He confesses to Stevie later, saying he meant to scare Evelyn into dropping her investigation—not kill her. That private deception runs alongside Mike’s increasingly fragile efforts to manage the cartel war and keep order inside Anchor Bay.
What happens in “Sins of Omission”?
“Sins of Omission” is Season 4, Episode 4 of Mayor of Kingstown. Paramount+ lists it under that title in its episode guide. The episode opens with Mike waking beside prison guard Cindy Stephens. Ian calls with news that the Colombian cartel conflict has escalated, and Mike leaves to deal with the fallout.
The crisis follows the failed attack on Cortez. Frank’s men did not kill him; Cortez killed them and escaped. Mike admits he knew the attack was coming and had surveillance turned off. He tells Ian and Stevie that Bunny is allied with Frank and that Frank has taken out the Russians. Frank says the two men sent against the cartel were scouts. Bunny suspects Roberto Cruz is directing events from prison, assigns Raph to deal with Cruz, and leaves Frank to cover the streets.
Why does Ian attack Evelyn?
After Kyle’s wife, Tracy, finds her car door open and a window ajar, Mike checks the house and says he will have police watch it. Elsewhere, Ian waits on an overpass and drops a brick onto Evelyn’s windshield. The crash does not kill her.

At the hospital, Evelyn believes children threw the brick. Mike warns that she may be in greater danger and urges her to step back from the case. She refuses: she has a witness who can place Ian at Morrissey’s on the day he was murdered. Mike then asks Ian directly whether he threw the brick. Ian denies targeting Evelyn.
The episode makes clear what that denial conceals. After Mike leaves Ian at a bar, Stevie asks whether Ian caused the crash, and Ian admits it. He says his intention was to frighten Evelyn into dropping the investigation, not to kill her. The contrast is central to the episode: Ian lies to Mike, then tells Stevie the truth.

What changes inside Anchor Bay?
Mike’s problems outside prison have a parallel inside it, where his influence over the people and arrangements around Kyle looks uncertain.
Callahan and Kyle
Callahan tells Kyle to become numb and gives him a mirror so he can see what is coming at him. Warden Hobbs appears to tolerate Callahan’s continued presence in Ad Seg in exchange for an arrangement the episode leaves unspecified. Later, Cindy confirms Callahan has been in Ad Seg since before Kyle arrived and is housed in the cell next to him—contrary to what Mike expected from Hobbs. Mike tells Cindy to destroy the list of Ad Seg prisoners she gave him.

Raph, Roberto, and the prison supply line
Raph and the Crips attack Roberto and the Colombians in the yard. The brawl turns violent, and a guard fires when prisoners fail to obey orders to get down. Kevin also reports that Colombians are bringing drugs into the prison through fueling trucks. Mike tells Kevin to get a burner phone to Kyle.
Why Mike’s control is slipping on two fronts
In town, Mike is trying to contain the Colombian threat without allowing the shifting ties among Bunny, Frank, and the cartel to trigger a wider breakdown. In prison, Raph’s attack, the Colombians’ supply route, and Callahan’s proximity to Kyle show that the same kind of unstable balance exists behind the walls. Mike can still respond—by directing Kevin or trying to shield Evelyn—but the episode repeatedly shows that other people are acting beyond his control.

That tension gives Ian’s decision its weight. Mike’s work depends on managing dangerous relationships and keeping information in circulation; Ian secretly uses violence to influence Evelyn’s case, then denies it when challenged. Evelyn’s witness may still connect Ian to Morrissey’s murder, and the crash has not removed that leverage.
