Penny Benjamin is Penelope “Penny” Benjamin, played by Jennifer Connelly in Top Gun: Maverick (2022). She is Maverick’s longtime, on-again-off-again love interest, the daughter of an admiral, the owner of The Hard Deck bar, and the mother of Amelia. She is not seen in Top Gun (1986), but her name is mentioned twice, making her part of Maverick’s established backstory rather than a completely new sequel invention.
Who is Penny Benjamin in Top Gun: Maverick?
Penny is one of the few people in Top Gun: Maverick who knew Pete “Maverick” Mitchell long before he became the experienced test pilot and instructor seen in the sequel. Jennifer Connelly plays her as an independent, optimistic woman who has built a life away from the Navy.
She owns and runs The Hard Deck, the San Diego-area bar where Maverick reconnects with former TOPGUN colleagues and meets the younger pilots assigned to the dangerous mission. Penny is also a single mother to her daughter, Amelia, and an experienced sailor who enjoys racing and spending time on the water.
Her role is not simply to provide Maverick with a romantic subplot. Penny represents the civilian life he repeatedly leaves behind. Unlike Maverick, she is not a naval aviator and does not define herself through military achievement. She has known him for decades, understands his impulsive personality, and is initially wary of allowing him back into her life.

Is Penny in the original Top Gun?
No. Penny Benjamin does not appear onscreen in the 1986 film. Jennifer Connelly was not in the original Top Gun, and there is no credited or visible actress playing Penny in that movie.
However, Penny is mentioned in dialogue. After Maverick’s reckless behavior, Commander Stinger reminds him that he has already been disciplined for high-speed passes over control towers—including one involving “an admiral’s daughter.” Maverick responds by asking, “Penny Benjamin?”
Her name comes up again at Goose and Carole Bradshaw’s home. Carole refers to the time Maverick “went ballistic with Penny Benjamin,” confirming that Penny was a significant romantic or sexual relationship in his earlier life.
That makes the precise continuity answer: Penny was mentioned but not shown in Top Gun (1986).

How does Top Gun: Maverick explain Penny and Maverick’s history?
The sequel establishes that Maverick and Penny had a brief romance when they were younger and rekindled their relationship several times over the years. Their history was not limited to one encounter in 1986. Instead, the film’s screenplay and production material describe a long pattern of breakups and reunions.
When Maverick returns to the San Diego area for his TOPGUN assignment, he visits The Hard Deck and encounters Penny again. Their conversation reveals that she still remembers the earlier incident involving Maverick’s high-speed pass. She asks about Maverick’s father and says that her own father remains angry with him.
The screenplay also connects their past to Maverick’s later military assignments, including references to Bosnia and Iraq. These details expand the brief lines from the first film into a backstory in which Maverick’s relationship with Penny continued intermittently as his career took him around the world.

She is not waiting passively for Maverick to return. Why do some viewers remember Penny as being in the first movie?
The confusion is understandable because Top Gun: Maverick deliberately revives a name from the original film. Viewers who remember the line about “Penny Benjamin” may assume they missed an earlier scene or that another actress played her.
But there is no missing Penny scene in the 1986 movie. The original film uses her as an offscreen reference to show that Maverick’s reckless behavior was not new and that he had already been involved with an admiral’s daughter. The sequel then takes that small piece of dialogue and gives the character a face, a profession, a family, and a central emotional connection to Maverick.
Is Penny a new character or a returning character?
She is both, depending on what “returning” means. Penny is a returning piece of continuity because the name and relationship are present in Top Gun (1986). But she is a new onscreen character because the first film never shows her, and Jennifer Connelly’s Penny exists as a fully developed character for the first time in Top Gun: Maverick.

The safest description is that the sequel expands an offscreen character reference into a major role. It does not contradict the original movie’s dialogue; it builds on it.

What is Penny’s relationship with Maverick?
Penny is Maverick’s former and rekindled love interest. Their relationship has lasted, in an uneven way, for much of their adult lives. They have separated and reunited multiple times, and Penny knows both Maverick’s charm and his capacity for self-destructive decisions.
In the sequel, their relationship gives Maverick an emotional life outside the cockpit. His connection with Penny is also tied to the film’s broader question of whether he can accept responsibility, let other people care about him, and imagine a future rather than constantly returning to danger.
What does Penny do in the film?
- She owns The Hard Deck: the aviators’ club that serves as a gathering place for Maverick and the younger pilots.
- She is a single mother: Penny has a daughter, Amelia, and must balance her relationship with Maverick against her responsibilities as a parent.
- She is independent: Penny has a business and an established life that does not depend on Maverick or the Navy.
- She loves sailing: her experience and enthusiasm for racing on the water provide an important contrast to Maverick’s life in military aircraft.
- She knows Maverick’s past: their shared history predates the events of the sequel by decades.
Where does Penny fit into Maverick’s story?
Penny helps connect the two Top Gun films across time. The first movie shows Maverick as a young pilot whose personal life is mostly defined through Charlie Blackwood, his civilian flight instructor and romantic partner. The sequel shows him decades later, carrying unresolved guilt and responsibility while trying to train Goose’s son, Rooster.
Penny gives the older Maverick a relationship that is rooted in his past but exists in the present. She is not a replacement for Charlie, nor is she someone invented without any connection to the original. She is the person named in the first film who finally becomes visible in the second.

Bottom line
Penny Benjamin is Jennifer Connelly’s character in Top Gun: Maverick. She is Maverick’s longtime on-again-off-again partner, the daughter of an admiral, the owner of The Hard Deck, Amelia’s mother, and a skilled sailor.
She is not onscreen in Top Gun (1986). The original film mentions her twice, including in the exchange about Maverick’s relationship with an admiral’s daughter. Top Gun: Maverick turns that brief reference into a fully realized character and one of Maverick’s most important personal relationships.
