“Pending copyright review” does not have one confirmed, universal meaning in YouTube’s public help documentation. YouTube describes several separate copyright processes that could be relevant: scanning a live stream for third-party content, a Content Manager claim awaiting review, and a Content ID claim on an archived stream after it ends. Check the exact notice in YouTube Studio before assuming your stream will stop, that a claim is active, or that your channel has a strike.
What the notice does—and does not—tell you
YouTube’s public help documentation does not define the exact interface phrase “pending copyright review” as a specific status for every creator’s live stream. The wording alone therefore does not establish what content was matched, which process is involved, or what action YouTube will take.
One documented status is a “Potential” claim in YouTube Content Manager. It is not active yet because it is waiting for review, and some such claims may be routed for manual review. That status belongs to Content Manager; do not assume it explains a notice on a streamer-facing live dashboard. It is also not, by itself, a copyright strike.
Which copyright process may be involved?

What to do when you see it
- Open YouTube Studio and read the full notice. Identify the affected live stream or archive, the matched content or claimant if shown, and any action or appeal instructions. Do not infer a strike from the phrase alone.
- If the stream stopped, check the Studio dashboard. YouTube advises checking for strikes and resolving the issues listed there. Confirm the channel’s actual status rather than relying on the wording of a notification.
- If you have a licence, contact the rights holder. Ask whether they can add your channel to their Content ID allowlist. Keep your licence documentation, but do not assume that having a licence by itself prevents an automated live interruption.
- Consider a dispute only if you have a valid basis. YouTube says it cannot decide whether a use qualifies as fair use or fair dealing. Credit, owning a copy, or choosing not to monetize are not, by themselves, valid reasons to dispute a claim. Dispute only when you have a valid reason and are confident you have the necessary rights.
Why a review is not the same as a takedown or strike
YouTube documents live matching, Content ID claims, and copyright strikes as distinct matters. A live match can prompt a warning and, if the matched content remains, an interruption or termination. An archived stream may receive a claim after it ends. A strike is a separate account consequence that can affect live-streaming access. None of those outcomes can be determined from “pending copyright review” alone; check the specific Studio notice and channel status.
