For one local rain video, add it to OBS as a Media Source and enable Loop. That makes OBS restart the file after playback completes. Then decide whether the source should restart when it becomes visible in a scene, and whether unloading it while hidden is worth a possible reload delay.
Set up a single rain video as a looping Media Source

In OBS, add a Media Source to the scene that will show the rain video, then open its properties.

Choose the local video file. OBS’s Media Sources guide lists MP4, TS, MOV, FLV, MKV, AVI, GIF, and WebM as supported video file types. That list does not guarantee that every file will play or loop seamlessly on every computer.

Turn on Loop. OBS defines this setting as restarting the file after playback completes; its documented default is off. Read OBS’s Media Sources guide.

Apply the properties and preview the scene. Watch and listen through the join from the clip’s end back to its beginning. If it jumps, choose or edit a clip whose opening and ending match more closely, then check the result again in your own setup.
Choose how playback behaves when the source is hidden
Restart playback when source becomes active
OBS describes Restart playback when source becomes active as restarting the file when the source is in the current scene and visible. The documented default is on. Leave it on if you want the rain to start from the beginning whenever the source becomes visible; turn it off if you want it to retain its place when you return to it. For playback that continues across scene changes, keep the source continuously active in the relevant scene.

Close file when inactive
Close file when inactive unloads the media file when it is hidden or off the current scene, freeing memory. OBS cautions that the source may take a short time to appear after it is reloaded. Leave this off when you want a quick return to the rain; consider enabling it if reducing memory use matters more than immediate visibility.
Show nothing when playback ends
This setting automatically hides the source after a file completes. For a repeating clip, check Loop first so playback restarts when it reaches the end.

Use a playlist if the rain should alternate between clips
For several clips rather than one long file, add a VLC Video Source and configure a playlist. OBS provides a Loop Playlist option for that source. VLC must be installed for the VLC Video Source to appear in OBS. For a single local file, Media Source’s direct Loop control is the simpler choice. OBS documents both source types and their controls.
Hardware decoding and file choice
Use hardware decoding when available lets the GPU decode certain file types when suitable hardware decoding is available; OBS documents it as off by default. Whether enabling it helps depends on the file codec and the computer’s available decoding support. The setting’s documented behavior does not establish a performance benefit for a particular rain video, so compare playback in your own setup if you change it.

OBS’s supported-extension list does not promise gapless playback or lower resource use for any particular format or encoding. A long file may still have a visible or audible jump at the loop point. Check the actual clip, including its audio if present, rather than assuming the rain video is silent or that its format ensures a seamless join.

The clip plays once and stops: Open the Media Source properties and confirm Loop is enabled.

The rain restarts unexpectedly after returning to a scene: Review Restart playback when source becomes active. When enabled, the source restarts as it becomes visible in the current scene.

The picture is slow to return after switching back: Check whether Close file when inactive is enabled. OBS notes that reloading an unloaded file can take a short time.

There is a bump at the loop point: Inspect the clip’s beginning and ending, both visually and audibly. OBS’s documentation does not guarantee a seamless join; use a source clip with a better-matched start and end and verify the loop in OBS.

VLC Video Source is missing: Install VLC so OBS can offer that source type, or use Media Source for a single local file.
