No single treasury did. In September 1781, the Continental Congress could not provide the specie needed to keep Washington’s soldiers marching, so Robert Morris borrowed 26,600 Spanish dollars from Rochambeau’s French military treasury. At the same time, Admiral de Grasse obtained 1.2 million livres in Havana, while France supplied troops, weapons, ammunition, uniforms, transport, and the fleet that controlled Chesapeake Bay.
Those streams solved different problems. The Rochambeau loan was an emergency payroll advance; the Havana money supported allied operations; French matériel and soldiers supplied combat power; and naval superiority prevented Cornwallis from being reinforced or evacuated. The evidence does not produce one reconciled Yorktown budget, and it does not show that any single payment bought the surrender. Yorktown was financed as a joint American-French operation whose cash, supplies, and sea power arrived at the moment each was needed.
What “paying for Yorktown” actually means
The question sounds as if the campaign had one bill and one payer. The surviving accounts point to a more complicated arrangement. The Continental Congress financed the war by printing money and borrowing, but it had no authority to levy taxes. By 1781, inflation, arrears, and depleted credit made ordinary American payroll unreliable. French government loans to the United States eventually exceeded two million dollars over the Revolutionary War, according to the State Department’s Office of the Historian, but that is a war-wide total rather than a Yorktown appropriation.
Four kinds of support converged in Virginia:
- Immediate specie: hard Spanish dollars for the Continental soldiers’ pay before the march south.
- Local fundraising: money raised in Havana for the allied armies.
- In-kind French support: arms, ammunition, uniforms, supplies, troops, and transport.
- Naval operations: a French fleet that carried reinforcements, fought the British, and held the Chesapeake long enough for the siege to close.
These categories should not be collapsed into a single “French payment.” They involved different people, dates, treasuries, and purposes.

Why the Continental Army needed cash before Virginia
Congress could not meet the payroll
In August 1781, George Washington warned Robert Morris that the army needed at least a month’s pay in specie before it marched into Virginia. Soldiers had gone for long periods with depreciating paper money or no regular pay. Dissatisfaction was visible as the army moved south, and some men deserted. Morris, the superintendent of finance, did not have enough usable funds on hand to correct the problem from American resources alone.
Specie mattered because a Spanish dollar retained a value that Continental paper currency no longer reliably carried. A month’s hard-money pay was not a complete campaign budget; it was the immediate inducement that made a long, dangerous movement possible. Without it, Washington risked losing men before they reached the siege lines at Yorktown.
Rochambeau’s emergency loan
On 7 September 1781, Morris asked the French commander, the Comte de Rochambeau, for 26,600 Spanish dollars in specie, promising repayment. The U.S. Army Center of Military History gives the equivalent as 143,640 livres and notes that the sum was almost half the money remaining in Rochambeau’s treasury. This was therefore a substantial draw on French military cash, not a routine American payroll transfer.
The request was specific: pay for the American troops. It was not an accounting of every expense for the Yorktown operation, and it did not cover French soldiers, the fleet, artillery, provisions, transport, or the many other costs of a siege.
The payment reached the troops on 8 September
The specie was distributed the next day. Major William Popham recorded the significance in words quoted by the Army Center of Military History: “This day [8 September 1781], will be famous in the annals of History for being the first in which the Troops of the United States received one month’s Pay in Specie—all the civil and military staff are excluded.” His qualification matters: the statement concerns the troops and explicitly excludes the civil and military staff.

Later recollections add texture without replacing the contemporary transaction. Joseph Plumb Martin remembered receiving a month’s pay in specie borrowed from French officers. Private John Hudson recalled receiving six French crowns at Elkton and said his comrades received the same amount. These memoirs show how enlisted men remembered the payment decades later; they should not be treated as a complete ledger proving that every soldier received an identical sum.
French money raised outside the military treasury
De Grasse’s Havana collection
While the army’s payroll crisis was being addressed, Admiral de Grasse sought additional resources in the Caribbean. The National Park Service reports that he raised 1.2 million livres in Havana, Cuba, from the local government, banks, and citizens to assist the American and French armies. The figure describes a collective Havana effort, not the September loan from Rochambeau and not an installment of the French government’s long-term loans to Congress.
The Havana funds belong to the campaign’s wider logistical story. Money gathered there could support provisions, pay, transport, and other requirements of an expedition operating far from its principal bases. The available account identifies the amount and its contributors but does not turn it into a complete line-by-line Yorktown budget.

Supplies and people were as important as cash
French assistance arrived in forms that a balance sheet would not capture neatly. France provided arms, ammunition, uniforms, and other matériel, and sent troops who fought alongside Washington’s army. French transport moved men and equipment toward the theater. These contributions reduced the quantity the Continental Congress would otherwise have had to buy, manufacture, or haul while its own finances were under strain.
The practical question was not simply whether Washington possessed dollars. It was whether enough soldiers had clothing, weapons, powder, food, artillery, and transport to maintain a siege. French support filled several of those gaps simultaneously.

Why the fleet changed the financial equation
Control of the Chesapeake
French naval power made the land expenditure effective. De Grasse’s fleet entered the Chesapeake and denied the British command of the bay. That control allowed the allies to move troops and supplies by water and prevented Cornwallis from receiving the British reinforcements he needed.
Washington expressed the operational principle directly: “No land force can act decisively unless it is accompanied by maritime superiority.” The quotation is a general observation about the relationship between armies and fleets, not a description of the Rochambeau loan. At Yorktown, however, the principle was concrete. A paid and supplied army could be trapped against the York River only if British relief was kept away.

The French fleet fought off the British attempt to regain access to the Chesapeake. With the bay effectively controlled, allied shipping could support the encirclement, while Cornwallis’s options narrowed. The land siege and the naval blockade therefore consumed and protected resources together: troops needed supplies delivered to the lines, and those deliveries depended on sea power.
Cornwallis surrendered on 19 October 1781. The surrender followed the convergence of American and French forces, French naval operations, and the logistical system that kept the allies in position. The sources do not support saying that the 26,600-dollar loan alone purchased the victory; they show that it helped solve one urgent problem inside a much larger joint effort.
The four financial streams, kept separate
| Stream | Amount or scale | Date and scope | Immediate function |
|---|---|---|---|
| Rochambeau’s military-treasury loan to Morris | 26,600 Spanish dollars, equivalent to 143,640 livres | Requested 7 September 1781; paid to troops 8 September; Yorktown-era emergency | One month of specie pay for Continental troops |
| Havana funds raised by de Grasse | 1.2 million livres | Raised in Havana from local government, banks, and citizens; campaign support | Assistance for the American and French armies |
| French government loans to the United States | More than two million dollars in total | Revolution-wide aggregate, most negotiated by Benjamin Franklin | Broad American wartime financing, not a Yorktown-only account |
The table’s distinction prevents a common error. The first figure is a short-term military loan for payroll; the second is a Havana fundraising drive; the third is an aggregate of government lending across the Revolution. None is a complete statement of what the Yorktown campaign cost.

How the money connected to the army’s movement
- Washington identified the immediate risk. Before the march into Virginia, he sought at least a month’s pay in specie because unpaid and dissatisfied troops threatened the army’s strength.
- Morris tested American resources. He could not assemble the needed payroll from funds available in the Continental system.
- Rochambeau advanced hard currency. Morris requested 26,600 Spanish dollars on 7 September, with repayment promised.
- The army received the payment. Distribution on 8 September gave the troops a tangible reason to continue the march; Popham described it as the first month of specie pay for U.S. troops, excluding staff.
- Allied resources accumulated in the theater. De Grasse’s Havana fundraising and French supplies, soldiers, and transport strengthened the expedition beyond the payroll transaction.
- Naval superiority protected the investment. The French fleet controlled the Chesapeake, enabled movement of men and supplies, and blocked British relief.
- The siege reached its decision. American and French forces maintained pressure until Cornwallis surrendered on 19 October.
Did France finance the American victory?
Yes, if “finance” includes the money, supplies, troops, transport, and naval operations France supplied. No, if the phrase implies that France wrote one check covering the whole battle or that the United States contributed nothing. The American army conducted the campaign with French assistance, while American finance officials still had to borrow specie, organize payroll, and move a Continental force hundreds of miles.

It is also misleading to call the Rochambeau loan a gift from the French government. The documented transaction was a loan from the French commander’s military treasury to Morris, made for a defined purpose and accompanied by a promise of repayment. That is different from the separate French government loans negotiated over the course of the war and from de Grasse’s locally raised Havana funds.
The most accurate description is a coalition financing system. American institutions supplied the army and command structure but faced a severe cash shortage. French institutions and commanders supplied credit, matériel, manpower, and maritime power. Cuban officials, banks, and citizens in Havana added a separate pool of assistance. Each contribution mattered because it met a different constraint.
What the sources do not establish
No cited account provides a single reconciled ledger for Yorktown. The available figures do not add up to a reliable campaign total because they cover different scopes and currencies. The 26,600 Spanish dollars concern one emergency payroll loan. The 1.2 million livres concern funds raised in Havana for allied armies. The “more than two million dollars” in French government loans covers the Revolutionary War as a whole.
For that reason, a modern-dollar conversion would create false precision unless it specified a transparent method, date, and purpose. Exchange rates, purchasing power, and the distinction between a loan and an in-kind contribution all change what a comparison means. The evidence supports identifying the transactions and their uses, not inventing a final Yorktown price tag.

Why the September payment mattered beyond morale
Specie pay had a practical military effect. A soldier who had gone months amid depreciating currency could use silver immediately, and the payment signaled that the army’s financial authorities recognized the obligation to the men who were being asked to march and fight. It also reduced the risk that dissatisfaction would turn into desertion at the very moment Washington needed a dependable force.
The payment did not solve every financial problem. It covered one month for the troops, while staff were excluded from Popham’s description and the campaign still required food, ammunition, clothing, artillery, engineering, boats, wagons, and hospital support. Its importance lies in timing: a limited amount of hard currency arrived just before the army’s decisive movement.
What happened to the debt afterward
Borrowing postponed an immediate crisis but left the new United States with obligations. Congress had financed wartime spending through loans and paper money without a regular tax power, and the government struggled to service its debts after independence. The later debt burden is part of the same fiscal story, but it should not be confused with the September 1781 payroll transaction or with the Havana collection.
Yorktown therefore illustrates both the usefulness and the limits of eighteenth-century credit. Borrowed specie could keep an army moving; it could not by itself provide ships, powder, soldiers, or control of a bay. Those capabilities had to be assembled through a broader alliance.

The clearest answer in one sentence
The Americans paid their Yorktown soldiers with a month of specie borrowed from Rochambeau, while de Grasse’s Havana fundraising and France’s supplies, troops, transport, and fleet financed the wider operation that trapped Cornwallis; the victory was a joint logistical achievement, not the product of one campaign check.
