Can OBS stream 24/7 on YouTube?

You do not necessarily need to buy a separate streaming PC: that is an optional choice for someone who lacks a suitable always-on computer, not a universal requirement. The sources here do not establish a specific minimum computer configuration.

OBS itself is free and open source, but its zero software price does not make local 24/7 operation costless: the computer must remain powered and connected, and any electricity, hardware, and internet costs are yours. The evidence here does not support a universal cost comparison because those costs vary by location and equipment.
Check YouTube readiness before either setup
YouTube’s live-streaming eligibility guidance says a channel must be verified and must not have had live-streaming restrictions in the previous 90 days. For an encoder-based setup, YouTube’s guide says to connect the encoder using the stream URL and stream key. Treat the key as a credential: use the key for the intended channel and do not publish or share it. Do not rely on a complete YouTube replay for a continuous broadcast. YouTube says streams under 12 hours can be automatically archived, but a stream exceeding 12 hours may not be captured at all. If preserving the full program matters, arrange a separate local recording or other independent archive; YouTube recommends keeping a local backup. YouTube live-stream archiving guidance

Rewind is a separate issue from saving a replay. YouTube says DVR capabilities may be limited or unavailable for streams longer than 12 hours, so viewers may not be able to rewind through a long-running broadcast as expected. YouTube DVR guidance
What can interrupt a continuous stream?
A cloud-hosted workflow removes dependence on your home computer, while a local OBS workflow depends on your computer and connection. Neither fact proves a particular uptime outcome. YouTube warns that network disruptions can affect a stream and recommends monitoring stream quality; consult its preparation advice before going live: YouTube live-streaming tips.
- Local power or internet outage: for OBS, restore the computer or connection and check the encoder’s connection to YouTube before resuming.
- Channel not ready: verify the channel and check its restriction status well ahead of the stream; first-time activation may take up to 24 hours.
- Missing or incomplete replay: do not assume YouTube will archive a stream longer than 12 hours; use a separate recording if a complete copy is important.
- Content rights concern: use programming you created, own, or have permission to stream. A playlist being technically playable does not establish that you have the rights to broadcast it.
