You can run a 24/7 YouTube cartoon channel by sending a continuous playlist of cleared animation to YouTube through a live-stream encoder. Before you build the playlist, verify the rights to each cartoon and its soundtrack, confirm your channel can livestream, and decide how you will keep the encoder and internet connection running. Public-domain status does not by itself guarantee monetization, and a broadcast longer than 12 hours may not be saved as a YouTube archive.
1. Confirm the cartoons are actually safe to use
“Public domain” is a rights conclusion, not a label that makes every copy online free to rebroadcast. YouTube says copyright status can be complicated, varies by country or region, and has no official master list. Verify each work for the jurisdictions relevant to your channel and audience, and keep evidence for the conclusion.
Build a rights ledger for every cartoon
Before assembling a playlist, record the title, creator or studio if known, production and publication details, the source copy, the jurisdictions you considered, the basis for your public-domain conclusion, and the documentation you retained. Check the soundtrack separately. A scan, restoration, soundtrack, or particular recording may have rights of its own even if the underlying animation is public domain.
- Do not treat an uploader’s “public domain” description as proof.
- Keep copies or notes of the records that support your conclusion.
- Identify the cartoons and their sources accurately in the live description; do not claim clearance you have not documented.
- Be prepared for a copyright claim or strike. YouTube says that none of its listed lawful-use routes guarantees that copyright issues will be avoided.
2. Make the channel a program, not just a loop
Choose an editorial identity before deciding the running order. You might organize cartoons by period, studio, animation technique, theme, or historical context. Add meaningful original contribution—such as introductions, commentary, educational context, or restoration notes—where you can do so without misrepresenting the works.

This matters for a separate reason from copyright. YouTube’s channel-level reused-content review concerns material republished without significant original commentary, substantive modification, or added educational or entertainment value. Its policy states: “Reused content is separate from YouTube’s Copyright enforcement, which means it’s not based on copyright, permission, or fair use.” A public-domain finding can support your rights position, but it does not promise that a minimally changed compilation will qualify for monetization. Review is applied to the channel, and no particular format guarantees approval.
3. Check livestream eligibility and prepare the stream
YouTube’s stated prerequisites are that the channel be verified and have no live-streaming restriction in the previous 90 days. Check those before investing time in a schedule. You will also need an encoder that can send your cartoon feed continuously, a reliable upload connection, and enough local storage if you plan to keep recordings.

- Prepare the source material. Check that each file plays from beginning to end and that its audio is present and at a suitable level. Arrange the cleared cartoons in the order you want them shown. A representative test should include both motion and audio.
- Create an encoder stream in YouTube Studio. Open the Live Control Room and create a stream using the encoder workflow. YouTube provides a stream URL and stream key for the encoder.
- Configure your encoder. Enter the stream URL and key, select the prepared playlist or feed, and set the output to match the source and your available upload capacity. Use the encoder’s controls for video quality, audio, and keyframes, but check YouTube’s current recommendations in Live Control Room rather than relying on old settings from another channel or encoder. The cited guidance does not establish one universal bitrate, resolution, or keyframe interval for every setup.
- Protect the stream key. Treat it like a credential: do not publish it, include it in a description, or share it with people who should not control the stream. If it is exposed, replace it in YouTube Studio and update the encoder.
- Start a test transmission. Start the encoder, then inspect the Live Control Room preview before going live. Confirm that the picture moves, audio is audible, and the intended stream is selected. Check that the watch page is accessible as expected.
- Run a representative reliability test. Watch the stream long enough to catch playlist transitions and any audio or playback faults. Monitor stream health and verify that any local recording is being written and growing. YouTube recommends leaving 20% upload-bandwidth headroom; treat this as a buffer for stability, not as an uptime guarantee.
- Publish with context. Use an accurate title and description, identify the works and sources as clearly as your records allow, and avoid implying that you have rights documentation you do not have.
4. Decide how to handle a 24/7 schedule and saved replays
A single encoder session is operationally simpler, but it carries an archive risk: YouTube says streams shorter than 12 hours are automatically archived and warns that a stream exceeding 12 hours may not be captured at all. If a complete saved replay matters, plan repeated broadcasts that end before the 12-hour mark and retain a local recording backup.

Test the handoff between sessions rather than assuming it will be invisible to viewers. Keep a local recording backup and check that its files are intact; an external drive is an optional storage choice, not a YouTube requirement.

5. Troubleshoot the common failure points
