Some websites let you keep a free ebook as an EPUB or PDF. Others lend current titles, provide browser-only reading, or list books that are temporarily priced at $0. The 17 services below separate those access models so you can choose the right source for classics, library books, textbooks, research, genre fiction, or short-term promotions.
Copyright and availability vary by country and title. A book that is public domain in the United States may still be protected elsewhere, and “free to read” does not automatically mean “free to redistribute.” Check the rights notice on the individual book page.
What “free ebook” actually means

Best sites for free classics and public-domain books
Project Gutenberg — best overall for classics
Project Gutenberg says its library contains more than 79,000 free ebooks, chiefly older works whose U.S. copyrights have expired. Book pages commonly offer Read now!, EPUB, HTML, plain text and Kindle-oriented downloads; its reading-options guide explains device workflows. No fee is required for many downloads. Formatting varies, and current commercial fiction is scarce. Gutenberg’s license guidance warns readers outside the United States to check local law.

Standard Ebooks — best formatting
Standard Ebooks creates volunteer-proofread, carefully typeset editions of public-domain works. Its catalog is smaller than Gutenberg’s, but typography, navigation, covers and metadata are usually more polished. It is a source for classics, not current bestsellers.
Google Books — best search and full-view discovery
On Google Books, free material includes public-domain works, books made free by rights holders and some copyright-free government documents. Search for a title or author, select Full view, then look for Download PDF or Download EPUB. Snippet and preview results are not full downloads, and scanned editions may contain OCR errors.
Wikisource — best for primary sources and multiple languages
Wikisource hosts transcribed and proofread historical documents, speeches and literary works. It is excellent for browser reading and research; EPUB availability, completeness and formatting vary by page.

The Online Books Page — best discovery directory
The University of Pennsylvania’s Online Books Page points to free books held by universities, libraries and archives. It is a curated directory rather than a single download store, so follow each host’s format and rights information.
Best sources for current books and library loans
Libby — best for current library ebooks
Libby provides ebooks and audiobooks through participating public libraries. Install the app or open your library’s Libby access, add a library, sign in with an eligible card, then choose Borrow or place a hold. Offline reading is available when the title supports it, and some U.S. titles can be delivered to Kindle. A Libby file is a loan, not an ebook you own.
Hoopla — instant access where your library supports it
Hoopla offers library ebooks, comics, audiobooks and video. Some titles can be borrowed immediately, but participating libraries set content and monthly borrowing limits. Access may be app- or stream-controlled, so treat it as lending rather than permanent downloading.

Open Library — borrow hard-to-find editions
Open Library, an Internet Archive initiative, combines a large editable catalog with borrowable digital books. Use Read or Borrow on a title page. A book may be unavailable until another reader returns it; where a public-domain edition exists, choose that when you need a file to keep.
Internet Archive — scans, historical material and lending
The Internet Archive’s texts collection includes public-domain files, scanned books and titles available through lending arrangements. Records may offer several formats, but scans are often less readable than a typeset EPUB. Do not assume every record is a permanent download.

Genre, independent and promotional sources
ManyBooks — genre browsing
ManyBooks combines public-domain and independent titles with genre filters, descriptions and reader ratings. Check the individual page: some books require an account, some are discounted rather than free, and available EPUB, PDF or Kindle-compatible formats differ by title.

Feedbooks — public-domain classics
Feedbooks maintains a public-domain area alongside its commercial store. Browse the free section and verify the price and format on each title rather than treating the whole site as free.
Baen Free Library — science fiction and fantasy
Baen’s publisher-run Free Library offers a selected catalog of science-fiction and fantasy books. It is a dependable genre source, but the publisher can change which titles are included; not every series starter or Baen book is free.
BookBub — find limited-time $0 promotions
BookBub sends genre and author deal alerts and links to retailers such as Amazon, Kobo or Apple Books. Promotions can end quickly, require a retailer account and differ by country. BookBub is a deal finder, not a permanent archive.

Amazon Kindle Store — free Kindle listings
The Kindle Store’s free-book search includes public-domain, independently published and promotional titles. Before selecting the purchase control, confirm the price is $0.00 and that the result is not Kindle Unlimited or a trial offer. Kindle files can be platform-controlled, and availability is country-specific.

Directory of Open Access Books — scholarly discovery
DOAB indexes peer-reviewed open-access books from trusted publishers. Follow a record to the publisher, then check whether PDF or EPUB is offered and read the stated license. Open access permits can differ; free access alone does not grant unrestricted commercial reuse.
OpenStax — free college textbooks
OpenStax publishes openly licensed textbooks in subjects including science, mathematics, business and social science. Book pages identify web, PDF and other available versions. Its catalog is designed for education, not leisure reading.
National Academies Press — research and policy reports
National Academies Press provides free access to many science, medicine, engineering and policy publications, commonly as PDF. The Library of Congress identifies nearly 10,000 free book PDFs, but counts change. A free report may still have restrictions on commercial reuse or modification.
How to download and read an ebook
Download an EPUB
- Open the official title page and confirm the book is marked free, public domain or openly licensed.
- Select EPUB or Download EPUB.
- Open the file in Apple Books, Google Play Books, Kobo, Thorium or another compatible reader.
- If it fails, re-download it and try a different reader.
Send an EPUB to Kindle
Use Amazon’s official Send to Kindle workflow, or select a Kindle-specific file when the source provides one. EPUB conversion can alter layout. Project Gutenberg documents Kindle downloads and uploading books to Google Play Books in its reading guide.
Borrow through Libby
- Install Libby or open the participating library’s Libby service.
- Add the library and sign in with your card.
- Search for a title, then borrow it or place a hold.
- Choose an available format and download for offline reading if offered.
- Return the loan early when you finish, if you wish.
Legal, safety and troubleshooting checklist
- Read the rights notice on the individual book page; public-domain status is territorial.
- Confirm you are on the official domain and avoid mirror pages, fake download buttons and bundled installers.
- Check whether “free” means keep, borrow, browser access or a temporary promotion.
- Do not assume an open-access book can be commercially redistributed or modified; read its license.
- If a download button is missing, the title may be online-only, loan-controlled, app-only, expired or restricted in your country.
- If a file is a poor scan, try Standard Ebooks or Project Gutenberg for a cleaner classic edition.
- If a book will not appear on your device, verify the extension, confirm the download completed, import it through the device’s supported method, and re-download from the official source if corrupted.
- Library and retailer files may contain DRM and remain tied to an account, app or device. Do not use unauthorized DRM-removal or piracy services.

Choose Libby for current books through a library card, Project Gutenberg for the broadest classic-literature selection, Standard Ebooks for superior classic formatting, OpenStax or DOAB for study, and BookBub or the Kindle Store when you are willing to track short-lived $0 promotions. That order keeps permanent downloads, loans and retailer deals clearly separated.
