To run a continuous YouTube news replay channel, prepare a sequence of clips you own or have permission to use, send that program feed through an encoder to YouTube Live, and test the full feed before making it public. YouTube provides the live-stream connection; the encoder or cloud playout service handles continuous playback. Rights clearance comes first: YouTube scans live streams for third-party content, and permission to use clips does not by itself guarantee monetization eligibility.
Check clip rights before building the channel
Make a clip-by-clip rights list before scheduling anything. Include footage, music, graphics and any embedded third-party broadcasts. Confirm that your permission covers the relevant territories, duration, platform, live use, archived video and monetization where applicable. YouTube’s live terms say the provider represents that it has the rights needed to exploit live content, including music rights: YouTube Livestream terms and conditions.
YouTube scans live streams for third-party content, including other live broadcasts. A match can replace the stream with a placeholder, interrupt it or terminate it. If a rights holder has licensed material to your channel but uses Content ID, ask them to add your channel to their allowlist before testing; YouTube explains this process in its copyright guidance for live streams. Clearance and allowlisting reduce risk but do not guarantee that automated matching will not occur.
Separate copyright clearance from monetization
Permission to use material and eligibility for YouTube monetization are separate questions. YouTube says reused-content decisions are distinct from copyright enforcement and can apply even when a creator has permission. Its policy applies to live streams and describes reused material as needing significant original commentary, substantive modification, or educational or entertainment value. A channel made mainly of minimally changed third-party news clips therefore faces a material monetization risk. Original reporting, context, explanation or analysis can make the channel’s contribution clearer, but does not guarantee approval. YouTube’s policy page notes that on July 15, 2025, it clarified that repetitive or mass-produced content falls under its renamed “inauthentic content” policy; it says the reused-content policy did not change. Choose how the clips will play continuously
You need a playout method that turns your prepared clips into one continuous program feed, plus an encoder connection to YouTube. YouTube recognizes software and hardware encoders and lists OBS as free, open-source software. Its guidance also lists cloud-based tools described for 24/7 prerecorded video streaming: YouTube encoder guidance.
Local computer and software encoder
A computer running an encoder is a practical do-it-yourself starting point. Arrange your clips in the selected software’s playlist or playout system, and verify its current documentation for looping, transitions and restart behavior. YouTube’s encoder documentation explains how to send a feed, but does not prescribe a particular playlist configuration or guarantee that a specific application’s playlist will recover after a restart. A local setup depends on the computer staying powered, the encoder continuing to run, and the internet connection sustaining the upload.

Cloud playout service
A cloud service can keep playback running without relying on a home computer or home internet connection. Compare services on unattended operation and recovery, sequence and transition controls, monitoring, storage and egress terms, cost, support, and compatibility with YouTube’s ingest protocol. YouTube’s list of encoders does not establish a best service or verify comparative reliability, prices or availability.
Prepare the program feed
- Build a rights-cleared library. Keep source and permission records with each clip. Remove or replace material whose live-use rights or required allowlisting are unresolved.
- Arrange a sequence or rotation. Use the selected playout system’s current instructions to place the files in order or configure a rotation. Decide how the program moves between clips and what appears if playback reaches the end of the list.
- Prevent gaps in the feed. Include an intentional transition or holding segment so a pause between clips does not leave an unintended blank picture or silence. Check transitions, audio levels and holding behavior in the actual playout system; these details vary by application.
- Plan for recovery and archives. Test what happens when the encoder or playout process restarts. If a complete replay matters, plan separate local recording and archive handling rather than relying on YouTube’s automatic archive: YouTube says streams under 12 hours are automatically archived, but that does not guarantee a complete replay of every continuous stream.
Create the YouTube Live connection
- Confirm channel eligibility. YouTube says live streaming requires a verified channel without live-streaming restrictions in the previous 90 days. First-time live activation may take up to 24 hours, so enable it before your planned launch. See YouTube’s live-streaming eligibility guidance.
- Open Live Control Room. In YouTube Studio, go to Create > Go live to open Live Control Room and create a stream. Select the stream settings you need and locate the stream URL and stream key. YouTube’s encoder setup guidance describes the connection flow.
- Enter the connection details in the encoder. Paste the YouTube stream URL and key into the corresponding fields in your chosen playout/encoder software or service. Treat the key like a password: do not publish or share it, and reset it if it is exposed.
- Start the feed and check YouTube’s preview. Confirm the expected video and audio arrive in Live Control Room before starting a public broadcast.
Set encoder quality and protocol
There is no single correct resolution or bitrate for every news replay feed. Choose a quality your upload connection can sustain continuously, then check YouTube’s current encoder settings guidance for the relevant resolution, codec and bitrate recommendations. YouTube recommends constant bitrate (CBR), a two-second keyframe interval and no more than four seconds between keyframes. RTMPS is its recommended secure extension to RTMP. HLS has separate requirements and higher latency, so it is not necessary for a basic prerecorded-clip stream.

Measure sustained upload capacity while the feed is running, not just a brief peak. Leave headroom for normal variation, and do not choose a resolution or bitrate the connection cannot maintain. YouTube transcodes live streams into multiple playback formats; that does not remove the need to send a stable encoder feed.
Test the whole channel before going public
Run an unlisted end-to-end test with representative clips, including the loudest audio, fastest motion and any difficult transitions. YouTube recommends testing realistic activity, monitoring stream health and messages, and checking audio and video quality. Use the test to verify the entire playout path, including restart behavior; this is practical workflow advice, not a YouTube guarantee.

- Confirm the preview shows the intended picture and that speech, music and other audio are clear and at consistent levels.
- Watch stream health and encoder messages for dropped frames, connection problems or other warnings.
- Check the transition between clips and the holding segment, including what happens at the end of the sequence.
- Restart the encoder or playout process during the unlisted test and confirm the feed returns as expected.
- If keeping a local recording, verify that the archive file exists and plays correctly.
Go public only after rights and any needed Content ID allowlisting are addressed, the test is stable, and someone can monitor the channel and stop or replace a clip if a rights issue appears.
