If YouTube Live stream buffer health keeps dropping, don’t assume the bitrate is automatically too high. First read the exact, timestamped message in YouTube Studio’s Live Control Room; then check whether the problem is at YouTube’s incoming stream, in your encoder or outbound connection, or only in viewers’ playback. The right fix depends on which evidence you find.
Start with the Live Control Room warning
Open YouTube Studio’s Live Control Room and check the stream-health indicator and its timestamped messages. YouTube distinguishes critical errors from moderate warnings; use the specific message rather than treating “buffer health” as a diagnosis.
- An incorrect bitrates message points to a mismatch between encoder output and the configured stream, or a bitrate outside YouTube’s recommended range.
- A warning that keyframes are not being sent often enough is a separate issue. YouTube says this can cause buffering.
- If there is no relevant ingestion warning, but viewers report interruptions, investigate encoder output, the outbound connection, and viewer playback before changing bitrate.
Note when the warning begins and whether it coincides with a change in resolution, frame rate, encoder load, network use, or a viewer report. That timing can help distinguish a persistent configuration mismatch from an intermittent connection problem.
Match bitrate to the resolution, frame rate and codec
Compare the encoder’s actual output with the settings selected for the YouTube stream. YouTube’s current encoder-settings guidance lists different recommendations by codec, resolution, and frame rate. For H.264, the figures below are YouTube’s published minimum and recommended bitrates; they are guidance, not a guarantee that a particular internet connection or route can sustain the stream.

These figures are from YouTube Help’s current settings page, accessed in 2026. They apply to H.264; AV1 and H.265 have different recommendations. Check the current page for the codec you use rather than applying an H.264 figure to another codec. YouTube recommends constant bitrate (CBR) encoding, a two-second keyframe frequency, and says not to exceed four seconds. YouTube’s live encoder settings, bitrates and resolutions.
- Set the encoder’s resolution and frame rate to match the stream configuration.
- Choose the recommended bitrate for that exact H.264 resolution and frame rate, or consult YouTube’s current table for AV1 or H.265.
- Use CBR and set keyframes every two seconds; do not exceed four seconds.
- Test before going live, including audio and video movement similar to the intended broadcast. YouTube specifically recommends a test with representative audio and movement.
The practical target is the highest configuration your upload connection can carry consistently with headroom—not simply the highest setting the encoder can produce.

Check upload capacity under broadcast conditions
A fast download result does not prove that your upload can sustain a live stream. Test upload speed while conditions resemble the broadcast, and account for other traffic on the connection as well as any backup stream. YouTube says the total stream bitrate cannot exceed available upload bandwidth and recommends leaving 20% spare capacity. A shared office or household connection may provide less bandwidth to the encoder than the connection’s headline speed suggests. YouTube’s streaming tips.
- Run an upload-speed test near the time and place you will stream.
- Include the combined bitrate of all streams and allow for other devices or applications that use the connection.
- Keep the recommended 20% headroom. If the connection is variable or falls short, lower the stream bitrate or resolution and test again.
- If you are on Wi-Fi and the encoder supports it, try a wired connection as a diagnostic. A cable may avoid wireless instability, but it does not increase the upload capacity supplied by your ISP.
If upload performance remains insufficient or inconsistent, YouTube advises contacting your ISP when an outbound-connection test shows a connection issue. YouTube’s streaming tips and troubleshooting live streams.

Separate encoder or source faults from connection faults
Inspect what the encoder is producing, not only the status shown in YouTube. YouTube’s troubleshooting guidance recommends checking the encoder output, input sources, errors, CPU load, and local archive.
- If local audio or video is already wrong: check the camera and audio sources routed into the encoder, look for encoder errors, and see whether CPU load is excessive. Review the local recording if you made one; it can help show whether the fault was present before upload.
- If local output looks healthy but YouTube or viewers still have trouble: test the outbound internet connection and upload stability. If the connection test identifies a problem, contact your ISP.
- If source and connection checks do not resolve it: update the encoder software and, as a further diagnostic, test with another encoder.
Viewer reports can help locate the fault, but they are clues rather than proof. One viewer having trouble is more likely to point to that viewer’s device or connection. Several affected viewers on one shared network may have a common bottleneck. Reports from many viewers on different connections make an encoder or stream problem more plausible.

When the encoder looks fine, check playback latency
Not every interruption is caused by an encoder bitrate fault. YouTube says lower stream latency may mean more playback buffering: a shorter broadcast delay leaves the player with less buffer, so an interruption is more likely. Network congestion can also disrupt live playback, including on a connection that is generally good. YouTube’s latency settings guidance and YouTube’s viewer troubleshooting guidance.
If ingestion settings, local encoder output, and outbound connection appear sound, ask affected viewers whether they are watching on the same network and whether other live streams play reliably. If your format permits, consider whether interaction needs the lowest possible delay or whether a longer delay and more playback buffer better suit uninterrupted viewing. The appropriate trade-off depends on the stream and its audience.
