In Southeast Alaska, the answer is the Tongass National Forest: a vast archipelago-and-mainland landscape where steep, rain-soaked slopes descend into estuaries, salmon streams, tidal flats and glacier-fed inlets. The forest is best understood not as a line between trees and ocean, but as a connected watershed whose headwaters, wetlands, rivers and marine waters function together.
The phrase “our last old-growth temperate forest” is evocative rather than a literal global ranking. Current Forest Service evidence establishes the Tongass as exceptionally large and comparatively intact, while showing why its ecological story depends on water moving from mountain to sea.
A forest measured in islands, mountains and ocean
The Tongass occupies Southeast Alaska’s island archipelago and adjacent mainland. The U.S. Forest Service’s October 2025 assessment identifies it as the largest national forest in the United States, covering nearly 17 million acres. About 1,100 islands form the setting, and elevation rises from sea level to almost 10,000 feet. Thirty-two communities are surrounded by the forest, so this is not an uninhabited wilderness detached from human life; it is a lived-in region whose roads, boats, homes and working waterfronts are interwoven with public land.
| Documented feature | What it means on the ground |
|---|---|
| Nearly 17 million acres | The Tongass is the largest U.S. national forest, according to the 2025 Forest Service assessment. |
| Roughly 1,100 islands | Saltwater channels, straits and bays repeatedly interrupt and reconnect forested terrain. |
| Sea level to almost 10,000 feet | A single watershed can include tidal shore, lowland forest, alpine terrain and glacial country. |
| Thirty-two surrounding communities | Subsistence, fishing, tourism, recreation and employment are part of the landscape’s function. |
The assessment describes the Tongass as the traditional homeland of Alaska Native peoples. That wording matters: the forest is a cultural landscape with long-standing relationships to salmon, shorelines, plants, travel routes and seasonal harvests, not simply scenery available for outside observation. Local residents and Alaska Native communities hold varied perspectives on management, and no single statement can represent all of them.

During the current plan-revision engagement, the Forest Service received more than 2,210 comments through workshops, survey forms and email. The agency cautions that this set may not represent the full diversity of views. That qualification is a useful reminder that the Tongass contains both shared values and real disagreements about how land and water should be used.
Why the Tongass is so wet—and so varied
Moisture defines the journey. The 2025 assessment gives historical regional precipitation averages of 105 to 170 inches, while emphasizing extreme local variation: some sites average less than 20 inches and others more than 350 inches annually. Rain falls in every season. Autumn atmospheric rivers can deliver especially intense events, and maritime weather changes over short distances as mountains intercept moisture.
Steep relief compresses the distance between summit and sea. The Forest Service writes that “The steepness and wet climate results in thousands of perennial watersheds with headwaters a relatively short distance from the ocean.” Those watersheds are the hidden infrastructure of the forest. They collect precipitation and snowmelt, store water in wetlands and soils, shape channels, carry sediment and nutrients, and eventually deliver freshwater to estuaries.
| Landscape position | Conditions to look for | Connection to the sea |
|---|---|---|
| Marine edge | Tidal shores, coves and estuarine flats | Freshwater mixes with saltwater, creating productive transition zones. |
| Low-elevation forest | Wet soils, muskegs, western hemlock and Sitka spruce | Small streams and groundwater feed larger channels and coastal wetlands. |
| Mountain watershed | Steep slopes, snow influence and glacier-fed tributaries | Runoff reaches the ocean quickly, carrying cold water and sediment. |
| Alpine and glacial terrain | Exposed rock, ice and high-elevation water sources | Headwaters set the temperature and timing of flow downstream. |
Because precipitation varies so dramatically, “the Tongass climate” is not one uniform experience. A rain-dominated island watershed can behave differently from a snow-influenced mainland basin. That distinction becomes important when considering fish habitat, drought and winter storms.

Reading the forest from the shoreline upward
At Héen Latinee Experimental Forest, a Forest Service research site, low elevations are dominated by western hemlock and Sitka spruce, with mountain hemlock interspersed. The site also contains wetlands, muskegs, estuarine flats, old-growth stands, glacier-fed environments and alpine areas. It offers a compact illustration of how many ecological settings can exist within one connected mountain-to-ocean system. Learn more from the Forest Service’s Héen Latinee Experimental Forest profile.
1. Begin at saltwater
At the coast, the forest does not stop at a sharp edge. Tidal water enters bays and estuaries while streams deliver freshwater from inland. Estuarine flats may look open and muddy compared with the dark forest behind them, yet they are where marine and terrestrial processes meet. Tides redistribute nutrients; freshwater changes salinity; and sediment from upland channels helps build coastal habitat.
2. Follow a stream inland
A short distance from the sea, a small perennial stream may already reflect the entire watershed above it. Fallen wood, shaded banks, wetlands and side channels influence how quickly water moves and how much heat it absorbs. In a steep country, the same channel can pass through old growth, muskeg, a gravel fan and an estuary within a relatively short journey.
3. Enter the lowland forest
Western hemlock and Sitka spruce form much of the low-elevation canopy at Héen Latinee, while mountain hemlock appears among them. Mosses, saturated soils and standing dead trees are not signs of neglect; they are structural elements of a wet temperate forest. Old trees create layered habitat above ground and woody material in streams below it.

4. Look for the watershed’s upper limits
As elevation increases, forest gives way to alpine conditions, snowfields and glacier-fed water. The transition changes temperature, flow timing and sediment supply. A documentary journey that begins beside a tide line can therefore end by showing that the “ocean scene” was shaped many miles uphill.
Salmon make the connection visible
All five Pacific salmon species use streams in the Tongass: Chinook, coho, chum, pink and sockeye. Salmon hatch in freshwater, migrate to the marine environment, grow there and return to ancestral streams to spawn. Their movement physically links forest, river and ocean.
When salmon return, they bring marine-derived nutrients into freshwater and nearby terrestrial systems. Spawning fish, eggs, carcasses, predators and scavengers become part of a wider food web. Stream temperature, channel form, floodplain access and estuary condition can influence different stages of that life cycle, so a coastal view alone cannot show whether a salmon run is secure.
The Forest Service assessment describes salmon populations as generally healthy but variable from year to year and place to place. It also notes recent poor Chinook productivity associated with marine conditions. That observation prevents an overly simple story in which every change is blamed on a single forest practice or a single stream. Ocean conditions, climate, watershed processes and local habitat all matter, and their influence differs among species and watersheds.

For Southeast Alaska communities, salmon are more than an ecological indicator. The assessment connects them to food, culture, social and ecological health, and the local economy. Fishing, seafood businesses, subsistence and tourism all depend on the continuing relationship between salmon and the watersheds they use.

A 2022 Forest Service report by Rebecca Flitcroft and coauthors examined eight years of stream-habitat and fish-population data on the Tongass. Its most specific finding concerns rain-dominated watersheds: where old-growth cover exceeded 42 percent, streams had wider channels and deeper pools that may provide some refuge for native fish during summer drought and low-flow conditions. Read the report at Forest legacies and climate realities.
The wording matters. The study identifies an association between old-growth cover and particular physical stream features; it does not prove that old growth alone determines salmon abundance. Wider channels and deeper pools can offer cool, connected water during a dry summer, but fish populations also respond to marine survival, harvest, barriers, temperature, sediment, flow timing and other factors.
Nor is 42 percent a universal rule for every Tongass stream. It is a threshold reported for the study’s rain-dominated watersheds and measured conditions. Snow-to-rain shifts and stronger winter storms could reduce the winter refuge that deep pools provide or alter channels through flooding and sediment movement. A forest can therefore retain old trees while climate changes the hydrology those trees historically moderated.

| Evidence condition | Finding | Proper interpretation |
|---|---|---|
| Rain-dominated watersheds with more than 42% old-growth cover | Wider channels and deeper pools were observed. | These features may provide summer refuge during drought and low flow. |
| Snow-influenced watersheds | The quoted threshold does not establish the same result. | Do not transfer the rain-dominated finding automatically. |
| Future snow-to-rain shifts and stronger winter storms | Winter refuge may be undermined. | Old-growth structure does not remove climate-related uncertainty. |
A working landscape, not a postcard
The Tongass supports subsistence, commercial fishing, seafood processing, timber, recreation, tourism and local employment. The 2025 assessment estimates 3,720 jobs and more than $200 million in labor income in 2019, the last year for which complete data were available. Those figures describe a specific year, not a permanent annual total.
Tourism relies on the same infrastructure and natural assets that residents use: harbors, communities, boats, trails, wildlife habitat and reliable watersheds. A visitor watching a salmon stream is entering a place where people may also fish for food, operate a business, conduct cultural activities or depend on the waterway for transportation. Responsible storytelling should identify those overlapping uses rather than presenting recreation as the forest’s sole purpose.
Current fishery conditions, planning decisions and tourism availability can change. Anyone making a trip or filming a documentary should verify present regulations, access and local guidance with the Forest Service and relevant community authorities rather than treating a 2025 overview as a travel schedule.
How to tell the Tongass story accurately
- Use “last” as an image, not a measured superlative. The available evidence supports exceptional scale and intactness, not a claim that the Tongass is literally the planet’s final old-growth temperate forest.
- Keep the ocean in every forest scene. Explain how precipitation, headwaters, channels, estuaries and tides connect a stand of trees to marine habitat.
- Name the watershed type. Distinguish rain-dominated basins from snow-influenced ones before applying the old-growth and stream-habitat finding.
- Preserve uncertainty. “May provide refuge” is different from proving a direct cause of salmon abundance.
- Include people as part of the place. Alaska Native homelands, surrounding communities, subsistence and working economies are not background details.
- Show variation rather than a single condition. The Tongass includes healthy salmon populations alongside local impairment, altered aquatic settings and recent Chinook challenges linked to marine conditions.
The most honest journey ends where it began: at the meeting of fresh and salt water. In the Tongass, old trees matter because they stand within watersheds, and watersheds matter because they carry the forest’s influence to salmon, estuaries and the sea.
