That is an advocacy-group count, not an undisputed government total, and it should be read with a date because statutes, injunctions and platform policies change (coalition FAQ).

For developing litigation, the coalition maintains a state-by-state lawsuit resource (status page). A reliable status report should include the date checked and distinguish a statute’s effective date from a platform’s business decision.
What age-verification laws generally require
Most laws use a similar structure but differ in important details:

- A covered commercial site must use a “reasonable” method to determine whether a visitor is 18 or older.
- Permitted methods may include government identification, an independent verification provider, transactional checks or another method allowed by the statute.
- Enforcement can involve an attorney general, private lawsuits, injunctions and civil penalties.
Nothing in this general model means every user must upload a driver’s license directly to Pornhub. The privacy question depends on who performs the check, what information is collected, whether biometrics are used, how long data is retained and what security controls apply. Those implementation details are not uniform across states.

Why Pornhub and industry groups oppose the laws
Pornhub, Aylo, the Free Speech Coalition and allied civil-liberties groups argue that identity or biometric checks create a breach and misuse risk for adults seeking lawful material. They also argue that state-by-state rules are costly and that requirements aimed at large, compliant platforms could redirect users to smaller or less-regulated sites. Another industry proposal is device-level or parental-control protection that would not require adults to identify themselves to each website. These are attributed policy and security arguments, not settled findings (ACLU of Indiana discussion).
Why lawmakers support age verification
States say self-attestation is inadequate and that commercial adult websites should take a step comparable to age checks in physical businesses. Supporters argue that verifying adulthood imposes a limited burden on adults while advancing the goal of keeping explicit material away from minors. Whether it actually reduces minors’ exposure across the whole internet remains a separate empirical question: the laws may not cover every source, foreign site, user-upload platform or social service.

On June 27, 2025, the Supreme Court decided Free Speech Coalition, Inc. v. Paxton, No. 23-1122. In a 6–3 decision, it affirmed the Fifth Circuit and rejected a facial First Amendment challenge to Texas’s HB 1181 (opinion PDF; docket).

The Court reasoned that Texas served an interest in keeping sexually explicit material from minors and that the law imposed only an incidental burden on adults’ access under the scrutiny framework used in that case. The ruling did not declare online pornography unprotected, approve every possible verification system, or automatically validate every state statute. Claims about vagueness, privacy safeguards, enforcement authority and materially different statutory language can still be litigated. Nor did the decision order Pornhub to restore access in every state.
What users should make of an access error or verification prompt
- An age-verification screen may reflect a site policy, not an ISP-level government block.
- A site can work on one network and fail on another because of DNS filtering, network policy, domain differences or a changing geographic rule.
- An unavailable Aylo domain does not prove that every Aylo service is unavailable.
- A VPN, mirror or alternate domain is not a guaranteed lawful workaround; terms of service and state-law consequences vary.
- Access can change when a court issues an injunction, an appeal changes enforcement, or a company changes its compliance policy.
Status note: Indiana’s 2024 withdrawal and its reported 2026 return effort are established developments. Kentucky’s law is established, but its current Pornhub availability should be checked against a current platform notice and Kentucky court or government record before being stated as a present block.
