Who Was David Fuller? The Murders, Mortuary Offences and Inquiry Findings

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

David Fuller was an electrical maintenance supervisor linked to Maidstone and Tunbridge Wells NHS Trust who murdered Wendy Knell and Caroline Pierce in separate attacks in 1987. He was convicted in November 2021 and given whole-life terms. A police investigation into those murders also uncovered evidence that he had abused deceased people in hospital mortuaries over many years.

The official inquiry is about more than the crimes themselves. Its first phase examined how Fuller obtained access and why his conduct was not detected inside the Trust. Its second phase, completed in 2025, examined safeguards for deceased people across England. The phrase “Morgue Monster” is a media label, not an official designation used by the inquiry.

What David Fuller was convicted of

Fuller’s case has two connected elements. The first was the murder of two young women in Kent in 1987. The second involved unlawful acts against bodies held in hospital mortuaries while he was employed as an electrical maintenance supervisor associated with Maidstone and Tunbridge Wells NHS Trust.

The 1987 murders

Wendy Knell and Caroline Pierce were killed in separate attacks in 1987. Fuller was not convicted until November 2021, after he was arrested in December 2020 during a renewed investigation into the murders. The Phase 1 inquiry report records that he received whole-life prison terms for the killings. That sentence means he is expected to remain in prison for the rest of his life, subject to the narrow legal rules that apply to whole-life orders.

The mortuary offences

During the police investigation, officers found images and videos showing offences against “at least 100 women and children,” according to the Independent Inquiry’s Terms of Reference. A Department of Health and Social Care interim update uses different wording, describing offences against “over 100 deceased women and girls” in the mortuaries at Kent and Sussex Hospital and Tunbridge Wells Hospital between 2005 and 2020.

Those formulations should not be treated as an exact final victim count. “At least 100” describes the material identified in the Terms of Reference, while “over 100” is the description used in the later government summary. The official materials do not establish a population prevalence rate for mortuary abuse, and the number in this case cannot be extrapolated into one.

How David Fuller was caught

Fuller was arrested in December 2020 in connection with the 1987 murders. The inquiry materials state that police searching in the murder investigation found images and videos documenting offences in hospital mortuaries. They do not provide, in the material summarized here, a single public explanation such as a particular forensic test or one named tip that began the arrest. It is therefore more accurate to say that the murder investigation led to the discovery of the digital evidence and exposed the separate mortuary offences, rather than to claim an unverified specific trigger.

He was convicted of the murders in November 2021 and sentenced to whole-life terms. The same case also resulted in sentences for the mortuary offences. The inquiry’s Phase 1 report, published on 28 November 2023, then examined how he had been able to enter mortuary areas and why his conduct apparently went unnoticed for so long.

Why the case led to an independent inquiry

The central public-accountability question was not simply how one offender behaved. It was how workplace access, supervision, security and professional oversight allowed unlawful conduct to continue in places where deceased people should have been protected from harm.

Phase 1 focused on Maidstone and Tunbridge Wells NHS Trust. The inquiry considered the Trust’s mortuary arrangements and the circumstances in which Fuller worked there. Its purpose was to understand how he could commit offences in those settings and why the activity was not detected. The report does not reduce the explanation to one unlocked door or one employee’s lapse; the issue was the interaction of access, monitoring, management and institutional safeguards.

Timeline of the case and inquiry

Date Event What is established
1987 Murders Fuller murdered Wendy Knell and Caroline Pierce in separate attacks.
2005–2020 Mortuary offences The government’s interim account places offences against over 100 deceased women and girls at Kent and Sussex Hospital and Tunbridge Wells Hospital during this period.
December 2020 Arrest Fuller was arrested in the murder investigation, according to the inquiry’s Terms of Reference.
November 2021 Conviction and sentence He was convicted of the murders and received whole-life terms; the report also records sentences for the mortuary offences.
28 November 2023 Phase 1 report The inquiry published its Trust-focused examination of Fuller’s conduct and the systems around the mortuaries.
15 July 2025 Phase 2 report The inquiry completed its national examination of safeguards and regulation across settings in England.

What Phase 1 examined at Maidstone and Tunbridge Wells

Phase 1 was concerned with the Trust-specific context: who could enter mortuary areas, how activity was supervised, what records and controls existed, and how responsibility for legally regulated mortuary work was exercised. The inquiry’s remit was to explain both Fuller’s opportunity and the organizational conditions that failed to reveal his conduct.

This distinction matters. Fuller’s criminal responsibility is individual and established by his convictions. The inquiry’s responsibility was different: to identify weaknesses that could expose other deceased people to abuse, regardless of the identity of a particular offender.

Safeguards the government says the Trust introduced

A Department of Health and Social Care interim account reports that the Trust implemented several changes after Phase 1. These are reported implementation measures, not an independent audit proving that every control remains effective in practice.

  • Accompaniment: non-mortuary staff and contractors visiting mortuaries must be accompanied.
  • Swipe-card access: entry to mortuary areas is controlled electronically rather than being left to unrestricted physical access.
  • Renewed security clearance: contractors renew their security clearances every three years.
  • CCTV: cameras monitor access to and from mortuary areas.
  • Board oversight: the Trust board provides greater oversight of legally regulated mortuary activity.

Together, these measures address different parts of the risk: authorization, supervision, personnel vetting, traceable movement and senior accountability. None should be understood as a guarantee on its own. Effective protection depends on the controls being consistently applied, records being reviewed and exceptions being challenged.

What Phase 2 found about England’s wider system

The second phase moved beyond one NHS trust. The inquiry examined how deceased people are safeguarded in a wide range of settings and activities, including:

  • NHS hospitals and independent hospitals;
  • medical education settings;
  • hospices and ambulance services;
  • local-authority mortuaries and body stores;
  • care homes;
  • the funeral sector; and
  • faith organizations’ practices connected with burial and funerary ceremonies.

Its question was whether arrangements protect the security and dignity of people after death. The Phase 2 report, published on 15 July 2025, made 75 recommendations. The chair, Sir Jonathan Michael, described the overall position in England as “partial, ineffective and, in significant areas, completely lacking,” according to the Department of Health and Social Care’s interim progress update. That wording is a conclusion about the system of regulation and oversight, not a claim that every organization failed in the same way.

Recommendation status reported by government

The government’s 2026 interim update gave this snapshot of its response to the 75 recommendations:

Status Number of recommendations Meaning
Accepted in full 11 The government said it accepted these recommendations completely.
Accepted in principle 43 The government agreed with the direction, while implementation details or delivery remained to be worked through.
Under consideration 21 No final acceptance was reported in that interim update.

These figures are time-sensitive. They describe the position in the 2026 interim update and should not be read as a current total after that publication. Acceptance is also not the same as completion: a recommendation can be accepted while the practical work, timetable and evidence of effect are still developing.

What the case says about access and oversight

Mortuaries are controlled workplaces, but they also hold people who cannot protect themselves or report mistreatment. A credible safeguarding system therefore has to control routine access as carefully as exceptional access. It must identify who entered, why they entered, who accompanied them, what activity took place and who reviewed the records.

The Fuller inquiry illustrates why a single perimeter lock is not a complete safeguard. Protection can fail through gaps between departments, outdated contractor checks, informal practices, weak supervision, poor documentation or a board that does not receive meaningful information about regulated activity. The Phase 1 findings are consequently relevant to hospitals and other settings even when their physical layouts and staffing models differ.

Practical controls implied by the reported response

  • Role-based authorization: access should reflect a person’s current duties, not a historic pass or general employment status.
  • Two-person or accompanied access where appropriate: visitors and contractors should not be left unsupervised in sensitive areas.
  • Regular clearance renewal: checks should have a defined review cycle rather than being treated as permanent.
  • Entry and exit records: electronic logs and camera coverage should be available for review, not merely installed.
  • Escalation: unusual access, missing records or unexplained activity should reach managers and, where necessary, the board.
  • Respectful handling: security procedures must preserve the dignity of deceased people and support families’ confidence in the service.

What is known—and what should not be claimed

The convictions, the dates in the inquiry chronology and the broad descriptions of the evidence are established by official materials. Other details often repeated in sensational coverage are not necessary to understand the accountability questions and should not be presented without a reliable source.

  • There is no official designation “Morgue Monster”; it is a media description.
  • The available summaries do not establish an exact final number of people harmed, so the different official formulations should remain attributed.
  • The materials summarized here do not provide a standalone epidemiological statistic about the prevalence of mortuary abuse.
  • The government’s description of new Trust controls is evidence of reported implementation, not proof that every measure is always effective.
  • The recommendation figures are an interim 2026 status and may change.

Why the victims and families remain central

The two murders caused direct and permanent harm to Wendy Knell’s and Caroline Pierce’s families. The mortuary offences caused a different violation: people who had died were subjected to unlawful acts, and relatives were denied the basic assurance that their loved ones would be treated with dignity. A fact-led account must hold both harms in view without turning the bodies of the deceased into spectacle.

The inquiry’s wider significance lies in that shared principle. Safeguards after death are not an administrative courtesy. They are part of healthcare, funeral and public-service duties owed to the deceased and to the people who entrust organizations with their care.

The lasting public-accountability question

Fuller’s imprisonment resolves the criminal cases against him, but it does not by itself resolve the institutional questions. Those questions include whether access is genuinely limited, whether supervision is documented, whether concerns can be raised safely, whether leaders examine the evidence they receive and whether national rules cover every setting in which deceased people are held or handled.

Phase 1 supplied the Trust-specific account. Phase 2 tested whether the same kinds of gaps could exist elsewhere in England. The 75 recommendations and the government’s interim response mark the beginning of a longer implementation process, not the end of scrutiny.
