भारत में public-domain cartoons का 24/7 YouTube चैनल शुरू करने से पहले हर कार्टून और इस्तेमाल की जा रही उसकी खास प्रति के अधिकार जाँचें। फिर बच्चों के लिए audience setting सही चुनें, लाइव प्रसारण में Content ID रुकावट की तैयारी रखें और ऐसा मौलिक संपादकीय मूल्य जोड़ें जो केवल फिल्मों को बार-बार चलाने से आगे जाए। पुराना cartoon अपने-आप public domain नहीं होता, और वैध सामग्री चलाने से monetization की गारंटी नहीं मिलती।
शुरू करने से पहले: चैनल की योजना क्या होगी?
यह काम चार अलग सवालों का जवाब माँगता है: क्या आपके पास प्रसारित की जा रही सामग्री के अधिकार हैं, क्या चैनल बच्चों के लिए है, क्या उसकी प्रस्तुति YouTube की monetization समीक्षा में पर्याप्त मौलिक मूल्य जोड़ती है, और लाइव प्रसारण रुकने पर आप क्या करेंगे। इन्हें एक ही “copyright check” न मानें—कानूनी उपयोग, YouTube की नीतियाँ और संचालन अलग-अलग जाँच हैं।
- एक या अधिक cartoons चुनें और हर शीर्षक तथा उसकी इस्तेमाल की जाने वाली प्रति की अधिकार-जाँच करें।
- चैनल और, जहाँ लागू हो, हर वीडियो/लाइव प्रसारण के लिए सही Made for Kids audience designation तय करें।
- मौलिक परिचय, क्यूरेशन या संदर्भ की योजना बनाएँ; केवल playlist दोहराने को monetization का आधार न मानें।
- YouTube Live तक पहुँच, stream की निगरानी, interruption का fallback और बाद के archive/claim की समीक्षा की व्यवस्था करें।
क्या कोई पुराना cartoon public domain में है?
सिर्फ उम्र, किसी दूसरे चैनल पर उपलब्ध होना या किसी archive से डाउनलोड हो पाना public-domain होने का प्रमाण नहीं है। YouTube Help की “Copyright on YouTube” मार्गदर्शिका कहती है कि public-domain स्थिति जटिल है और “there’s no official list of works in the public domain.” किसी खास भारतीय या विदेशी cartoon की स्थिति उसके शीर्षक, प्रकाशन इतिहास, संस्करण और लागू क्षेत्र के अनुसार जाँचनी होगी। यहाँ किसी विशिष्ट cartoon के भारत में public domain होने की पुष्टि नहीं की गई है।
हर शीर्षक के लिए rights file बनाएँ
प्रसारण से पहले एक फ़ोल्डर या रिकॉर्ड में ये प्रमाण और नोट रखें:

- किस देश/क्षेत्र के लिए अधिकार-स्थिति जाँची गई और उस निष्कर्ष का कानूनी आधार।
- आप किस प्रति, scan या restored version का उपयोग करेंगे और वह कहाँ से आया।
- फ़िल्म की तस्वीरों के साथ soundtrack, संगीत, गीत, dubbing/अनुवाद और restoration के अधिकारों का अलग-अलग विवरण।
- यदि स्पष्ट commercial/live-stream licence है, तो उसका लिखित दस्तावेज़, अवधि, क्षेत्र, माध्यम और उसमें शामिल सामग्री।
भारत के Copyright Act में “communication to the public” की परिभाषा में काम को जनता के लिए उपलब्ध करना शामिल है। अधिनियम यह भी स्पष्ट करता है कि cinematograph film या sound recording का copyright उसमें शामिल मूल कामों के स्वतंत्र अधिकारों को समाप्त नहीं करता। इसलिए किसी फ़िल्म प्रति के अधिकारों का निष्कर्ष उसके संगीत, गीत, dubbing या अलग restoration पर स्वतः लागू न करें। संदिग्ध या विवादित काम के लिए प्रसारण से पहले भारत के copyright विशेषज्ञ से सलाह लें।
Public-domain सामग्री या लिखित licence: कौन-सा रास्ता चुनें?
दोनों रास्तों में यह देखना होगा कि आपका अधिकार वास्तव में प्रस्तावित YouTube live प्रसारण और व्यावसायिक उपयोग को कवर करता है या नहीं।

सिर्फ कानूनी अनुमति से monetization क्यों तय नहीं होता?
YouTube public-domain सामग्री को monetize करने की अनुमति दे सकता है, यदि creator उसकी public-domain स्थिति साबित कर सके और सभी दृश्य तथा ऑडियो तत्वों के व्यावसायिक उपयोग के आवश्यक अधिकार उसके पास हों। लेकिन यह पात्रता channel की monetization समीक्षा की गारंटी नहीं है। YouTube की monetization नीतियाँ मौलिक और प्रामाणिक सामग्री को देखती हैं; mass-produced या दोहराए गए प्रारूप तथा सार्थक commentary, बदलाव या शैक्षिक/मनोरंजन मूल्य के बिना दोहराई गई सामग्री समस्या बन सकती है। नीतियाँ live streams पर भी लागू होती हैं और channel स्तर पर असर डाल सकती हैं।
दर्शक के लिए मौलिक मूल्य जोड़ें
हर कार्यक्रम या playlist में अपनी हिंदी भूमिका, ऐतिहासिक संदर्भ, आयु-उपयुक्त संपादकीय जानकारी या सोच-समझकर बनाई गई क्यूरेशन जोड़ने पर विचार करें। उदाहरण के लिए, प्रसारण के आरंभ में बताएं कि कार्यक्रम में कौन-सी फ़िल्में हैं और दर्शक को उनके समय, शैली या संदर्भ के बारे में क्या जानना चाहिए। यह उपयोगी संपादकीय दिशा है, YouTube approval का वादा नहीं; केवल नया परिचय जोड़ना भी monetization का निश्चित परिणाम नहीं देता।

Made for Kids setting कैसे तय करें?
YouTube सभी creators से यह बताने को कहता है कि content Made for Kids है या नहीं। उसके कारकों में बच्चों को target करना, विषय, cartoon characters, intended या actual audience और भाषा शामिल हैं। यदि चैनल बच्चों के लिए cartoons प्रसारित करता है, तो इस setting को शुरुआत में ही गंभीरता से तय करें और सुविधा या विज्ञापन पाने के लिए गलत वर्गीकरण न करें। चैनल-स्तर की setting और किसी खास वीडियो या लाइव प्रसारण पर लागू audience designation, आपके content के अनुरूप होने चाहिए।
बच्चों के दर्शक होने का अनुभव और आय पर असर

YouTube Live के लिए DIY संचालन की प्रक्रिया
24/7 live stream के लिए केवल फ़िल्मों की playlist तैयार करना पर्याप्त नहीं। YouTube Live तक channel की पहुँच और किसी मौजूदा restriction की जाँच करें; कुछ उल्लंघनों पर live streaming अस्थायी या स्थायी रूप से बंद हो सकती है। उपलब्धता channel की स्थिति पर निर्भर करती है।
- पहले अधिकार और फ़ाइलें जाँचें: केवल rights file में दर्ज और प्रसारण के लिए स्वीकृत वीडियो playlist में रखें। वीडियो के साथ उनकी अवधि, अधिकार-धारक या public-domain प्रमाण का स्थान और संपर्क विवरण दर्ज करें।
- YouTube Studio में Live खोलें: YouTube Studio के Live Control Room में उपलब्ध stream setup निर्देशों का पालन करें। प्रसारण शुरू करने से पहले channel की live-streaming पात्रता और dashboard में दिख रही किसी पाबंदी की पुष्टि करें।
- अपना encoder/प्रसारण स्रोत जोड़ें: YouTube के Live Control Room में प्रदर्शित stream key और ingest निर्देशों के मुताबिक encoder कॉन्फ़िगर करें। Stream key निजी रखें; यदि वह अनधिकृत व्यक्ति तक पहुँच जाए, तो उसे बदलने और encoder को नई key देने की जरूरत पड़ सकती है।
- Resolution, bitrate और keyframe को अनुमान से न चुनें: इन्हें इस्तेमाल किए जा रहे encoder, source फ़ाइल और YouTube के उस समय दिखाए जा रहे stream निर्देशों के अनुसार सेट करें। उपलब्ध जानकारी किसी एक निश्चित resolution, bitrate या keyframe interval की पुष्टि नहीं करती; मनमाने संख्यात्मक मानों को हर setup के लिए सही न मानें। स्रोत वीडियो की गुणवत्ता से अधिक गुणवत्ता का प्रसारण भी मूल फ़ाइल में विवरण नहीं जोड़ता।
- Playlist और fallback तैयार करें: क्रम, दोहराव और अगली सामग्री की जाँच करें। Interruption के लिए ऐसा fallback slate रखें जो अनधिकृत cartoon या संगीत चलाने के बजाय दर्शक को बताए कि प्रसारण अस्थायी रूप से रुका है।
- Stream शुरू करके निगरानी करें: प्रसारण के दौरान एक जिम्मेदार व्यक्ति को YouTube की चेतावनियों और stream की स्थिति देखने दें। लाइव content को तीसरे पक्ष के content से मिलान के लिए स्कैन किया जा सकता है; पहचाने गए content को रोकने के लिए चेतावनी आ सकती है, और समस्या जारी रहने पर placeholder image, अस्थायी interruption या stream termination हो सकता है।
- Interruption या claim पर प्रतिक्रिया दें: चेतावनी पर प्रभावित सामग्री हटाएँ या रोकें, अधिकार प्रमाण और licence संपर्क विवरण देखें, और अधिकार-धारक से channel को Content ID allowlist में जोड़ने का अनुरोध करें। समाप्त हो चुकी stream का archive बाद में भी Content ID claim पा सकता है; archive और claim की समीक्षा की प्रक्रिया रखें।
24/7 प्रसारण को बिना निगरानी छोड़ना सुरक्षित संचालन योजना नहीं है: interruption, rights claim या channel restriction आने पर किसी को कार्रवाई करनी होगी। किसी stream या service के लिए निरंतर उपलब्धता की गारंटी यहाँ स्थापित नहीं है।
