A 2025 peer-reviewed study argues that three consecutive severe summer droughts—in 364, 365 and 366 CE—helped create harvest failures and food shortages that made Roman Britain more vulnerable when the Barbarian Conspiracy erupted in 367. The proposed chain is drought, then food stress, then greater exposure to political and military pressure—not drought acting as an automatic cause of invasion.
That interpretation remains provisional. The study itself identifies unresolved questions about the crisis’s scale and mechanism, and a 2026 scholarly response argues that the historical evidence discussed does not support the authors’ causal assertions. The 367 crisis also must not be confused with the end of official Roman administration around 410 CE.
What was the 367 CE Barbarian Conspiracy?
The Barbarian Conspiracy was a major breakdown of Roman security in Britain in 367 CE. Cambridge’s summary identifies Picts, Scotti and Saxons among the attackers and reports the researchers’ argument that they exploited famine conditions and weakened Roman defences. The episode was a crisis inside an already strained frontier system, not a single battle that instantly removed Rome from Britain.
Roman forces eventually restored order. Cambridge’s account says Rome took about two years to re-establish control. That recovery is important because it separates the 367 emergency from the later withdrawal of the last remnants of official imperial administration, which occurred roughly four decades afterward, around 410 CE. A raid or invasion in 367 and the political ending of Roman rule are related parts of Britain’s late Roman history, but they are not the same event.

The surviving evidence is also thinner than the dramatic name “Barbarian Conspiracy” can suggest. Charles Norman, first author of the drought study, said: “We don’t have much archaeological evidence for the ‘Barbarian Conspiracy’.” His statement appears in the University of Cambridge research summary.
What the 2025 study argues
Norman and co-authors combine tree-ring climate reconstructions with documentary evidence in the peer-reviewed study “Droughts and conflicts during the late Roman period”. An open-access version is available through PubMed Central, and the University of Cambridge Repository provides the study record at this page.
The central climate finding is a sequence of severe summer droughts in southern Britain in 364, 365 and 366 CE. The authors interpret those back-to-back dry summers as conditions capable of damaging harvests. If agricultural production fell, communities and the state would have faced tighter food supplies just as the frontier needed soldiers, transport and resources. In that reading, drought increased vulnerability before the attacks of 367.
The study does not claim that a dry summer mechanically produces an invasion. Its model is conditional: environmental stress can become politically dangerous when it meets existing weaknesses. Military overstretch, administrative problems, social tensions and the ability of local communities to absorb a poor harvest all affect the outcome. Drought is therefore presented as a contributing factor in a particular historical setting, not as a universal law of climate and conflict.

How the proposed drought-to-conflict mechanism works
The study’s interpretation can be followed as a sequence rather than a single cause:
- Repeated summer water stress: Tree-ring reconstructions indicate severe drought conditions in 364, 365 and 366 CE. Consecutive years matter because households and institutions have less opportunity to rebuild stores after the first bad harvest.
- Harvest pressure: Prolonged dryness can reduce crop yields, although the available evidence does not establish a precise percentage of crop loss in Britain. Regional results could also have varied with soil, crop type and local water access.
- Food shortages and social strain: Lower production can raise pressure on supplies, prices and distribution. The study links this stage to reports of famine in the account of Ammianus Marcellinus, while recognising that the ancient text is a literary historical source rather than an instrumental rainfall record.
- Reduced resilience: A society coping with scarcity may have fewer resources for garrisons, transport, fort repairs and political bargaining. The effect depends on how Roman institutions and local communities responded.
- Opportunity for attackers: Picts, Scotti and Saxons could have found a frontier easier to penetrate if food stress and defence problems coincided. This is the study’s proposed pathway to the 367 crisis, not proof that attackers were motivated by climate alone.
This conditional structure is why “drought caused the invasion” is too strong a summary. The evidence supports an argument about heightened vulnerability; it does not isolate drought from every military, political and social cause.
What each type of evidence can—and cannot—show
| Evidence | What it contributes | Important limitation |
|---|---|---|
| Tree-ring climate reconstructions | Indicate the timing of unusually dry summers, including the 364–366 sequence. | They reconstruct climate conditions, not invasion decisions, famine deaths or the exact size of a harvest failure. |
| Ammianus Marcellinus | Provides a written account that modern researchers connect with famine and the crisis. | It is a literary ancient narrative interpreted by modern historians, not a direct measurement of rainfall or food stocks. |
| Historical context | Places the attacks within Roman Britain’s military and administrative problems and identifies groups involved in the assault. | Context can show plausibility but does not by itself demonstrate that drought was the decisive trigger. |
| Archaeology | Can test destruction, abandonment, repair and settlement patterns associated with the period. | The study reports limited archaeological evidence for the Barbarian Conspiracy, making the event’s scale difficult to establish. |
| 2026 scholarly response | Raises a direct challenge to the causal interpretation advanced by Norman and colleagues. | It does not erase the climate reconstruction; it disputes whether the historical evidence supports the stronger causal claims. |
The critique is set out in “Drought, Conflict and the Use of Historical Data and Methodologies in Interdisciplinary Palaeoclimatic Research”. Reading the two publications together means separating a relatively specific climate signal from the much harder question of what that signal did to people and institutions.
Was there a famine in Roman Britain in 367?
The drought study connects its interpretation with Ammianus Marcellinus’s account of famine and the 367 crisis. That makes food shortage a historically relevant part of the proposed explanation, but it does not provide a modern-style food-balance sheet. The available material does not establish a reliable death toll, a national percentage of crop failure or a precise number of months of shortage.

Ammianus should also be handled carefully in a documentary or classroom explanation. His work is a narrative composed for a historical audience, with choices about emphasis, sequence and language. Modern scholars use it alongside climate reconstruction and other context; they do not treat every detail as a direct observation of weather. A precise quotation from the ancient historian would require identifying the translation and edition used, which are not established by the materials available here.
“Famine” can therefore describe reported food distress without implying that every part of Britain experienced identical deprivation. Local harvests, stored grain, trade routes and military requisition could have produced sharply different experiences from one region to another.
How unusual were the droughts?
The University of Cambridge summary gives a modern comparison: southern Britain experienced seven droughts of comparable magnitude between 1836 and 2024. Most occurred in recent decades, and none were consecutive. The figure comes from the university’s summary of the study at Cambridge.
That comparison helps explain why three severe summers in a row would be considered unusual, but it does not measure ancient famine directly. Modern water systems, crops, markets and emergency institutions differ from those of the fourth century. The comparison is about the rarity of the reconstructed drought pattern, not a claim that ancient and modern societies suffered identical impacts.

Did drought cause the barbarian invasion?
The most defensible answer is: drought may have contributed, but the evidence does not establish it as the sole or settled cause. The 2025 paper argues for a climate-conflict connection through harvest failure and food shortages. Its own discussion leaves open the scale of the event and the exact causal mechanism. The 2026 response goes further, arguing that the historical evidence cited does not support the causal assertions made by Norman and colleagues.
| Interpretation | What it says | What it should not claim |
|---|---|---|
| Contributing-factor interpretation | Three drought years increased food stress and made existing military or political weaknesses more consequential in 367. | That drought alone explains the attacks or that every region suffered the same famine. |
| Deterministic interpretation | Drought directly produced invasion. | This goes beyond the study’s conditional model and the evidence currently described. |
| Sceptical interpretation | The climate signal may be real, but the historical record does not demonstrate that it caused the Barbarian Conspiracy. | That the drought reconstruction is irrelevant or disproved; the criticism targets the causal link. |
For viewers, the distinction is practical. A documentary can accurately say that a peer-reviewed study proposes drought and famine as part of the explanation. It should not present that proposal as a consensus verdict or as a measured chain from rainfall to invasion.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Who attacked, and what did they exploit?
Cambridge’s summary names Picts, Scotti and Saxons in the attacks. It reports the researchers’ view that these groups took advantage of famine and weakened Roman defences. That wording describes an opportunity created by conditions in Britain; it does not prove a single, centrally coordinated plan among all the groups or establish identical motives for each participant.
The term “Barbarian Conspiracy” can also suggest more certainty about coordination than the surviving evidence allows. The important historical point is that several external pressures converged on Roman Britain in 367 while the province was vulnerable. The drought study adds environmental stress to that picture; it does not replace military history or political analysis.

367 CE crisis versus the end of Roman rule
| Date | Event | How to describe it |
|---|---|---|
| 364 CE | First year in the reconstructed drought sequence. | A climate condition identified by tree-ring evidence, not yet the invasion itself. |
| 365 CE | Second consecutive severe summer drought. | Repeated stress could make recovery from a poor harvest harder. |
| 366 CE | Third consecutive severe summer drought. | The study links the sequence to harvest failure and food shortages. |
| 367 CE | Barbarian Conspiracy and attacks involving Picts, Scotti and Saxons. | The crisis the study interprets as partly enabled by famine and weakened defences. |
| About 369 CE | Roman authorities restore order over roughly two years. | Evidence that the 367 emergency did not immediately end imperial control. |
| Around 410 CE | Last remnants of official Roman administration depart. | A later political transition, about four decades after the conspiracy. |
This timeline prevents a common error: treating the 367 attacks as the date when Rome “left” Britain. The crisis was severe, but Roman administration continued afterward.
What remains unresolved
- Scale: The study does not settle how extensive the attacks or food shortages were across Britain.
- Regional variation: A southern Britain drought reconstruction cannot automatically describe conditions in every British community or every military zone.
- Causal weight: It remains difficult to determine how much influence drought had compared with military deployment, political conflict, supply failures or external strategy.
- Archaeological confirmation: Limited material evidence constrains attempts to map destruction, displacement or recovery.
- Textual interpretation: The meaning and evidentiary weight of Ammianus’s account are contested, including in the 2026 response.
These uncertainties do not make the climate evidence useless. They define what can responsibly be concluded: an unusual drought sequence is compatible with a famine-and-vulnerability scenario, while the full historical causal chain remains debated.
How to assess a documentary claim about the invasion
- Check whether the programme dates the droughts to 364–366 CE and the crisis to 367 CE.
- Ask whether it attributes the climate-conflict argument to the 2025 study rather than presenting it as settled consensus.
- Separate reconstructed climate data from Ammianus’s literary account; neither source alone measures the whole event.
- Look for a clear qualification that Picts, Scotti and Saxons are identified in the attacks, while the precise coordination and motives remain uncertain.
- Reject precise famine death tolls, crop-loss percentages or invasion sizes unless a source with appropriate evidence is provided; those figures are not established here.
- Confirm that the programme distinguishes the 367 crisis from the end of official Roman administration around 410.
The strongest account is therefore neither “weather caused the invasion” nor “climate had nothing to do with it.” It presents the drought sequence, the proposed food-supply mechanism, the military and social context, and the serious scholarly challenge to the causal interpretation in proportion to the evidence.
