Spoilers for NCIS Season 23, Episode 13, “All Good Things.” For its 500th episode, NCIS did more than stage a shocking twist: it temporarily dismantled the agency and made Director Leon Vance’s life the price of its return. Showrunner Steven D. Binder said the story was designed both to demonstrate that a character-based procedural can have lasting stakes and to honor actor Rocky Carroll, who had played Vance for 18 seasons.
What happens in NCIS’s 500th episode?
“All Good Things,” Season 23, Episode 13, aired March 24, 2026. It opens with NCIS shut down and absorbed into Army CID. The team members are scattered into new jobs, while Vance keeps defending the agency. When the team reunites over an accusation that Billy Fuentes’ sister killed a Navy sailor, the investigation uncovers a weapons-smuggling ring and corrupt officials.
The crisis turns personal and irreversible. Vance defuses a bomb in the evidence garage, then a corrupt Army CID agent shoots him. The episode initially obscures what has happened to him; the reveal of young Ducky guiding him makes clear that Vance has died. The investigation also uncovers falsified budget figures behind the shutdown. NCIS is restored, the team returns to its mission, and Parker comes out of retirement.
TV Insider’s March 24, 2026, interview with executive producer Steven D. Binder and TVLine’s March 24 interview with Carroll identify the installment as the series’ 500th episode.

Why did NCIS kill off Vance?
Binder described Vance’s death as a deliberate exchange: the character gives his life so the agency can survive. “It is never easy to say goodbye to any of our characters, but we wanted to honor Rocky and his legacy on the show as best as we could — in this case, giving his life so his agency could live,” he told TV Insider.
That choice also addresses a tension Binder sees in the series. “On the one hand, NCIS is a quirky character-based procedural. But on the other hand, there have always been real stakes, perhaps as best embodied by what happened to Agent Todd [Sasha Alexander] in the Season 2 finale,” he said. Episode 500 applies that principle to both the institution and one of its most established leaders: NCIS’s survival is the case’s outcome, but it comes at a cost the story does not undo.

Carroll says the exit was not his request
Carroll said the idea came from the creative team, not from a request by him to leave. Recalling Binder’s pitch to TVLine, he said: “Hey, we’ve got an idea for the 500th episode. We want to do something that really sends shockwaves through the TV community and the fan base, and your character is central to the storyline.”
Carroll told TV Insider the proposal was for something “really spectacular, really big,” intended to send “shockwaves through the NCIS fan base and the community.” Once he heard the plot, however, he saw its dramatic logic: “When they did tell me the whole plot line and the story, my first thought completely candidly was, it’s actually a terrific story. It’s going to be a great, shocking story.”

He also embraced the tribute framing. As he recalled it to TVLine, Binder’s objective was, “I want this to be a tribute and a love letter to your character.” Carroll said, “And I think that’s what we accomplished.” The episode therefore plays as both a franchise milestone built for shock and a farewell shaped around a character’s history; those are creative intentions and Carroll’s assessment, not evidence of a universal audience reaction.

Vance’s death is permanent within the episode, while the shutdown is reversed. That distinction lets “All Good Things” disrupt the familiar team and its chain of command without ending NCIS’s work. The case restores the agency, but not the exact status quo: its members have been scattered, its director is gone, and Parker returns from retirement.

For a long-running procedural, that is the episode’s clearest way of “going big.” The threat is not just a dangerous suspect or a bomb; it is the institution the team serves. And the resolution does not erase the central loss. Binder’s explanation and Carroll’s comments frame that loss as an effort to give Vance a consequential ending after 18 seasons, while the plot makes the agency’s continuation depend on his sacrifice.
