For a Super Chat you chose to send, YouTube’s published policy says the payment is non-refundable. The creator’s location in India does not appear as an exception in that policy. If you do not recognize the charge, treat it as a possible unauthorized transaction and report it through your Google Account; that reporting process is separate from a standard refund request and does not guarantee reimbursement.
Voluntary Super Chats are non-refundable
YouTube groups Super Chats with other voluntary payments in its refund policy, which states: “Super Chat, Super Stickers, Super Thanks, and YouTube Giving are voluntary, non-refundable payments.” YouTube Help: Refunds for Super Chat, Super Stickers, and Super Thanks
So if you sent a Super Chat yourself and simply changed your mind, YouTube’s published policy does not offer a refund on that basis. The policy does not describe a different rule for a creator based in India.
If you do not recognize the charge
A charge you say you did not authorize is a different situation from regretting a purchase. YouTube directs account holders to report unauthorized charges through their Google Account. Reporting a transaction is the appropriate route to raise the issue, but it is not a promise that the charge will be reimbursed. See YouTube’s guidance on Super Chat refunds and unauthorized charges.

Check how the purchase was billed
Some new Super Chat purchases made in the YouTube Android app are billed through Google Play. YouTube says this changes where the purchase is billed, not the price. To inspect the charge and its billing details, check pay.google.com. For questions about a payment, YouTube directs viewers to contact YouTube support through its purchase guidance.
The billing route can help you identify a transaction, but it does not by itself establish that a voluntary Super Chat is refundable. Google Play’s general policy says refund outcomes can depend on what was purchased, when and how it was paid for, and the user’s location. That general guidance does not state an India-specific exception to YouTube’s Super Chat policy. Google Play Help: Learn about Google Play refund policies

What the creator can—and cannot—do
YouTube’s payment guidance directs viewers to YouTube or Google payment support and account reporting. It does not describe creators as able to reverse a viewer’s Super Chat payment. A creator’s location or response should not be treated as a substitute for reporting a charge through the appropriate account process.
YouTube says creators receive the majority of Super Chat and Super Sticker revenue, but does not give a percentage in the cited purchase guidance. YouTube Help: Buy a Super Chat or Super Sticker on a computer

Keep a YouTube channel live without leaving a computer on
For documentary channels that run scheduled or continuous YouTube programming, StreamNeo is a cloud service for looping uploaded videos or playlists on YouTube. Upload a recording or build a playlist, add your YouTube stream key once, and go live; the cloud keeps the stream running without a computer or home connection staying on. Each slot streams the upload as made, up to 4K 60fps, at one flat price per slot, with automatic recovery if YouTube drops the stream. The first day is free with no card.
StreamNeo is separate from YouTube’s Super Chat payment and refund process; it does not change those rules. To try the service, start a StreamNeo account.
