Canada did not block TikTok for Canadian users. In November 2024, it ordered the wind-up of the Canadian business carried on by TikTok Technology Canada Inc.—a separate matter from access to the app. That order was later set aside by consent, and on March 9, 2026, the government permitted the investment to proceed under legally binding undertakings.
What Canada ordered in 2024—and what it did not
On November 6, 2024, the federal government said it had ordered the wind-up of the Canadian business carried on by TikTok Technology Canada Inc. after a national-security review under the Investment Canada Act. The government expressly said it was not blocking access to the app or Canadians’ ability to create content. The announcement described an order concerning a company’s Canadian business, not a ban on TikTok’s website or application. Government of Canada, November 6, 2024.
The distinction mattered because the corporate entities did not have identical roles. In information provided to privacy regulators, TikTok identified TikTok Pte. Ltd. as responsible for the platform’s operations in Canada and for collecting, using and disclosing personal information of people in Canada. TikTok Technology Canada Inc., incorporated in British Columbia, was described as an affiliate involved in marketing, advertising, and content and creator development. The regulators said the 2024 order was limited to the latter company’s operations and did not affect TikTok Pte. Ltd. or the availability of the app and website in Canada. Why the government cited national security
The government said the review involved Canada’s national-security and intelligence community, and that it considered information and evidence gathered during the review as well as advice from security and intelligence partners. It linked the decision to risks related to ByteDance Ltd.’s Canadian operations through the establishment of TikTok Technology Canada Inc. The public announcement did not detail the underlying evidence, so it does not establish a specific threat mechanism as a publicly demonstrated finding.

The legal context cited by the government was the Investment Canada Act, which allows review of foreign investments that may be injurious to national security. The 2024 statement also noted enhanced scrutiny for certain sectors, including interactive digital media. That explanation was the government’s account of its authority and rationale, not a court finding about TikTok. Government of Canada statement.
How the status changed in 2026
The November 2024 wind-up order is not the current outcome. On January 21, 2026, the Federal Court set it aside on the consent of the government and TikTok, returning the matter to the Minister for a new review. The government then announced on March 9, 2026, that the further review was complete and the investment could proceed subject to new legally binding undertakings. What the 2026 undertakings require
The government described three principal safeguard areas in its March 9 statement:
- Controls on access to Canadians’ personal information: enhanced protections, including security gateways and privacy-enhancing technologies to control access to Canadian user data.
- Protections for minors: enhanced measures consistent with the joint privacy commissioners’ investigation.
- Independent monitoring: a third-party monitor to audit and continuously verify the data-access controls.
The government said it would use its authorities under the Investment Canada Act to ensure the undertakings are implemented and enforced. Its public statement describes the categories of safeguards, but does not provide detailed technical specifications for each measure. Minister Joly’s statement.

Canadian presence and cultural commitments
The government also said TikTok Canada would maintain a physical presence in Canada and make commitments to invest in the cultural sector, support Canadian creators, artists and cultural organizations, and strengthen Canadian cultural content in official and Indigenous languages. The statement did not assign a dollar value or job count to these commitments. Minister Joly’s statement.

The dispute concerned the Canadian business of a particular affiliate, the government’s national-security review, and later undertakings attached to permission for the investment. It should not be reduced to “Canada banned TikTok”: the 2024 announcement explicitly preserved app access, and the 2026 decision permitted the investment under stated conditions.

For scale, TikTok reported to Canada’s privacy offices that it had 14 million active monthly Canadian users in November 2024. That is a historical company-reported figure, not an independently measured government user count. Joint investigation by Canada’s privacy commissioners.
