How to Convert MPEG-2 to H.264 for YouTube Playlists and Live Streams

MPEG-2 is supported by YouTube, but you can make an H.264 MP4 upload copy with FFmpeg. Here are the settings and the key difference between playlists and live HLS.

You usually do not need to convert an MPEG-2 file just to upload it to YouTube: YouTube lists MPEG-2 among its supported formats. If you want an H.264 copy for compatibility or a predictable upload workflow, convert it to an MP4 using FFmpeg. “Playlist stream” can mean either ordinary videos in a YouTube playlist or a live broadcast; those are different workflows, and live HLS has separate requirements.

Choose the right workflow: playlist upload or live HLS

For ordinary uploads, MPEG-2 is already supported, so conversion is optional rather than a YouTube requirement. YouTube’s recommended upload encoding settings specify MP4 and H.264, among other recommendations. The distinct YouTube HLS ingestion guide governs live HLS; do not apply upload-file settings as a substitute for its protocol.

Inspect the MPEG-2 file before converting

Check the source’s video and audio streams, frame rate, resolution, scan type (progressive or interlaced), and color characteristics before choosing settings. MPEG-2 files can differ in these respects, and some contain multiple video or audio tracks. The command below selects the first video stream and includes any audio streams; change the maps if you need a different track or only one audio track.

FFmpeg can inspect and select streams, but the precise choice depends on the file. Its documentation describes input handling and stream selection. To inspect available formats and codecs for your installed build, use ffmpeg -formats and ffmpeg -encoders; confirm that libx264 is listed before using it.

Convert an ordinary upload with FFmpeg

  1. Install or locate FFmpeg. Use an FFmpeg build that includes the libx264 encoder. FFmpeg supports MPEG-2 video input and H.264 encoding through external libraries such as libx264 or OpenH264, but encoder availability depends on the installed build. See the FFmpeg general documentation.
  2. Run the conversion command. Replace input.mpg with your source filename and choose a different output name so the original remains intact:
    ffmpeg -i input.mpg -map 0:v:0 -map 0:a? -c:v libx264 -crf 18 -preset medium -pix_fmt yuv420p -c:a aac -b:a 192k -movflags +faststart output.mp4
  3. Review the output. Play output.mp4 and check that the expected picture, audio, duration, and sync are present before uploading. This is especially important if the source has multiple tracks or unusual interlacing.
  4. Upload and add to the playlist. Upload the MP4 through YouTube’s creator workflow, then add the resulting video to your intended playlist. YouTube’s interface labels can change, so follow the current playlist controls in your account.

What the command does—and what to change

  • -map 0:v:0 selects the first video stream. -map 0:a? includes audio streams when present; if the file has multiple audio tracks and you want just one, select it explicitly rather than carrying all tracks forward.
  • -c:v libx264 requests H.264 encoding through libx264. If FFmpeg reports an unknown encoder, the build does not include it; install a build with libx264 support or use another available H.264 encoder.
  • -crf 18 and -preset medium are example quality and encoding-speed choices, not YouTube requirements. Lower CRF values generally retain more quality and create larger files; a slower preset takes longer to encode.
  • -pix_fmt yuv420p sets 4:2:0 pixel format, which YouTube recommends for uploads. -c:a aac -b:a 192k encodes audio as AAC at the example bitrate; adapt this if you need different audio handling.
  • -movflags +faststart moves MP4 indexing information toward the beginning of the file, which can help playback start sooner while the file is being accessed.

Match YouTube’s upload recommendations where they apply

YouTube’s current encoding-settings page recommends MP4, H.264 video, progressive scan, two consecutive B frames, a closed GOP, CABAC, variable bitrate, and 4:2:0 chroma subsampling. For audio, it lists AAC-LC, Opus, or Eclipsa Audio. These are recommendations, not a guarantee that every source needs re-encoding to those exact settings.

Frame rate and interlacing

Keep the output frame rate consistent with the recording. YouTube says, “Content should be encoded and uploaded in the same frame rate it was recorded.” If the MPEG-2 source is interlaced, deinterlace it before upload; YouTube’s guidance states, “Interlaced content should be deinterlaced before uploading.” Inspect the file first and choose a deinterlacing filter and field order suited to that source rather than applying one blindly. The example command does not set a frame rate or deinterlace, so it is not a complete treatment for every interlaced or unusual file.

Bitrate, resolution, and color

If you choose target-bitrate encoding instead of the example CRF-based approach, use YouTube’s resolution-specific recommendations for the source’s resolution and frame-rate category. For SDR 1080p, YouTube lists 8 Mbps at standard frame rates and 12 Mbps at high frame rates. These are YouTube’s current recommendations on the cited page, not minimums or universal settings. For SDR, YouTube recommends BT.709 color. Preserve the source’s intended color characteristics; do not label footage BT.709 without checking it.

Live HLS is not a playlist of converted MP4 files

If by “playlist stream” you mean a live broadcast using HLS, converting an MPEG-2 file to H.264 MP4 is only a possible encoding step—not the delivery method. YouTube’s HLS ingestion documentation specifies M2TS media with muxed audio and video, H.264 or HEVC video, AAC audio, and closed GOP. It also requires HLS media playlists and segments that follow its ingestion protocol. A file that meets ordinary upload recommendations does not automatically meet those live-stream requirements.

For a live setup, configure the encoder and packaging workflow against YouTube’s HLS ingestion requirements, including segment and playlist behavior. The upload conversion command above creates an MP4 for file upload; it does not produce an HLS playlist or M2TS segments.

Troubleshoot common conversion problems

  • “Unknown encoder ‘libx264’”: Your FFmpeg build lacks that encoder. Check ffmpeg -encoders and install a build that includes libx264, or choose an H.264 encoder available in your build.
  • No sound in the MP4: Confirm the source has an audio stream and that the intended track is selected. The optional audio map includes audio if present; it cannot create audio where none exists.
  • Wrong language or multiple audio tracks: The example may map more than one audio stream. Inspect the tracks and change -map 0:a? to the specific audio stream you want.
  • Motion looks combed or jagged: The source may be interlaced. Identify its scan type and field order, then deinterlace appropriately before upload.
  • Output frame rate differs from the recording: Inspect the source’s actual rate and avoid forcing an unrelated output rate. YouTube recommends retaining the recorded frame rate.
  • Conversion is taking too long or the output is too large: The example’s CRF and preset are adjustable quality/speed choices, not fixed requirements. A faster preset can reduce encoding time; changing CRF trades file size against image quality. Check the finished file before uploading.
  • YouTube rejects or processes the file unexpectedly: Confirm that it is a valid MP4, that the expected tracks are present, and that scan type, frame rate, and color handling match the source and YouTube recommendations. For HLS, troubleshoot against the separate ingestion protocol rather than upload-file settings.
