TikTok’s July 30, 2025 update introduced two different safety changes: Footnotes entered a U.S. pilot, allowing eligible users to add and rate context on videos, while Family Pairing gained more parental visibility and scheduling options. Footnotes are not a replacement for professional fact-checking, and Family Pairing is not complete surveillance. Together, they add another layer of context for viewers and oversight for families.
What TikTok changed
The changes address separate problems. Footnotes are designed to help viewers interpret claims, statistics, scientific explanations, or rapidly developing events. Family Pairing is designed to help parents manage a teenager’s TikTok use and understand selected privacy and account settings.
TikTok announced Footnotes in April 2025 and began rolling out writing and rating capabilities in the United States on July 30, 2025. The company said nearly 80,000 U.S. users initially qualified to contribute. That was a pilot, not evidence of a global launch; TikTok’s cited announcements do not establish that Footnotes are available in every country.
How TikTok Footnotes work
Footnotes are community-written annotations attached to short-form videos. A note might supply an additional statistic, explain a technical claim, add context to an unfolding event, or qualify a statement that could otherwise be misleading.

- Approved contributors write notes.
- Contributors rate notes written by other participants.
- TikTok’s system identifies notes that meet its helpfulness threshold.
- Notes judged helpful can become visible to the wider U.S. community.
- The broader community can then rate displayed notes.
TikTok says Footnotes use a “bridging-based” ranking system. Rather than simply counting every vote, the system is intended to identify agreement among contributors who do not usually share the same views. TikTok expects ranking quality and speed to improve as more people write and rate notes.
During the pilot, TikTok described contributors as needing to be at least 18, have an account more than six months old, and have no recent Community Guidelines violations. Eligibility and invitations can change, so those requirements should not be treated as a permanent global policy.
Footnotes are not the same as professional fact-checking

TikTok says it continues to work with more than 20 IFCN-accredited fact-checking organizations. Footnotes add a community-consensus layer to that existing system; they do not turn every visible annotation into a statement independently verified by TikTok or an expert organization.

Notes may be delayed, incomplete, oversimplified, or shaped by disagreement about what “helpful” means. Niche subjects may attract too few knowledgeable contributors, while rapidly changing claims may become outdated before a note appears. TikTok also says Footnotes remain subject to its Community Guidelines and a combination of automated and human moderation.
When reading a Footnote, check whether it addresses the exact claim in the video, look for linked evidence, consider the author’s expertise, and check publication dates. The presence of a note is a reason to examine a claim more carefully—not a guarantee that the note is the final word.

What parents gained through Family Pairing
The July 2025 Family Pairing update added several visibility features. Depending on the teen’s age, region, account type, and current app availability, a linked parent account may provide:
- Automatic notifications when a teen posts a video, Story, or photo visible to other TikTok users.
- More insight into selected privacy settings.
- Visibility into whether a 16- or 17-year-old has enabled downloads for their content.
- Visibility into whether the teen’s following list is visible to others.
- Visibility into topics selected in Manage Topics, which influences the teen’s feed.
These are primarily visibility tools. Seeing a setting or notification does not mean a parent can inspect every message, recommendation, search, or off-platform interaction, nor does it necessarily allow the parent to edit every choice directly.

Time Away and recurring schedules
In a March 2025 Family Pairing update, TikTok added Time Away, which lets parents block TikTok during selected periods. Parents can create recurring schedules for sleep, school, family time, or other routines. Teens can request additional time, but the parent makes the final decision.
The same update described visibility into accounts the teen follows, accounts following the teen, and accounts the teen has blocked. TikTok also said a teen reporting potentially rule-breaking content could alert a parent, caregiver, or trusted adult—even without Family Pairing—although that reporting-alert feature was described as arriving in the following months.

- Parents can set customizable daily screen-time limits.
- Accounts belonging to users under 18 have a 60-minute daily screen-time limit by default.
- Parents can restore a teen account’s default private setting if it has been changed to public.
- Users under 16 receive a nighttime “wind down” interruption after 10 p.m., followed by a harder-to-dismiss prompt if they continue using TikTok.
These are TikTok’s stated product behaviors, not independent evidence that the features produce a particular safety or well-being outcome.

How to set up Family Pairing
The exact labels and layout can vary with TikTok’s app version, country, and account age. In general:
- Create or use a TikTok account for both the parent and teen.
- Open the Family Pairing area in TikTok’s settings.
- Link the parent account to the teen account using TikTok’s prompts.
- Select the supervision features relevant to your family, such as Time Away, screen-time limits, privacy visibility, account and follower visibility, posting notifications, and content or topic controls.
- Review what the teen can see, what the parent can change, and how additional-time requests work.
- Recheck the arrangement after app updates, birthdays, school-schedule changes, or changes to the teen’s privacy settings.
Family Pairing works best when the setup is discussed openly. A parent may gain useful visibility without taking over the account, while a teen understands which settings and events can trigger notifications. Families should also review TikTok’s current in-app instructions because feature availability and menu names can change.
What these tools cannot protect against
Footnotes
- They do not guarantee that a video is true or false.
- They may appear only after misleading content has already spread.
- They may be absent for new, obscure, or low-participation topics.
- They can simplify a complex medical, political, scientific, or technical dispute.
- They remain dependent on TikTok’s moderation, ranking, and platform infrastructure.
Family Pairing
- It requires account linking and does not cover every device, account, or platform a teen may use.
- A public post may be viewed, copied, or reshared before a parent receives a notification.
- Time limits can be bypassed through another account, another device, or activity outside TikTok.
- Visibility into followers, topics, or privacy settings is not the same as access to every interaction.
- Heavy monitoring can damage trust and encourage concealment.
Parents still need conversations about scams, bullying, sexual exploitation, self-harm content, privacy, and misinformation. Device-level controls, school policies, and trusted-adult support may be necessary alongside TikTok’s own tools.

The cited Footnotes rollout was U.S.-specific. It should not be described as globally available without a newer first-party announcement. Family Pairing features can differ by country, local law, account type, and age bracket; TikTok distinguishes in several settings between younger teens and users aged 16 or 17.

Regulatory developments also show why product claims should be treated carefully. On July 24, 2026, the European Commission announced preliminary findings that TikTok’s treatment of minors’ public-account content may breach the Digital Services Act. Those were preliminary findings, not a final judgment, and they do not establish that the same product behavior applies in every market.
TikTok’s Community Guidelines were also updated in 2025, with the cited changes taking effect on September 13, 2025. Enforcement and feature details may continue to evolve.
The practical verdict
Footnotes are a meaningful addition to TikTok’s misinformation defenses, but they are best understood as community context rather than authoritative fact-checking. They can help surface missing information directly on a video while remaining vulnerable to delay, disagreement, and incomplete evidence.
Family Pairing similarly gives parents more useful tools: public-post alerts, privacy and network visibility, topic visibility, and flexible blocked periods. But those tools provide selected oversight, not total surveillance or a guarantee of safety.
For viewers, the right response to a Footnote is to inspect the evidence rather than accept or reject it automatically. For families, the strongest approach combines Family Pairing with clear expectations, device-level safeguards, and regular conversations about what a teen encounters online.
