The decision was made before the U.S. broadcast began, not in response to documented viewer complaints. Brock returned after the show’s popularity showed that the concern had been misplaced.
When did Tracey replace Brock?
Tracey Sketchit—Kenji in Japanese—joined Ash and Misty during the Orange Islands arc of the original Pokémon series, taking Brock’s place temporarily. Production materials indicate the change was planned before the series began airing in the United States: a character sheet for Tracey’s first episode is dated August 27, 1998, while that episode aired on February 18, 1999. The production chronology is discussed alongside artwork from The Memorial Book of Orange Islands in Dogasu’s account of why Brock left.
Why was Brock removed?
The clearest explanation is that decision-makers feared Brock’s narrow or small eyes could make him unpopular with Western audiences. Former head writer Takeshi Shudo later recalled that upper management assumed an anime featuring Asian-looking characters would not succeed in the West. Shudo disagreed with that assumption; according to his recollection, management changed course after seeing that Brock was popular there. Dogasu presents a translation of Shudo’s 2009 blog entry and also recounts producer Masakazu Kubo’s similar explanation: Brock was removed before the U.S. debut because his eyes were thought likely to hurt his reception, then brought back after he proved popular. Dogasu’s account distinguishes these recollections rather than treating them as one exact quotation.
Was the concern that Brock looked racist?
A 2008 interview report with former director Masamitsu Hidaka describes the decision as a precaution against American viewers interpreting Brock’s eyes as a racist stereotype. That wording should be attributed carefully: the interviewer says Hidaka’s answers were relayed through a translator and summarized, rather than published as a verbatim transcript. Dogasu notes that the recording or a full translation was not publicly available when it reviewed the report. The PokéBeach article is useful evidence of how the concern was reported, but it does not establish an exact Hidaka quote: PokéBeach’s 2008 interview report.

Why did Brock come back?
Once the series reached Western audiences, Brock proved popular, undermining the prediction that his appearance would make him unwelcome. Production then brought him back; Tracey’s stint was a temporary character change for the Orange Islands, not a permanent departure for Brock.
