Doctor Who’s 2025 reveal that Mrs Flood was the Rani brought back a renegade Time Lord scientist first introduced in 1985. Kate O’Mara originated the role; Anita Dobson and Archie Panjabi portray the returning incarnations. The Rani’s history is less about conquering worlds than treating life, science and even history as material to experiment with.
Who is the Rani?
The Rani is a renegade Time Lord and an enemy of the Doctor. She first appeared in the television serial The Mark of the Rani in 1985. Unlike a straightforward conqueror, she is driven by scientific experimentation and a willingness to manipulate living beings and events for her research.
The BBC’s May 17, 2025 announcement identified Mrs Flood as the Rani and described her as the Doctor’s enemy. The character’s classic stories show what that means in practice: people and history become tools in her experiments.
How the Rani’s classic stories established her character
The Mark of the Rani: a scientist with her own agenda
In her first television story, the Rani extracts a chemical from miners on Miasimia Goria and has used her TARDIS to travel to Earth in search of chemicals. The Doctor discovers dinosaur embryos aboard her ship. She works with the Master, but the partnership is tactical rather than evidence of shared purpose; the story ends with the Rani escaping.

Time and the Rani: using life to reshape history
The Rani returns in the Seventh Doctor’s first adventure. She takes advantage of his confusion after regeneration and disguises herself as Mel. Her scheme combines an asteroid made of strange matter with a brain assembled from captured geniuses, including the Doctor. She intends to turn the planet into a “Time Manipulator” and influence history and evolution.

That plan sharpens the character’s defining outlook: living beings are resources to be arranged in service of an experiment. The danger comes not only from what she might do to the Doctor, but from her readiness to treat life and the course of history as things she can redesign.

The BBC said the Doctor and the Rani face off in the two-part finale, Wish World and The Reality War. Showrunner Russell T Davies promoted the return by calling her “the greatest threat the Doctor has ever faced… and there are even more villains to come!” That is Davies’s description of the dramatic stakes, not an independently established ranking of the Doctor’s adversaries.

The Rani also appeared in Dimensions in Time (1993), which the BBC distinguishes as non-canonical. Big Finish later used a second incarnation in licensed audio stories. Those productions extend the character beyond television, but they are a separate medium and continuity context; they are not necessary background for following her television return.
