YouTube’s February 13, 2025 announcement brought Google DeepMind’s Veo 2 into Dream Screen, giving Shorts creators a way to generate standalone video clips from text prompts as well as AI-generated backgrounds. The original rollout described six-second clips. In 2026, however, YouTube’s creation tools have evolved: current help describes standalone clips of up to 10 seconds, and newer Shorts features use later Veo and Gemini-related models. The practical takeaway is that Veo 2 was the launch point—not necessarily the model behind the tool you see today.
What YouTube announced in 2025
On February 13, 2025, YouTube said Veo 2 would be integrated into Dream Screen in Shorts. Before that expansion, Dream Screen was associated with generating AI backgrounds for a creator’s video. The Veo 2 addition introduced a distinct option: generate a short video clip from a prompt and insert it into a Short as its own shot.
That difference matters. A background supports footage the creator records; a standalone clip can supply a missing establishing shot, a fictional environment, an illustration, or a transition without filming or finding source footage. Google DeepMind described the launch-era standalone clips as six seconds long. That figure belongs to the original rollout, not every current YouTube AI-video workflow. YouTube’s current help documentation describes standalone clips of up to 10 seconds.

The announcement was about AI generation inside the Shorts creation experience, not a general-purpose Veo 2 editor. The output is a short visual element, not a finished documentary or a complete Short. Creators still need to shape the story, choose and sequence shots, add narration or dialogue, captions and sound, check continuity and facts, and package the result with a title and thumbnail.

How to make an AI clip in YouTube Shorts now
YouTube’s current mobile workflow is documented as follows. Labels and placement can vary with app version, language, device, account, and rollout:
- Open the YouTube mobile app and tap Create.
- Open the media picker and tap Create video.
- Enter a prompt or choose a suggested prompt. Where offered, add up to three reference photos.
- Tap Create and wait for the result.
- Preview the clip, then tap Next.
- Add the Short’s description and privacy settings, review the post, and upload it.
AI Playground is another entry point in the YouTube app; YouTube describes reaching it through Create and the sparkle icon. If you do not see a generation option, it may not be available to your account, location, language, or app version.

- Open YouTube Create and start a project or open the editor.
- Choose Generate video from the editor tools, or add a clip or overlay and select the generation option.
- Enter a prompt. If the option is available, provide up to three reference images.
- Set any available style, lighting, audio, and aspect-ratio options, then tap Generate.
- Review the result and tap Use Video to place it on the timeline. Continue editing before export or publishing.
YouTube Create’s help documentation lists a 900-character prompt limit and a default 9:16 portrait aspect ratio for this workflow. It also documents style, lighting, and audio controls; which options appear can depend on availability and rollout. For documented Veo-based generation in YouTube Create, prompts must be in English.
Veo 2 was the beginning, not a description of every current tool
YouTube’s model names and creation features have changed since the 2025 announcement. The distinction between a product feature and the model powering it is useful: “Create video” or a Dream Screen option describes what a creator can do, while Veo or a Gemini model describes technology used behind a particular experience.

So it is accurate to say Veo 2 initially brought prompt-generated clips to Shorts. It is not safe to assume that every clip generated in YouTube today still uses Veo 2. Check the current YouTube help and feature description rather than treating the 2025 model name as a permanent label.

Where it is available—and why the option may be missing
Access is not universal. YouTube says availability varies by location, language, and rollout; its current help documentation says the documented Shorts AI-generation features are unavailable in the European Economic Area. The same documentation lists the United States among supported locations for the broader Shorts AI rollout. Reference-image options have their own restrictions, including a stated limitation for users in the United Kingdom.
YouTube Create’s help page documents its Veo-based generation on mobile in Australia, Canada, India, New Zealand, and the United States. That is a separate availability statement from the broader Shorts feature list, so do not assume eligibility for one means eligibility for the other. App language, device language, mobile versus desktop access, app version, and account rollout can also affect what appears.
If the option is absent, update the YouTube app, check the app and device languages, try the mobile app rather than desktop, and look under Create, Create video, or AI Playground. Check YouTube Create’s country-specific availability separately. A missing control does not necessarily mean the feature has been discontinued, and a VPN is not a reliable or appropriate fix for an account- or region-based rollout restriction.

Labels, watermarks, and creator responsibility
YouTube says content generated with its own AI tools is automatically disclosed on the platform. The original Veo 2 announcement also described SynthID watermarking and clear AI labels. YouTube and Google have discussed provenance measures such as C2PA manifests and later updates to disclosure placement. These mechanisms can help indicate that content was generated or altered; they do not prove that a depicted event happened, that a clip is accurate, or that its use is lawful.
Automatic disclosure for YouTube’s tools is not a blanket exemption from the creator’s obligations. YouTube says creators remain responsible for Community Guidelines, copyright, privacy, and reviewing generated results. Material synthetic or altered content made with outside tools may require a creator to use YouTube’s disclosure controls under its policies. A platform label also does not make a misleading presentation acceptable. In documentary, historical, news, medical, educational, or political Shorts, do not present generated footage as eyewitness video, archival footage, or evidence of a real event. Make its illustrative or synthetic status clear to the audience.
Be cautious with recognizable people and reference photos. Use images you have the right to use and get permission where appropriate; avoid generating or publishing a person’s likeness in a way that violates privacy or misleads viewers. YouTube’s safeguards may block some sensitive or deepfake-like prompts, but a prompt filter is not a substitute for consent or editorial judgment.

What these clips are good at—and where they can fail
A built-in generator is most useful when the need is a quick visual insert: a brief establishing shot, an imaginative setting, a simple transition, or a light animation from a reference image. Because it sits in a phone-first Shorts workflow, it can reduce the steps between an idea and a draft visual.
It is a weaker fit when a project depends on precise acting, reliable dialogue and lip-sync, detailed camera control, repeated characters, long-form generation, or frame-by-frame adjustment. Common generative-video problems include inconsistent hands or object shapes, garbled text within the image, changes in a character’s appearance, and mismatched lighting, camera position, or setting between separate generations. Audio support and quality can differ by feature and rollout; do not plan a sequence around sound that the tool may not provide consistently.
For a better chance at a usable insert, give the model one clear action rather than a chain of events. Specify the subject, action, location, lighting, camera movement, and intended framing. If using reference images, explain what each image should guide. Generate alternatives when the workflow allows, preview them carefully, and use the strongest result as one shot in a larger edit. Captions, narration, context, and sound design remain editorial work.

A convincing synthetic image can look like evidence even when it is invented. For documentary storytelling, use generated footage as clearly framed illustration—not as proof—and verify claims independently.
Do you need a separate paid Veo service?
No separate Gemini subscription is identified as a prerequisite for using YouTube’s built-in Shorts creation workflow. YouTube’s in-app tools and YouTube Create are distinct from Google’s broader Veo access through Gemini, Flow, developer platforms, or enterprise products, whose availability and terms can differ. YouTube has described newer Shorts AI features as free, subject to rollout and feature limits; that should not be read as a claim that every Veo product or generation route is free.
For a quick insert, start with the built-in Shorts tool if it is available in your region and account. Choose YouTube Create when you want to place generated footage on a timeline and assemble a Short on mobile. Consider a broader AI-video service or professional editor only if you need capabilities the built-in workflow does not provide—such as more extensive controls, a desktop production process, or a larger editing pipeline. Features, eligibility, and pricing for those separate products can change, so check their official pages before committing. There is no basis for assuming an alternative will produce better results without comparing the specific tools and workflow you need.
