Short answer: Pornhub is unavailable to many Florida users because its parent company, Aylo, blocked access after Florida’s adult-content age-verification law took effect on January 1, 2025. Florida did not technically shut down the site at the state network level. The law remains in force, and although 2026 reports say Pornhub is seeking a path back into Florida, access has not been confirmed as restored.
What happened to Pornhub in Florida?
Florida’s House Bill 3 requires covered commercial websites to verify that users are at least 18 before allowing access to material classified as harmful to minors. The relevant provisions are codified principally in Florida Statutes section 501.1737 and took effect on January 1, 2025.
Rather than introduce a Florida-specific age-verification system, Aylo—the company behind Pornhub—blocked access for users it identifies as being in Florida. That is why describing the situation as “Florida banning Pornhub” is imprecise. The practical result is similar for many residents, but the mechanism is different: Florida enacted a compliance requirement, and Pornhub’s operator chose a statewide service restriction.
Depending on the circumstances, users may see a location-based refusal screen, an unavailable-service message, or another restriction notice. The exact signals Aylo uses to determine location should not be assumed. A Florida IP address may be relevant, but account, browser, network, or other location information could also play a role.

Status reported through August 16, 2026: Pornhub access had not been confirmed as restored in Florida.
What does Florida’s law require?
The law applies to a commercial website or application whose material contains a “substantial portion” of content considered harmful to minors. Florida defines that threshold as more than 331⁄3 percent of the site’s material.
- Minimum age: Users must be verified as at least 18.
- Covered services: Commercial sites with more than one-third material classified as harmful to minors.
- Verification methods: The law recognizes anonymous age verification and commercially reasonable standard methods approved by the covered entity.
- Enforcement: The Florida Department of Legal Affairs may enforce the provisions.
- Potential penalty: Florida’s attorney general has said violations may carry civil penalties of up to $50,000 per violation.
The law’s definition of material harmful to minors uses a three-part test involving prurient appeal, patently offensive depictions or descriptions of sexual conduct, and a lack of serious literary, artistic, political, or scientific value for minors. The statute is separate from Florida’s provisions concerning social-media platforms, even though both sets of provisions were associated with HB 3.
Florida’s stated objective is to create a meaningful age barrier for minors rather than rely only on a visitor’s self-attestation. Critics argue that age checks can expose sensitive information, deter adults from accessing lawful content, and push users toward smaller or less-secure sites. Those are competing policy arguments, not settled findings about the law’s ultimate effectiveness.

No. The statute is broader than a requirement that every adult send a government ID directly to Pornhub.

“Anonymous age verification” is intended to confirm that someone meets the age threshold without disclosing the person’s identity or personal information to the commercial entity. A standard verification method may use a different commercially reasonable process. In practice, privacy depends on how the system is designed:
- Whether verification is performed by the website, a third-party provider, a device, or an identity platform;
- What information is transmitted;
- Whether an identity document is required;
- How long records are retained;
- Whether the verifier can connect the age result to browsing activity; and
- Which company’s privacy policy and jurisdiction apply.
A provider’s description of its process as “anonymous” does not, by itself, prove that no data is collected or retained. Users should review the current privacy and retention terms of any verification service before using it.
Why did Pornhub block Florida instead of adding age checks?
Aylo has argued that state-by-state age checks are inconsistent, ineffective, and create privacy risks. The company has promoted age assurance at the device or operating-system level as a better alternative to requiring individual websites to conduct their own checks. Those are Aylo’s stated policy positions.

That concern should not be treated as a proven Florida outcome, but it is a relevant risk for anyone searching for alternatives.
Did the lawsuit overturn Florida’s law?
No. A constitutional challenge to Florida’s adult-site age-verification provisions was voluntarily dismissed in July 2025. The dismissal followed the U.S. Supreme Court’s decision in Free Speech Coalition v. Paxton, which upheld a similar age-verification law in Texas.

The Supreme Court case concerned Texas, not Florida. Its reasoning provided important legal context, but it did not automatically decide every issue involving Florida’s statute. Likewise, the voluntary dismissal of the Florida challenge did not repeal or invalidate the law.
Florida’s attorney general later filed complaints naming Aylo entities and identifying Pornhub, RedTube, Tube8, YouPorn, and other sites. Those filings represent allegations by the state; a complaint is not itself a final judicial finding.

Is Pornhub coming back to Florida?
That remains unresolved. August 2026 reporting says Pornhub is seeking a way to return to Florida and other states by challenging or lobbying against age-verification rules. That report does not establish that service has resumed, that Florida has repealed the law, or that a court has issued an injunction.
A genuine change in access would require something concrete, such as:
- A formal court order blocking enforcement;
- A legislative amendment or repeal;
- Aylo’s adoption of an age-verification system for Florida; or
- An official Pornhub notice confirming that Florida service has been restored.
Until one of those developments occurs, “Pornhub is reportedly seeking a return” is accurate; “Pornhub is returning” is not confirmed.

What should Florida users know about VPNs?
A VPN can change the apparent exit location of an internet connection, but it does not change a person’s age, residence, or legal obligations. It also does not guarantee that a website will permit access. A service may use additional location signals, enforce its own terms, or block known VPN addresses.
VPN use should therefore not be treated as a legal resolution to Florida’s age-verification law. Do not assume that it is risk-free, private, or permitted by a site’s current terms. VPN providers may have their own logging, payment, registration, and jurisdiction practices.
Free VPNs, unknown proxy sites, and suspicious browser extensions carry additional risks, including browsing-data collection, injected advertising, phishing, and malware. A technical workaround is not the same as a privacy-preserving solution or a court ruling on the law.
Common situations
A Florida resident is traveling outside the state
Availability may depend on the user’s current apparent location rather than permanent residence, but Aylo’s exact detection process has not been established here. A person should not assume that travel changes the legal analysis or guarantees access.
A visitor is physically in Florida
A non-Florida resident may still encounter the restriction while using a connection that appears to be located in Florida.

A mobile user sees an error
Mobile networks can produce inaccurate or unusual IP geolocation because of carrier-grade NAT and routed traffic. Check the date, the exact error message, and whether the problem affects only Florida connections before concluding that the site has permanently changed its policy.
Search results still appear
Search snippets, cached pages, and third-party links do not prove that Pornhub itself is available. They may remain visible even when the site restricts direct access.
Another Aylo site works—or does not work
Do not assume that every Aylo-owned service has identical availability, location detection, age-verification practices, or compliance status. Each service’s current notice and policy should be checked separately.
What to watch next
The most meaningful indicators will be a filed legal challenge, a request for or grant of an injunction, legislative changes, an enforcement settlement, a published Aylo verification system, or an official restoration notice. Public advocacy and lobbying may signal a broader campaign, but neither changes what Florida users see by itself.
