Neither UDP nor TCP is always better for live streaming. UDP-based media is often chosen when interactive, low-delay communication matters and the application can manage packet loss. TCP is useful when complete, ordered delivery matters, as in common HTTP-based segmented streaming, but retransmission can delay later data. The better choice depends on the kind of stream and what viewers can tolerate: waiting for missing data or seeing a brief media artifact.
What UDP and TCP mean for a live stream
UDP and TCP are transport protocols: they move data between applications, but they handle loss and delivery differently. Neither, by itself, determines the full viewing experience. The media protocol, congestion response, buffering policy, codec, network path, and application-level recovery all matter too.
UDP leaves more decisions to the application
UDP sends datagrams without inherently guaranteeing that they will arrive, arrive in order, or be retransmitted. It also has no inherent congestion-control mechanism. A media application using UDP must provide the feedback and congestion response it needs, and decide whether to recover, conceal, or skip missing data. These responsibilities are described in the IETF’s UDP Usage Guidelines (RFC 8085, March 2017) and RTP Usage for WebRTC (RFC 8834, January 2021).
TCP prioritizes reliable, ordered delivery
TCP provides reliable, in-order delivery. If data is lost, retransmission can hold up later data until the missing data is restored and delivered in order. That completeness is useful for many applications, but the wait can affect media timing. The IETF’s Operational Considerations for Streaming Media (RFC 9317, October 2022) discusses this tradeoff for streaming media.

These are common patterns, not rules that make every UDP stream interactive or every TCP stream high-latency. A protocol label alone is not a benchmark.
Which should you choose for your streaming use case?
Choose a UDP-based media stack when interaction is central
For video calls, remote contribution, or other live media where conversational delay matters, consider a UDP-based stack that includes explicit congestion feedback and suitable loss handling. WebRTC is an example of a complete real-time system, not simply “UDP”: RFC 8834 requires RTP for media and RTCP for control, and sets requirements for adapting traffic to network capacity, congestion control, and circuit-breaker behavior.

Choose reliable HTTP delivery when buffered playback fits
For one-to-many playback of segmented live video, HTTP-based HLS or DASH over reliable transport is a common pattern. It can suit services where reliable delivery and broad playback compatibility are priorities and a buffer is acceptable. Adaptive-bitrate behavior can also respond to changing network conditions; the observed result depends on both that application behavior and the transport.
Evaluate the whole deployed stack
Ask what the application does with packet loss, how it responds to congestion, and how much end-to-end delay viewers can accept. “UDP” may carry RTP or another protocol with its own recovery and congestion behavior; TCP may carry adaptive HTTP delivery. The relevant comparison is the resulting playback or interaction experience, not the transport names in isolation.

How to test the choice fairly
There is no single transport winner established by the cited IETF standards, and they do not provide a controlled benchmark covering every network, codec, platform, or workload. Measure the deployed service under representative conditions rather than assuming a protocol will be faster or more resilient in every case.
- Measure end-to-end latency for the actual workflow, including capture, encoding, delivery, and playback.
- Track rebuffering as well as audio and video artifacts; one can worsen while the other improves.
- Test under representative packet loss and congestion, and record how the application detects and responds to each.
- Use the same content, playback conditions, and network scenarios when comparing alternatives.
The IETF’s Operational Considerations for Streaming Media (RFC 9317, October 2022) describes the operational tradeoff: UDP-based delivery can be used to reduce delay for interactive media, while reliable ordered delivery can make playback wait for recovery after loss. It does not establish a universal latency advantage for UDP.
