Why a Graphic Randall Terry Anti-Abortion Ad Aired During ABC’s The View

A graphic Randall Terry campaign advertisement aired during ABC’s The View in October 2024. The reason was federal candidate-access law—not ABC endorsement. Here is how the rules worked, what the ad contained, and why Terry targeted the show.

Short answer: ABC and its affiliated stations did not necessarily agree with Randall Terry’s graphic anti-abortion advertisement. The spot aired during The View in October 2024 because Terry was the Constitution Party’s legally qualified presidential candidate, and federal political-broadcasting rules limited a station’s ability to reject, edit, or censor qualifying campaign material once it sold him airtime.

The advertisement attacked The View hosts and other public figures, displayed graphic images presented by the campaign as aborted fetuses, and used Nazi-era comparisons. The incident became a striking example of how federal candidate-access rules can force broadcasters to carry political speech that they—and many viewers—find offensive or disturbing.

What happened in October 2024?

A graphic anti-abortion advertisement associated with Randall Terry aired during ABC programming, including The View and ABC World News Tonight. It also appeared on some ABC-affiliated local broadcasts. Viewers and local stations reported complaints about the content, particularly the graphic abortion imagery.

The commercial was not simply an issue advertisement purchased by an outside advocacy group. It was connected to Terry’s 2024 presidential campaign. That distinction explains why the advertisement reached viewers during a program it was designed to confront. ABC’s airing of the commercial did not represent an endorsement of its message, and the available reporting does not establish that The View’s producers selected, approved, or requested it.

What did the ad say and show?

The spot opened with Terry condemning what he called “stupid celebrities and lying journalists.” It showed images of The View cohosts—including Whoopi Goldberg, Joy Behar, Sunny Hostin, Ana Navarro, Sara Haines, and Alyssa Farah Griffin—alongside other prominent public figures.

It then displayed graphic fetal and abortion-procedure imagery and accused the people shown of promoting the killing of unborn children. The commercial also invoked Nazi-associated figures and imagery, including Leni Riefenstahl and Joseph Goebbels.

Those accusations and historical comparisons were political claims made by Terry’s campaign, not neutral findings established by ABC or by the reporting about the advertisement. Similarly, the images should be described carefully: they were presented by the campaign as images of aborted fetuses, but the available research does not independently authenticate the campaign’s captions or medical characterizations.

Why was Randall Terry able to buy the airtime?

The central issue is the federal political-broadcasting framework, particularly Section 315(a) of the Communications Act, codified at 47 U.S.C. § 315, and Section 312(a)(7).

In broad terms, Section 312(a)(7) requires commercial broadcast stations to provide legally qualified federal candidates with reasonable access to purchase reasonable amounts of campaign airtime. Section 315 contains the equal-opportunity rules for legally qualified candidates and states that a broadcast licensee has no power of censorship over material broadcast under the provision.

The protection is not available to every person who announces a candidacy. A candidate must first meet the applicable legal-qualification requirements. The FCC’s guidance distinguishes between an ordinary political advertiser and a legally qualified candidate who has obtained protected access under federal law.

Once a station permits a qualifying federal candidate to purchase qualifying airtime, the station’s ability to alter the message becomes sharply limited. A broadcaster generally cannot edit the advertisement merely because it considers the content offensive, misleading, inflammatory, or objectionable.

The important distinction: access is not automatic acceptance

The rules do not mean that every political advertisement must be accepted or that every version of a candidate’s commercial must be broadcast. A station generally has no obligation to give an unqualified political speaker access in the first place.

The practical legal problem arises after a station sells qualifying airtime to a legally qualified federal candidate. At that point, refusing to carry or editing the candidate’s message can create issues under the candidate-access and no-censorship provisions.

That is why the strongest description of the incident is not that ABC was required to run every Randall Terry advertisement everywhere. Rather, qualifying campaign material from a legally qualified federal candidate received protected access, and the station could not simply censor or modify the material because of its political content once it accepted the spot for broadcast.

What did ABC and its affiliates say?

ABC and individual stations explained the airing by citing federal candidate-broadcasting law. WDIV, an ABC affiliate, published an editor’s note stating that Terry was a legally qualified presidential candidate and that the station therefore had to provide reasonable access while lacking the power to censor or modify the advertisement under federal law.

ABC also used paid-political-advertising disclaimers to identify the material as a campaign communication and distinguish Terry’s views from those of the network. That disclaimer matters: it signals that the advertisement was paid political speech, not editorial content produced or endorsed by ABC or The View.

Federal law can constrain a broadcaster’s editorial control in this narrow context, but it does not transform the broadcaster into the author of the candidate’s message.

Why target The View?

Terry’s strategy was deliberately confrontational. He wanted to reach The View’s audience, which he regarded as hostile to his views, rather than limit his message to people already sympathetic to his anti-abortion position.

The program was an especially recognizable target because its weekday format features discussions of politics, culture, celebrity news, and current events through its “Hot Topics” segments and guest interviews. The show’s visibility made it useful to a candidate seeking attention as much as persuasion.

Contemporary reporting described Terry and his advisers as understanding the advertisements partly as a publicity strategy: provoke a reaction, reach an audience unlikely to seek out his campaign, and generate coverage beyond the paid airtime itself. Who is Randall Terry?

Randall Terry is a longtime anti-abortion activist and the founder of Operation Rescue, an organization associated with aggressive anti-abortion protest activity. In 2024, he ran for president as the Constitution Party’s nominee.

Contemporary coverage characterized Terry as a fringe or long-shot candidate. His campaign’s advertising emphasized highly graphic imagery and uncompromising language rather than the conventional, broad-reach messaging typically associated with a major-party presidential campaign.

His ballot access was nevertheless consequential. Reports said he qualified as a federal candidate in enough states—roughly a dozen, according to the Associated Press—to use the broadcast-access rules that made the ABC placements possible.

What the law does—and does not—mean

A station may strongly object to the message, fear viewer backlash, or believe the imagery is misleading. Yet the federal candidate rules can leave the station with less ability to respond through editing than viewers might expect.

The result is not a general government judgment that the advertisement was accurate, appropriate, or medically reliable. It is a rule about access and censorship. The campaign remained responsible for its claims, while the broadcaster remained responsible for identifying the material as paid political advertising and complying with applicable broadcast requirements.

What remains uncertain?

Several details should not be overstated:

  • The exact number of airings has not been established by the sources reviewed.
  • The total amount Terry’s campaign spent on the placements is not confirmed here.
  • The complete list of stations, markets, and broadcast times is not available from the reviewed reporting.
  • The available evidence does not show that The View producers approved or selected the commercial.
  • The broadcast-law explanation does not prove that every version of every Terry advertisement was protected or that every station had to carry every spot.

It is also important to use neutral terminology. “Anti-abortion” and “opposed to abortion rights” describe the campaign’s position without adopting its preferred framing. “Pro-life” is appropriate when describing Terry’s self-identification or quoting a campaign description.

The documentary angle: speech, shock, and access

Seen as a media event, the advertisement was about more than abortion policy. It was a collision between a graphic campaign message, a highly visible daytime television program, and a legal system that gives qualifying federal candidates unusual protection from broadcaster censorship.

Terry’s campaign used the rules as a route into an audience it considered politically opposed. The ad’s shock value was part of the distribution strategy: the broadcast reached viewers directly, while the controversy extended its life through news coverage and public reaction.

That combination helps explain why a fringe candidate could create a national media story with a comparatively limited campaign operation. The law supplied access; the program supplied a recognizable target; and the graphic presentation supplied the provocation.
