Paramount plans to combine Paramount+ and HBO Max into one streaming service—but only if Paramount Skydance completes its proposed acquisition of Warner Bros. Discovery. The apps have not merged, and there is no confirmed name, launch date, price, or subscriber-transition plan. As of August 18, 2026, a lawsuit by 12 U.S. states is still challenging the corporate deal.
The headline is based on a real plan, not a completed change. Paramount Skydance, which owns Paramount+, has agreed to acquire Warner Bros. Discovery (WBD), the owner of HBO Max. Paramount has said it intends to bring Paramount+ and HBO Max together after the acquisition closes. Until then, they remain separate services.
In brief: The proposed combined service depends on a corporate acquisition that remains unresolved in U.S. court. Regulators in Europe and the U.K. have approved it, and the U.S. Department of Justice (DOJ) closed its investigation without challenging the transaction. Those steps have not ended the state lawsuit or guaranteed that the acquisition will close.

Paramount’s plan is to combine the paid services Paramount+ and HBO Max as part of a broader direct-to-consumer strategy. Its materials also discuss Pluto TV within a unified or highly integrated streaming business. That does not establish that Pluto’s free, ad-supported channels will all move into the same paid app; a shared corporate strategy is not the same as a single product.

The proposed owner would bring together brands and programming associated with HBO, Warner Bros., DC, Paramount Pictures, CBS, Showtime and Nickelodeon, among others. That makes a larger combined offering possible, but it does not guarantee that every title will be available in one place. Streaming rights vary by country, contract, platform and release window; sports and other programming can have separate rights restrictions.
Paramount has also said HBO would retain brand independence. That is a statement about HBO’s identity, not a promise that HBO will keep a separate app. The companies have not announced whether the eventual product will use the Paramount+ name, the HBO Max name, a new name, or one main app with distinct brand hubs. Any of those possibilities remains speculation.

The deal is a corporate acquisition, not an app merger already under way
Paramount Skydance and WBD entered their merger agreement on February 27, 2026. If completed, Paramount Skydance would acquire WBD; the streaming combination is a planned consequence of that transaction, rather than a separate deal in which Paramount+ has already bought HBO Max. The merger agreement is filed with the SEC, and Paramount’s materials describe its streaming strategy.
The companies initially expected a third-quarter 2026 closing, subject to conditions. That is no longer a reliable guide to timing: the U.S. litigation has delayed closing. The parties have agreed not to close while the case remains unresolved, or before June 1, 2027, whichever comes first. That date is a contractual outside timing point—not a promised merger closing or streaming-app launch date. Even after a corporate closing, product, technology, billing and rights integration could take additional time.

Where approvals and the lawsuit stand
- U.S. DOJ: The Antitrust Division closed its investigation without challenging the deal, saying it was not likely to harm competition or consumers, including in subscription video on demand. This is not the same as a court ruling or a guarantee the deal will proceed. Read the DOJ statement.

- U.K. Competition and Markets Authority: Approved the acquisition. See the announcement.
- U.S. states: Twelve states are challenging the transaction in court on antitrust grounds, and the case remains unresolved. The claims go beyond streaming and include concerns involving theatrical film distribution and basic cable-channel licensing. The Associated Press has reported on the lawsuit and delay.
So it is more accurate to say regulatory approvals have advanced than to say the merger is fully approved. The DOJ’s decision not to bring its own challenge does not dispose of the states’ case. The lawsuit could delay or block the acquisition; the parties could also change course or the agreement could end. The current status is not a guarantee of a particular outcome.
What subscribers should expect right now
There are no official instructions for account linking, billing changes, profile or watchlist transfers, downloads, household rules, or subscription migration. It is also unknown how annual plans, promotional rates, app-store subscriptions, cable-provider billing, premium add-ons or duplicate subscriptions would be handled.

For now, keep using your current service and follow notices from the company that bills you. If you subscribe through Apple, Google, Roku, Amazon, a cable provider or another distributor, that billing partner may be involved in any future change. Check renewal dates and promotion terms as you normally would, but do not cancel or keep a subscription solely on the assumption that a new app is imminent.

HBO and Warner Bros. programming is the present-day reason to consider HBO Max; Paramount, CBS, Showtime or Nickelodeon programming may make Paramount+ a better fit. Readers already paying for both should assess whether both are worth their current cost while the apps remain separate. There is no confirmed combined price to compare against.

Questions the companies still need to answer
- Service name and app design: Not announced. Separate brand hubs could coexist inside one app, but that has not been confirmed.
- Price and tiers: Not announced. A combined service could have multiple tiers or different ad options, but no post-deal price or plan structure is established. Adding today’s standalone prices together would not predict the future price.
- Catalog and availability: Not guaranteed title by title or country by country. Existing licensing and sports rights can limit what appears, where and when.
- Customer migration: No timetable or process announced. How billing, profiles, downloads and existing promotions would carry over remains open.
- Launch timing: No consumer release date announced. Any app consolidation would follow the corporate deal and could take additional time.
Past streaming transitions, including WBD’s earlier handling of HBO Max and Discovery+ in different markets and configurations, do not tell subscribers exactly how this larger combination would work. The services have distinct platforms, customer accounts and commercial arrangements.
