A woman reported that Stephen Collins exposed himself to her at a West Hollywood apartment complex in summer 1983, when she was 13. The allegation was reported to police in October 2014 and investigated by the Los Angeles County Sheriff’s Department, according to contemporaneous news reports. Those reports do not include the woman’s own quoted recollection or verify that she said she was “shocked.”
What the 2014 reports say about the allegation
The Los Angeles Times reported on Oct. 15, 2014, that a woman told police she was 13 when Collins allegedly exposed himself to her at an apartment complex on Havenhurst Drive in West Hollywood in summer 1983. She reported the allegation to the Los Angeles Police Department on Oct. 9, 2014; LAPD forwarded it to the Los Angeles County Sheriff’s Department, which investigated the reported event.
ABC News reproduced the sheriff’s department’s description of a report by a victim who was 13 at the time and said the event occurred in summer 1983. The allegation is not a court finding, and the reports reviewed do not identify the woman.
What the woman said—and what the reports do not establish
The contemporaneous Times and ABC accounts do not quote the woman describing her reaction or provide a first-person account. In particular, they do not substantiate the wording that she “recalls being shocked.” Without a direct source for that description, it should not be presented as her verified recollection or placed in quotation marks.

What was known about the investigation in 2014
The Times reported that sheriff’s investigators were examining the Havenhurst Drive allegation. It quoted Lt. Steve Katz saying the deadline for prosecuting crimes from the early 1980s had passed, while investigators would continue in case they developed information about more recent incidents. That was a statement about the situation as reported in October 2014; it does not establish the case’s present-day legal or investigative status.
The same Times article discussed other matters under investigation in Los Angeles and New York, including a New York complaint concerning an alleged 1972 incident and a separate California concern that was not substantiated. These are distinct reports, not additional details of the West Hollywood allegation.

How Collins’s later public account differs
In December 2014, Collins publicly described misconduct involving girls in incidents he said took place in 1973, 1982, and 1994. The Times reported his statement that he exposed himself to teenage girls in 1982 and 1994 and said he had no physical contact with them. He described a separate 1973 incident involving a preteen girl. Those are Collins’s own descriptions, not findings about the 1983 West Hollywood allegation.
An Associated Press report published by CityNews Vancouver described Collins discussing the incidents with Katie Couric. In that interview account, he said he moved a 10-year-old girl’s hand so she touched him inappropriately in 1973, and said he exposed himself to girls aged 12 and 13 in 1982 and 1994 without physical conduct with either. The sources reviewed do not establish that the 1982 incident he described was the same event, or involved the same woman, as the 1983 West Hollywood report.

Collins’s statements are his account and response; they do not supply the woman’s perspective or resolve the 1983 allegation. A CBS Los Angeles report said he had apologized to one of the women but had not approached the other two. ABC News’s account of the Couric interview quoted Collins saying he had not chosen for the allegations to become public.
