YouTube’s New AI Tools for Shorts: What’s Rolling Out and Who Can Use Them

YouTube is bringing AI generation and remixing into Shorts through Dream Screen, Veo, Reimagine, and newer tools in YouTube Create—but availability and capabilities vary.

YouTube is adding AI generation and remixing to Shorts, but there isn’t one new tool—or one universal launch. The expanding set includes Dream Screen, Veo-powered video generation, Reimagine, and newer creation experiences involving Gemini Omni and YouTube Create. They can help make backgrounds, short visual inserts, and transformed versions of eligible Shorts; they do not replace a full editing workflow or remove creators’ responsibility for disclosure and rights.

Access is rolling out in stages and can depend on region, language, account, device, and the source video. Here’s what each feature does, how to find the documented Dream Screen controls, and when YouTube’s built-in tools are a better fit than a separate editor.

Which AI tools are coming to Shorts?

YouTube’s AI features serve different jobs. Some generate new footage from a prompt; others transform existing material or help assemble and edit a Short. Dream Screen and Veo are not names for the same thing: Dream Screen is a Shorts creation feature, while Veo is a Google DeepMind video-generation model family. Gemini Omni is a newer model layer YouTube has described for interactive creation and remixing. YouTube Create is a mobile creation and editing app, not a model.

Dream Screen Generates a background or scene within the Shorts workflow. A text prompt produces an AI-generated background; the documented Veo workflow also offers video backgrounds. Veo-powered video generation Creates a standalone short clip rather than only a background. The documented Veo 2 path starts with a text prompt; newer workflows may also use image ingredients. An establishing shot, visual metaphor, or B-roll insert. Generation is not the same as assembling a finished Short.
Create Video / Ingredients to Video Turns reference images or other “ingredients” into a video sequence. Images plus a prompt can produce a vertical video. Google describes Veo 3.1’s portrait-oriented workflow for Shorts and YouTube Create. Animating stills or building a sequence around visual references. Availability depends on the rollout. Google’s Veo 3.1 overview explains the workflow.
Reimagine Uses AI to transform a frame from an eligible Short into a new version. A selected frame and a text prompt produce an AI-remixed Short linked to the original. A visual variation, joke, or alternate setting. It is not simply reusing the original clip. YouTube’s Reimagine announcement describes the feature and attribution.
AI effects and AI Playground Provides generative transformations and experiments inside the Shorts experience. Inputs and results vary by effect and rollout; they may involve a prompt, doodle, image, or video context. Trying a quick stylistic effect or visual idea without moving into a separate tool.
Gemini Omni in Shorts Remix and YouTube Create Adds AI-powered creation and remix capabilities to existing creation surfaces. YouTube describes Omni-powered remixing in Shorts Remix and YouTube Create; exact controls depend on the experience offered to an account. Remixing or experimenting within YouTube’s mobile workflow. YouTube said this remixing rollout was at no cost, not that every future AI feature or product will be free. YouTube’s Google I/O 2026 announcement gives the scope of that statement.
YouTube Create A mobile app for creating and editing videos, with AI features being integrated into the workflow. Photos, clips, audio, and supported AI inputs can become an edited Short. Mobile-first production that combines generated material with conventional editing. It is an app, not a video-generation model. YouTube Create is the product page.

YouTube’s creator-tool announcements trace the broader move from Dream Screen backgrounds toward generated clips and remixing. Google DeepMind introduced Veo and Imagen 3 for creator tools, and YouTube’s 2024 Made on YouTube announcement set out the earlier creator-tool context.

What can a creator make with them?

The practical distinction is between material that supports a Short and a complete piece of storytelling. A generated scene can give a talking-head video a setting; a standalone clip can provide an establishing shot or a visual insert; an image-based workflow can animate still references; and Reimagine can reinterpret a frame from an eligible Short. These uses can help with intros, transitions, visual jokes, mood-setting, and B-roll.

Generation does not write a sound script, ensure factual accuracy, establish audience fit, or settle rights. A striking clip can still be irrelevant, confusing, or misleading in context. Creators need to choose the footage, arrange it, and decide what the finished Short is saying.

How to use the documented Dream Screen paths

YouTube’s Veo 2 announcement documents two different routes: one for a video background and one for a standalone clip. The labels may change as tools are consolidated under names such as Create Video, so treat these as documented paths rather than a guarantee that every account currently sees identical menus.

Generate a video background

  1. Open the Shorts camera in the YouTube mobile app.
  2. Select Green Screen, then choose Dream Screen.
  3. Enter a text prompt describing the background you want.
  4. Select an image or generated result.
  5. Create the Short with that background.

Generate a standalone clip

  1. Open the Shorts camera and tap Add to open the media picker.
  2. Tap Create at the top of the picker.
  3. Enter a prompt and select an image.
  4. Tap Create video.
  5. Choose the desired length, then use the result in your Short.

These paths are from YouTube’s Veo 2 Shorts announcement. If your app shows a different label, look for the corresponding creation option rather than assuming the feature has been removed.

How Reimagine differs from ordinary remixing

Traditional Shorts remixing can reuse part of an existing video, its audio, or a visual segment. Reimagine instead starts from a frame in an eligible Short and uses a creator’s prompt to transform its visual idea into a new AI-generated version. YouTube says each Reimagined Short links back to the original work so viewers can find the source creator.

That link provides attribution; it does not by itself establish permission for every use of music, likenesses, brands, or third-party material associated with a source. Eligibility is limited to Shorts that can be remixed, not every video on YouTube. The feature’s availability and source-video controls should not be read as a claim that original creators can control every possible AI transformation. YouTube’s feature announcement describes the linkage to the original.

Who can use the tools, and why might they be missing?

The original Veo 2 rollout named the United States, Canada, Australia, and New Zealand, with expansion to other regions planned. A later YouTube support-community update says generative AI tools in Shorts are available in most countries for users whose device language is set to English. That does not mean every tool is available to every account in those places: rollouts can vary by region, device, age, account, app context, and—in remix features—the eligibility of the source Short.

YouTube has also described Veo 3.1’s Ingredients to Video as coming to Shorts and YouTube Create, including portrait-oriented generation. That product integration is not a promise of universal access to the feature. The available announcements do not establish one minimum app version that applies to all of these tools.

If you cannot find a feature

  • Update the YouTube mobile app, then check the Shorts camera. These creation tools are not the same as a desktop YouTube Studio editing control.
  • Look under Create, Add, Green Screen, Remix, or Create Video; names and placement can vary.
  • Check whether the feature is supported for your region, account, age, and device. For the support-community guidance on generative AI tools, check whether your device language is set to English.
  • For remixing, confirm that the source Short is eligible.
  • Signing out and back in may help with an account-session issue, but reinstalling the app is unlikely to force a feature that has not been enabled server-side.

A missing menu is not necessarily a fault with the app: some availability is account-side or part of a staged rollout.

AI labels, watermarks, and creator responsibility

YouTube has said the Veo-powered Shorts workflow uses SynthID watermarks and visible disclosures for AI-generated creations. Separately, YouTube says disclosed AI-generated or meaningfully altered content can receive an on-video label, and that it began rolling out internal signals in May 2026 to help identify AI-generated material. An internal signal is not proof that every synthetic clip will be detected; an unlabeled video should not be assumed to be non-AI. See the Veo 2 announcement and YouTube’s update on AI labels.

A label or watermark signals something about how material was made; it is not copyright clearance. Creators remain responsible for claims in the video, the people and brands depicted, music, and source material. Disclose realistic synthetic or meaningfully altered material when YouTube’s rules require it. Attribution to an original Short does not replace those checks.

Can AI-made Shorts be monetized?

Using an AI tool does not, on its own, settle whether a channel or video qualifies for monetization. YouTube’s general Partner Program and monetization policies are the relevant standards; the announcements about these specific creation tools do not establish a blanket monetization ruling for AI-generated Shorts. A prompt-driven clip may still lack original, authentic value if it is mass-produced, minimally edited, misleading, or indistinguishable from automated output. Check the current YouTube policies for your channel and content rather than treating AI use as either automatic approval or automatic disqualification.

Where built-in tools help—and where they fall short

YouTube’s strongest advantage is convenience: creators can try a prompt-based visual or eligible remix close to the place they publish. These tools make most sense when speed matters more than fine-grained production control.

A good fit

  • Quick backgrounds, short inserts, visual metaphors, and spontaneous effects.
  • Phone-first, vertical Shorts where a generated clip is one element in a larger edit.
  • Early experiments where leaving the YouTube workflow would add more friction than value.
  • Eligible remixes where built-in links to the source are useful.

A poor fit

  • Projects requiring a character to remain consistent across many shots, precise timing, or frame-by-frame control.
  • Client work requiring approval rounds, editable layers, compositing, color management, or detailed audio mixing.
  • Videos that depend on accurate text, packaging, logos, or factual imagery; generative systems can render these incorrectly.
  • Work needing clear commercial-licensing documentation, detailed asset provenance, or exact privacy terms for uploaded footage.
  • Multi-platform production that needs precise exports or a complete desktop timeline.

Common generative-video trade-offs include awkward physics or anatomy, inconsistent characters, camera motion that misses the prompt, and material that looks impressive but contributes little to the story. Some workflows may not provide the layered project files needed for extensive later edits. Treat generated footage as material to review and edit, not as a finished production by default.

When to use YouTube Create or a separate editor

YouTube Create suits beginners and mobile-first creators who want an integrated creation and editing workflow. YouTube said its Omni remixing rollout in Shorts Remix and YouTube Create was at no cost; that statement is specific to that rollout and does not establish a permanent price or quota for every AI feature. A conventional editor is a better fit when generation is only one part of a controlled timeline, or when the same project needs careful sound, captions, revisions, and exports for several platforms.

For example, Adobe describes its Premiere mobile product in the context of Shorts editing. The available announcements do not establish a current price, and a dedicated editor is not necessary just to generate a simple background inside YouTube. Google’s broader Veo information is relevant to people comparing generation beyond the Shorts interface; it does not establish one universal price for Veo across products.

Before choosing an external service for anything more demanding, compare its motion and character consistency, native 9:16 support, audio and music rights, commercial-use terms, editing depth, export options, watermarking or provenance, privacy treatment of uploads, and pricing model. Those details vary by product and plan; do not assume that a tool’s ability to generate a clip also grants the rights or controls your project needs.

How the rollout has developed

  • September 18, 2024: Google DeepMind announced Veo and Imagen 3 for creator tools, initially emphasizing generated Shorts backgrounds. Announcement.
  • February 13, 2025: YouTube announced Veo 2 for Dream Screen, with video backgrounds and standalone Shorts clips; the named initial markets were the U.S., Canada, Australia, and New Zealand. Announcement.
  • March 18, 2026: YouTube announced Reimagine, an AI remix feature for frames from eligible Shorts. Announcement.
  • May 19, 2026: At Google I/O, YouTube described Gemini Omni-powered remixing in Shorts Remix and YouTube Create, rolling out at no cost, and discussed planned expansion to AI Playground. Announcement.
  • 2026: YouTube said it began rolling out internal signals in May to help identify AI-generated content, alongside its approach to more prominent labels. Update.
