Short answer: YouTube has not announced a blanket restoration of channels removed for COVID-19 or election misinformation. Alphabet said in a September 23, 2025 letter that some creators terminated under its former policies would have a path to return. YouTube’s later pilot generally lets qualifying people request a new channel after at least one year, subject to review, exclusions and current Community Guidelines.
What Alphabet announced in September 2025
Alphabet told House Judiciary Committee Chairman Jim Jordan that YouTube would create a “path to reinstatement” for channels terminated after repeated violations of the company’s former COVID-19 and election-integrity misinformation rules. The letter did not amount to an amnesty. It did not identify every eligible channel, publish a complete application process or promise that original channels, videos and subscribers would return. Contemporary reporting on the letter described a possible route back, not an automatic reversal of past enforcement.
Alphabet said its change followed what it characterized as pressure from senior Biden administration and White House officials to remove or restrict COVID-related material that, in the company’s view, did not violate YouTube’s policies at the time. That is Alphabet’s allegation and political framing, not an independently established finding that the administration “censored YouTube.” The House Judiciary Committee was examining the dispute, while Alphabet invoked its opposition to government-directed moderation and First Amendment concerns.

“Reinstatement” may mean permission to start a new channel
YouTube’s subsequent “Rejoining the YouTube Community After a Channel Termination” pilot makes the practical qualification clearer:
- Some terminated creators may request a new channel after waiting at least one year.
- The pilot is being rolled out gradually, so an apparently eligible creator may not see the option immediately.
- YouTube reviews requests; eligibility is not approval.
- The pilot excludes copyright terminations and terminations for Creator Responsibility violations, among other possible limits.
- The wording concerns a new channel, not necessarily recovery of the terminated channel’s URL, videos, subscribers, watch history, strikes or monetization.
The likely sequence is therefore: a former policy category, a qualifying termination history, the waiting period, an eligibility screen, a request, YouTube review, and—if approved—permission to operate under today’s rules. It is inaccurate to collapse that process into “YouTube is bringing back all banned channels.”
What happened to the former COVID rules?
YouTube says it retired its remaining standalone COVID-19 misinformation policies after winding down several COVID-specific rules in 2023. That does not make every COVID claim permissible. The company’s current medical misinformation policy still covers harmful claims about infectious diseases and other health subjects.
Among the prohibited categories are misinformation about preventing or treating disease, and medical claims that contradict local health-authority guidance while posing a serious risk of egregious harm. A documentary, scientific discussion or criticism of public-health policy can differ from a video presenting an unsupported treatment as established fact. Retiring a named COVID policy also does not erase an old strike or prove that every past removal was mistaken.

Election misinformation is still restricted
YouTube’s current elections misinformation policy remains active. It bars certain misleading or deceptive material that could seriously harm democratic processes, including:
- false voting instructions or content intended to suppress participation;
- false claims about a candidate’s eligibility;
- material encouraging interference with voting;
- certain deceptive or manipulated media; and
- external links directing viewers to materially harmful election misinformation.
YouTube recognizes educational, documentary, scientific, artistic and other public-interest contexts through its EDSA (educational, documentary, scientific or artistic) approach. Context is not a blanket exemption: presenting a false claim as true can be treated differently from documenting or debunking it. Three strikes within 90 days may lead to termination, and severe abuse can result in termination without waiting for three strikes.
Which channels were reported as affected?
Contemporary coverage cited Steve Bannon’s War Room, Dan Bongino’s channel (before his later government role) and Children’s Health Defense as examples of channels banned under relevant categories. Those examples illustrate the political salience of the announcement; they do not establish that every prominent channel qualifies or that any particular channel has been restored. A creator’s current status should be checked separately rather than inferred from a 2025 news report.

If the termination is within the ordinary appeal window
YouTube’s termination guidance generally gives creators one year from the termination date to appeal, subject to limits on repeat appeals and category-specific rules. In YouTube Studio on desktop:

- Open the termination notice and select Begin Review.
- Read the stated reason and select Start Appeal.
- Enter a contact email and explain why the termination should be reversed, addressing the cited policy and specific content.
- Submit the appeal and retain the confirmation.
If the issue was a video removal or strike rather than a channel termination, use YouTube’s strike and removal appeal process; those are different enforcement mechanisms.
If more than a year has passed
Check YouTube Studio on desktop for the rejoining-pilot option. The one-year period is a minimum, not a promise that an invitation will appear on that date. The pilot is selective and gradual, and a successful request may result in a new channel rather than restoration of the old one.
Do not create or acquire another channel to get around a live termination. YouTube prohibits terminated creators from creating, possessing, acquiring or using other channels to circumvent enforcement, including someone else’s channel. Circumvention can create a fresh termination and undermine a legitimate request.

Neither the announcement nor the general pilot information establishes a universal treatment for historical assets. YouTube has not promised that an approved creator will recover:

- the original channel ID, handle or URL;
- archived videos, playlists and comments;
- subscribers, watch time or historical analytics;
- old strikes or enforcement records; or
- YouTube Partner Program status and unpaid revenue.
YouTube’s termination guidance says terminated Partner Program participants are no longer entitled to earn revenue, and the company may withhold unpaid earnings or refund advertisers or viewers where appropriate. A returning creator should therefore ask YouTube directly whether the account is being restored or replaced, whether old material remains offline, and whether a new channel must qualify for monetization again. Do not re-upload previously removed material without checking the current rules.

Supporters can describe the move as a correction to politically pressured moderation and a restoration of viewpoint diversity. Critics can see it as weakening safeguards against dangerous health claims and election deception. Both interpretations sit alongside the narrower procedural fact: YouTube is offering a selective route for some terminated creators while retaining medical, election and other misinformation rules.
Alphabet’s account of administration pressure should remain attributed: “Alphabet alleged in its letter…” is materially different from stating as settled fact that the Biden administration forced removals. The announcement itself did not establish which officials requested which actions, whether the material violated the written rules, or whether a court or other independent body found unlawful coercion.

- How many creators are eligible and how many have been approved?
- When does an approved request restore an original channel, if ever, rather than create a new one?
- What happens to videos, subscribers, watch time, strikes and monetization?
- Is the pilot permanent, and which additional termination categories are excluded?
- How will current medical and election policies be applied to returning creators?
Until those answers are public, the most accurate description is a policy reset plus a selective return pathway—not proof that YouTube has abandoned misinformation enforcement.
Frequently Asked Questions
Can every channel banned for COVID or election misinformation come back?
No. The announced pathway and later pilot apply only to some terminated creators, require review and exclude categories such as copyright and Creator Responsibility violations.
Can a terminated creator immediately open a replacement channel?
No. YouTube prohibits using another, newly created or acquired channel to circumvent a termination. A creator should appeal or use the official rejoining pilot if invited.

No. Standalone COVID rules were retired, but YouTube’s broader medical-misinformation policy still prohibits certain harmful infectious-disease claims.
