Use closed captions when your streaming platform and player reliably support a caption feed and viewers should be able to turn captions on or off. Use open captions when the stream may be watched through players or destinations with uncertain caption support, because the text is embedded in the video. Neither format is universally more accessible: the right choice depends on delivery, viewer control, and whether captions can be made accurate and readable.
What open and closed captions mean
Captions are synchronized text alternatives for speech and for relevant non-speech audio needed to understand the media. That can include speaker identification, sound effects, music, and laughter—not just dialogue. W3C distinguishes captions from dialogue-only subtitles, although some regions use “subtitles” to mean captions generally. Here, “captions” means same-language accessibility text; translated text is described as subtitles when relevant. W3C explains the distinction and definitions.
- Closed captions can be turned on or off in a player that supports them. Their delivery depends on both the platform and the viewer’s player.
- Open captions are part of the video presentation and cannot be turned off. Because they are visible in the image, they do not depend on a caption toggle.
In either format, captions should not cover relevant visual information.
Which format should you use?

W3C recognizes both open captions and supported closed captions as techniques for meeting the live-caption criterion when paired with live caption creation. The choice is contextual, not a universal accessibility ranking. See W3C’s live-caption guidance.

What accessibility guidance requires
WCAG 2.1 Success Criterion 1.2.4 says: “Captions are provided for all live audio content in synchronized media.” This is about making captions available for live synchronized media; it does not require every stream to burn captions into the video. W3C’s supporting guidance includes live caption creation combined with either open captions or supported closed captions.
Captions give people who are deaf or hard of hearing access to auditory information in real-time video. They can also help people who process written information more easily than audio. Include speaker identification and relevant sound information when viewers need it to understand what is happening. Read the criterion and supporting explanation.

How caption delivery works on YouTube Live and Twitch
YouTube Live
YouTube’s documented options include captions embedded in the video using EIA 608/CEA 708, or delivery through supported caption software over HTTP. For the documented event workflow, the creator enables closed captions, copies a signed caption-ingestion URL, and gives it to a captioner or compatible software. YouTube’s support page lists Total Eclipse, Case CATalyst, CaptionMaker, and StreamText.Net in its supported-software section. It says to add a 30- or 60-second broadcast delay for that event workflow and currently describes support for one caption track in the embedded 608/708 workflow. These are workflow-specific instructions; check YouTube’s current help page and your event setup before relying on them, since interfaces and platform behavior can change. Twitch
Twitch’s streamer guide describes real-time closed captions delivered through broadcasting software, including an OBS plug-in route that lets viewers toggle captions. Prepare and check captions before going live
Live captions are harder to correct than captions for a recording: there is little time to revisit audio, fix a recognition error, or confirm a name. W3C says live captions are usually produced by professional real-time captioners or CART providers. YouTube also advises creators to review automatically generated captions because speech recognition can make mistakes. W3C live-caption guidance and YouTube’s advice on automatic captions.
- Choose the delivery format for the actual destinations. For closed captions, verify the platform’s caption-ingestion method and the viewer’s ability to display them. For open captions, check how the text appears in the encoded video.
- Review high-risk words. Check names, acronyms, technical terms, and spoken instructions where an error could cause confusion. Arrange human captioning or another verification workflow when accuracy matters and automatic recognition is not sufficient.
- Check timing and readability. Confirm captions appear in sync with speech, can be read at the expected viewing size, and do not obscure essential visuals. For closed captions, test the viewer controls in the target player; for open captions, check every relevant layout or destination.
- Test the complete stream path. Run a rehearsal with the encoder, caption source, platform, and player you intend to use. Confirm captions reach the viewer—not only the production preview.
- Review the recording afterward. If you publish the stream as a recording, check the captions and correct errors; W3C notes that minor accuracy edits may be needed for published media.
Common caption problems and practical fixes
