Oracle Cloud’s Always Free allowance includes 10 TB of outbound data transfer per month. On transfer volume alone, that is enough for a nonstop 30-day YouTube stream at the platform’s recommended H.264 1080p bitrates, before overhead and other traffic. It is not a promise that a free VM can sustain the required network throughput or encode reliably. Check your tenancy’s actual limits and test the stream before depending on it around the clock.
What Oracle’s Always Free limits include
Oracle’s current Always Free Resources documentation lists these relevant allowances:

These quantities establish eligible resource allocations, not the performance of a particular instance. Oracle notes that an Always Free shape can encounter a temporary out-of-host-capacity error. Check the current values for your account under Limits, Quotas and Usage; Oracle’s Limits by Service documentation explains that limits can be tenancy-specific.
How much data a nonstop 1080p stream uses
YouTube’s current live encoder guidance recommends H.264 bitrate ranges of 5–14 Mbps for 1080p30 and 6–17 Mbps for 1080p60. Applying those bitrates to 30 days (2,592,000 seconds), using decimal Mbps, gives these approximate raw transfer volumes:

These are arithmetic estimates, not Oracle or YouTube measurements. They assume a continuous stream at the stated bitrate and exclude protocol overhead, reconnects, extra streams, backups, and any other outbound traffic. Leave headroom and monitor actual usage. Staying below the 10 TB volume limit does not prevent a stream from failing due to insufficient throughput, compute constraints, instance availability, configuration, or YouTube ingestion problems.
Why the free transfer allowance does not guarantee a working stream
Transfer volume and throughput are different
A 10 TB monthly allowance says how much outbound data is included over the billing period; it does not state how quickly a particular VM can send data continuously. Oracle’s public documentation does not promise sustained outbound throughput for a specific Always Free instance in a particular home region.

Encoding workload matters
If the VM must encode video, performance depends on the software, codec, resolution, frame rate, and workload. The published A1 allocation is an aggregate allowance, not an encoder benchmark. A VM that only relays an already-encoded stream may need less CPU than one that encodes it, but that distinction should be tested on the actual setup rather than treated as an Oracle guarantee.
Region, capacity, and trial credits matter
Always Free compute is available in the tenancy’s home region, and the A1 allocation is shared across A1 instances rather than multiplied by splitting the workload. Oracle’s Free Tier page distinguishes Always Free resources from $300 in trial credits available for up to 30 days. Trial credits and paid resources should not be mistaken for perpetual free capacity.

Configure and test the YouTube stream
YouTube supports RTMP and RTMPS for live ingest and recommends RTMPS. Its current guidance includes H.264, H.265, and AV1 encoder options, supports up to 60 fps, recommends constant bitrate encoding, and calls for a two-second keyframe interval (no more than four seconds). The bitrate ranges above apply to H.264.
- Check your tenancy first. In the Oracle Cloud console, review Limits, Quotas and Usage for the current compute and networking values in your home region. Confirm that the desired instance shape is available; an out-of-host-capacity error may be temporary.
- Choose the workload and settings. Decide whether the VM will encode or only relay video. Set the encoder to a YouTube-supported protocol, constant bitrate, and a two-second keyframe interval. Keep the total stream bitrate within both YouTube’s recommended range for your resolution and frame rate and the actual upload capacity available to the VM.
- Use the YouTube stream key carefully. Enter the key in the encoder or relay configuration for the intended YouTube broadcast. Treat it as a credential: do not publish it, include it in screenshots, or expose it in logs. If it is exposed, replace it in YouTube’s live control settings and update the sender.
- Run a representative test. Test the intended resolution, frame rate, audio, and typical motion—not just a static or low-bitrate sample. YouTube recommends testing with representative content and monitoring stream health and warnings. Keep the test running long enough to reveal sustained throughput or encoding problems before relying on it continuously.
- Monitor actual use. Watch YouTube’s stream health and Oracle’s transfer and resource usage. Include headroom for overhead, reconnections, other outbound traffic, and any additional streams. Recheck after changing bitrate, quality, or workload.
YouTube’s streaming tips make the bandwidth constraint explicit: “The total bitrate you’re streaming cannot exceed the amount of upload bandwidth available.” That available bandwidth must be verified in practice; a monthly transfer quota cannot establish it.

Copyright and continuous playback
A nonstop stream still has to comply with YouTube’s rules. Use video and audio you own or have permission to stream, and check whether any license covers continuous public livestreaming and monetization where relevant. A cloud VM or a looping setup does not grant rights to documentary footage, music, or other content. Review YouTube’s current copyright and live-stream policies before scheduling repeated playback; rights claims or restrictions can interrupt a stream regardless of Oracle capacity.
