The original claim that TikTok was “partially back online” but “not back in the App Store yet” accurately described the confused situation during January 2025. Existing users could regain access while people who had deleted the app generally could not reinstall it through the U.S. stores. That distinction no longer describes the current U.S. situation.
The January 2025 headline is now outdated
During the January 2025 disruption, TikTok’s U.S. service and its U.S. app-store listings did not return at the same time. Some people with TikTok already installed could use the service again, while Apple and Google had not yet restored the app to their U.S. stores.
That produced the seemingly contradictory reports that TikTok was “back online” but still unavailable for download. A person who had kept the app installed might be able to open it. Someone who had deleted it, bought a new phone, or needed a normal store update could still be locked out.

That interim condition ended in February 2025. TikTok said on February 14 that the app was available again in both the U.S. App Store and Google Play. Independent reporting placed the restoration on February 13, after an absence of almost a month.
Is TikTok currently available in the U.S. App Store?
Yes, according to the latest available storefront evidence. The U.S. Apple App Store lists TikTok – Videos, Shop & LIVE, identifies TikTok Ltd. as the developer, and presents it as a free app with in-app purchases. The listing supports iPhone, iPad, Apple Vision, and iMessage.
At the August 11, 2026 research checkpoint, the listing showed a 4.7 rating from approximately 18 million ratings, an Editors’ Choice designation, an 18+ age rating, and a U.S. entertainment-chart position. Those numbers and labels can change, so they should be treated as a snapshot rather than permanent characteristics of the app.
TikTok was also confirmed as available again through Google Play in February 2025. Availability of the listing does not guarantee that every individual user will see the same result: Apple or Google account region, device compatibility, parental controls, account status, temporary outages, and local settings can still affect a particular download or update.

What happened in January 2025?
- April 2024: Congress enacted the Protecting Americans from Foreign Adversary Controlled Applications Act, or PAFACAA, as part of Public Law 118-50.
- January 17, 2025: The Supreme Court rejected TikTok’s constitutional challenge to the law.
- January 19, 2025: The law’s TikTok-related restrictions were scheduled to take effect.
- January 18–19: TikTok went offline for U.S. users and disappeared from the U.S. Apple and Google app stores.
- Late January: After assurances from the incoming Trump administration that enforcement would be delayed, TikTok restored service for many people who already had the app installed.
- February 13–14: Apple and Google restored TikTok to their U.S. stores, and TikTok publicly confirmed the restoration.
- January 23, 2026: TikTok announced a new U.S. operating structure, TikTok USDS Joint Venture LLC.
- July 16, 2026: A Department of Justice Office of Legal Counsel opinion addressed the relationship between the U.S. joint venture and the federal No TikTok on Government Devices Act.
Why was TikTok removed from the stores?
The removal was not simply a routine disagreement over Apple or Google app-store rules, and it was not evidence that TikTok had suddenly become technically impossible to operate. It followed a federal law aimed at applications controlled by foreign adversaries.

PAFACAA restricted app stores and hosting providers from distributing, maintaining, or updating a covered foreign-adversary-controlled application in the United States unless the owner completed a qualifying divestiture. TikTok and ByteDance were expressly within the law’s scope.
In practical terms, the law created legal exposure for the companies that hosted, distributed, or updated the application. That is why the service itself and the store listing could behave differently. TikTok’s existing infrastructure could support a restored service for some installed users, while Apple and Google still faced the question of whether they could legally list, deliver, or update the app.
The law provided for a possible one-time extension of up to 90 days, but only if a qualifying divestiture path had been identified, substantial progress had been shown, and legally binding agreements supported the transaction. The January events unfolded against that statutory deadline and the Supreme Court’s decision to leave the deadline in place.
Why “online” and “available in the App Store” meant different things

This service-versus-store distinction is the key to understanding the original headline. “Partially back online” described a temporary restoration of access, not a permanent technical fix or a final resolution of the legal dispute.
What changed in 2026?
On January 23, 2026, TikTok announced the creation of TikTok USDS Joint Venture LLC. According to the company, the venture was established in compliance with a September 25, 2025 executive order and is majority American-owned.

The venture’s announced responsibilities include:
- Protecting U.S. user data
- Securing the recommendation algorithm
- Trust and safety
- Content moderation
- Software assurance
TikTok identified Silver Lake, Oracle, and MGX as the three managing investors. Each was described as holding a 15% stake, while ByteDance retained 19.9% of the joint venture. The announced governance structure consists of a seven-member board with a majority of American directors.

TikTok’s global U.S. entities continue to handle certain commercial and cross-border activities, including e-commerce, advertising, and marketing. The joint venture’s stated mandate focuses on U.S. data, algorithm, safety, and software-security functions.
Does the joint venture mean every TikTok legal issue is over?
No. The new structure is significant, but it should not be described as proof that all future legal, regulatory, or national-security questions have disappeared.
In a July 16, 2026 opinion, the Department of Justice’s Office of Legal Counsel concluded that the version of TikTok operated by the TikTok U.S. Data Security Joint Venture did not fall within the federal No TikTok on Government Devices Act’s prohibition. The opinion relied on the joint venture’s independence from ByteDance, majority American ownership, and revised arrangements involving the recommendation algorithm and cybersecurity.

That conclusion addresses the federal-government-device statute. It should not be expanded into a claim that TikTok has permanent immunity from every restriction, lawsuit, executive action, or policy dispute. App-store availability, federal-device rules, consumer privacy obligations, and broader national-security debates are separate questions.
What should you do if TikTok is still missing on your iPhone?
If the official U.S. listing does not appear for you, first treat it as an individual availability or account problem rather than evidence that TikTok has disappeared nationwide.
- Check your Apple Account region. Open Settings > [your name] > Media & Purchases > View Account > Country/Region. An account configured for a country other than the United States may not show the U.S. storefront listing.
- Search the exact app name. Look for TikTok – Videos, Shop & LIVE and verify that TikTok Ltd. is shown as the developer. Avoid downloading an imitator with a similar name.
- Check compatibility and software updates. An older device or unsupported operating-system version may prevent installation even when the listing is live.
- Review Screen Time restrictions. Go to Settings > Screen Time > Content & Privacy Restrictions and check whether app installation or age-rated apps are restricted.
- Check whether the app is hidden from purchase history. Open the App Store, tap your account picture, and review your purchased or previously downloaded apps if a normal search does not find it.
- Restart and retry later. Store caches, account authentication problems, and temporary outages can produce a missing or unavailable download button.
Do not assume that a VPN, an unofficial download site, or a third-party installation package solves an App Store problem safely. Those methods can introduce security, privacy, malware, account, and update risks, and they are unnecessary when the official U.S. listing is available.

- Existing app, no feed: Check your internet connection, sign out and back in if possible, and update through the official store.
- App crashes: Restart the device, confirm available storage, install the latest supported operating-system update, and reinstall only from the official listing.
- Cannot update: Check the Apple or Google account used to install the app, confirm the store region, and make sure the device meets the current requirements.
- Some features are missing: Features can depend on account status, age settings, location, staged releases, and TikTok’s own service availability. A live listing does not promise that every feature is enabled for every user.
- Government-device user: Separate consumer availability from workplace or government-device policy. An app can be downloadable to a personal phone while remaining restricted on a government-managed device.
