Gloria Carter Spann
Gloria Carter Spann was born in Plains on October 22, 1926, the second child in the family. She married Walter G. Spann and developed an interest in motorcycling that became an important part of her public identity.
Spann took long-distance motorcycle trips with her husband and belonged to a motorcycle-rights organization. Her riding was notable enough that she was recognized as an outstanding female motorcyclist in 1978. Unlike her brother Billy, she did not become a regular figure in national political controversies; her reputation came largely from an unusual and highly independent hobby.
Gloria was the last of Jimmy Carter’s siblings to remain alive. Ruth died in 1983 and Billy in 1988, leaving Gloria as the only surviving Carter sibling until her own death.
Spann died at Sumter Regional Hospital in Americus, Georgia, on March 5, 1990. She was 63 and died of pancreatic cancer.
Ruth Carter Stapleton
Ruth Carter Stapleton was born on August 7, 1929. She married Robert T. Stapleton and became a Christian evangelist, author and newspaper columnist. Her work centered on religious counseling and evangelical ministry, and her public profile expanded while her brother was president.

One of the most widely reported episodes in Stapleton’s career involved Larry Flynt, the publisher and later First Amendment advocate. Flynt said that Stapleton’s counseling had helped lead him toward a Christian conversion. The change did not last permanently, but the encounter became one of the best-known stories connected with her ministry.
Stapleton also had a close relationship with Jimmy Carter’s wife, Rosalynn. Rosalynn Carter described Ruth as her childhood best friend, linking the two families long before Jimmy Carter entered national politics.
Ruth died at her home in Fayetteville, North Carolina, on September 26, 1983, after a five-month battle with pancreatic cancer. She was 54.

Billy Carter
William Alton Carter III, known as Billy, was born on March 29, 1937, and was the youngest of the Carter siblings. He married Sybil Carter and worked in the family’s peanut business before becoming a national personality during Jimmy Carter’s presidency.
Billy cultivated an informal, outspoken “country boy” image. His drinking, jokes and unpolished manner made him a memorable contrast to the more restrained public style associated with the president. The attention was not always helpful to Jimmy Carter’s administration, because Billy’s private business dealings repeatedly became matters of public concern.

Billy Beer
One of the most famous examples was Billy Beer, a brand marketed in the late 1970s. Despite the name, Billy did not run an independent brewery in the modern craft-beer sense. The beer was produced through an arrangement with a brewing company, while contemporary reports described Billy as receiving a licensing payment.
The product became a short-lived cultural curiosity, helped by Billy’s presidential connection and his deliberately homespun public image. Its fame rested as much on the Carter name as on the beer itself.

“Billygate” referred to Billy Carter’s business and political contacts with Libya in 1978 and 1979. He received a reported $220,000 loan from the Libyan government and was later required to register as a foreign agent.
The episode raised questions about whether a president’s close relative could use access to the White House or influence American policy for private benefit. Investigators examined whether Jimmy Carter had improperly intervened on his brother’s behalf. A 1980 Senate investigation found no evidence that the president had improperly influenced U.S. policy because of Billy’s activities.
Even without a finding of presidential wrongdoing, the controversy became a significant political liability. It blurred the boundaries between family, business and government at a time when the Carter administration was already facing intense scrutiny.
Billy was diagnosed with inoperable pancreatic cancer in September 1987. He died at his home in Plains on September 25, 1988, at the age of 51.

A striking family pattern
James Earl Carter Sr., the siblings’ father, died of pancreatic cancer in 1953. Years later, Ruth, Billy and Gloria also died of pancreatic cancer: Ruth in 1983, Billy in 1988 and Gloria in 1990.
The pattern has often been noted in accounts of the Carter family, although the deaths occurred over a span of seven years rather than at the same time. Jimmy Carter outlived all three of his younger siblings by decades. When he died in 2024, he was the last of the four Carter children.
