During a crisis, first protect people, then identify the operations your business must keep running, check your cash position, and put a practical continuity plan into action. COVID-19 emergency loan programs are not the same as current disaster assistance: new COVID-19 EIDL applications are closed, while separate SBA disaster loans may be available only to eligible businesses affected by a declared disaster.
What should a small business do during a crisis?
Use a short, assigned plan rather than relying on memory or improvised decisions. The U.S. Small Business Administration (SBA) recommends identifying critical functions, assigning continuity responsibilities, evaluating recovery strategies, and practicing the plan with staff. Its business management and recovery resources also cover planning, accounting, counseling, and resilience.
- Protect people and confirm the immediate situation. Follow applicable public-health, workplace-safety, and emergency directions. Establish how staff will receive updates and report urgent issues.
- List what must keep operating. Identify the functions needed to serve customers, meet legal or contractual obligations, safeguard records, and receive or make payments. Note which people, systems, suppliers, facilities, and access credentials each function depends on.
- Assign owners and backups. For each critical function, name the person responsible, an alternate, and the steps or contacts they need. Make the plan accessible if the usual office, device, or manager is unavailable.
- Choose recovery options. Consider how each essential task could continue if a worker, location, supplier, or system became unavailable. Record practical alternatives and the conditions for switching to them.
- Review cash obligations. Use current revenue, expense, receivables, payables, loan, payroll, tax, and other payment records to see what is due and when. Prioritize decisions from the actual figures; no single tactic is guaranteed to resolve a cash shortfall.
- Tell staff what to do and rehearse it. Walk through the plan with the people who will use it. Update unclear steps, missing contacts, and assumptions that fail in practice.
- Review and update the plan. Revisit responsibilities, contact information, dependencies, and recovery options when operations change or a practice reveals a gap.

How to assess cash and operating needs
Build a current picture before choosing a response. Separate money already received from expected revenue, and distinguish essential operating expenses from costs that can be deferred or changed. Review timing as well as totals: a business may have assets or expected sales but still lack cash when payroll, suppliers, rent, debt, or other obligations come due.

- Update bookkeeping records and reconcile recent transactions.
- List near-term obligations, due dates, and the consequence of missing each payment.
- Track incoming customer payments and identify overdue receivables.
- Estimate how long available cash can cover necessary expenses under more than one plausible operating scenario.
- Contact lenders, landlords, suppliers, insurers, or professional advisers early where a change in timing or terms may be possible; confirm any agreement in writing.
- Use SBA management resources or business counseling if you need help evaluating operations, records, or recovery options.

Can you still apply for a COVID-19 small-business EIDL?
No. The SBA’s COVID-19 Economic Injury Disaster Loan information says applications for new COVID-19 EIDL loans and advances ended January 1, 2022. Increase and reconsideration processing ended May 6, 2022, and the COVID-19 RAPID portal closed May 16, 2022. These are historical program deadlines, not indications that applications have reopened.

COVID-19 EIDL loans are not forgivable and must be repaid. Existing borrowers should use the SBA’s current COVID-era programs page and applicable servicing channels for account or payment questions. Any payment assistance described there is conditional and may have eligibility requirements; check the live SBA terms rather than assuming a reduction applies to every borrower.

How current SBA disaster assistance differs from COVID relief
SBA disaster loans are separate programs, not a continuation of the COVID-19 EIDL application process. Availability depends on a declared disaster, the business’s location and direct impact, the type of loss, and the program’s eligibility rules. A decline in sales by itself does not establish eligibility.
